I would have cautioned you to make sure your new computer's power supply has enough juice to handle whatever graphics card you were thinking of upgrading to. I believe the PSU in the optiplex you're getting is skirting the line of the requirement for that card. Might work ok though.

If it's a home internet connection through an actual physical cable, as opposed to some sort of 3G wireless data, then yeah, I think you'll be fine.
My french is really rusty so I can't really make heads or tails out of their webpage. -
From what I can gather Neuf WiFi is a cellular data network? They're probably (very likely actually) blocking all non standard ports (aka, anything that isn't web pages/e-mail) to lessen the load on their service.
If so, you're pretty much out of luck.
EDIT: Even if it's a standard collection of 802.11g or whatever hotspots, they're probably doing some port blocking. -
You are correct. Debt started at level 5 back in the day. Darn hazy memory.
They also reduced debt across the board by 20% in I11, on top of the 1/2 debt inside a door mission change.
Debt is nothing. -

Back in my day sonny we didn't HAVE patrol experience! Debt happened at level 1 and we liked it! We were real men, dealing with having more than twice the debt you younguns have now per death. And we walked 10 miles up hill both ways from the hospital too.

Yeah, just clarifying that you don't technically lose XP when you die. You gain debt.
While you have XP debt (you can tell by the dark purpleish bar in your XP bar) half of your earned XP goes towards paying the debt.
There's also the patrol experience (http://wiki.cohtitan.com/wiki/Patrol_Experience) to factor in. As your characters are logged out you get patrol XP which causes you to earn 1.5 x normal xp earned for a certain amount of XP. This increases at a fixed rate, for up to 10 bulbs of patrol xp. If you have patrol XP built up when you die, it will be subtracted from that and you won't get any debt. If you have debt and log off, your debt will be reduced at the same rate as you earn patrol XP until your debt is gone (at which point you'll go back to earning patrol XP normally) -
You're probably going to want to look into a video card update. I have an X1600 and it's probably the lowest end card I'd consider running CoH on. An X1300 is not going to give you a great play experience at this point in time.

If they are old enough with a low enough level, it's potentially possible that some of their names have been released back to the pool. If somebody else grabbed one of these names you'll be forced to rename the character.
But that's the only hiccup. -

I have a flying (wing-ed if that makes a difference) ice blaster on Freedom that might fit the bill (and would also take care of the hot chick requirement too). I'll see about tossing you some references when I return home this evening to get her in the running...

Rocked is a good description of it. When we switched off to Hero we were going with a team of 4 controllers and 1 blaster. It was...beautiful.

I think the butt staring argument only applied for all that time between missions, running from one to the other, etc.. Most of the time, while in actual combat, I assume they're not still but staring... And if they are, they really should check out those websites I mentioned - they'd probably be more effective for 'em
It's not like it's my entire reason for playing the game or anything. -
It does make the pet power itself recharge faster....
So if your jack is dying a lot it might be worth it. I usually don't bother. -
