To clarify, you don't need to finish your story arcs unless you are a victim of some kind of bug, as Forbin was.
When you move from Praetoria to Primal, all of your Praetorian contacts and outstanding missions/arcs should be removed.
I exited the mission and finished my story-arcs and when I returned to that mission I was then allowed to leave Praetoria. -

Finish all your Praetorian missions. When I first tried to leave on test it wouldn't let me until I went back and finished my story-arcs.

The slots being missing could be related to the store being down. Let's hope it gets fixed quick.

The devs don't want people switching sides every couple of hours. Switching sides is a process that will take several days. You won't be able to do it on a whim. -
