You could try reading the thread on the same topic that is up in Technical Issues & Bugs and see if there are any answers there.

Protip: When the NC Store is down (which stinks) we cannot access any of our open character slots above the basic 12. So if you delete a character the slot goes unavailable until the store is back (which stinks). Characters in the over-12 slots are available even when the store is down.
