    I have my doubts that the letter writer is any character we've ever encountered before in the game. One of the letters says "you have not yet met me face to face". This would suggest that it's not Requiem, it's not Nemesis, it's not Flower Knight, etc. etc. etc. It's someone new. For a character we've heard of but never met, the Dream Doctor might be a good pick, but I'm not certain how good he fits (though the Dream Doctor is an ex-Midnighter and the letter writer seems to be very familiar with them)

    I suppose "yourself" could be a possibility for Dark Mirror, since the only "face to face" time we would have gotten would be in a mirror, and Dark Mirror may be giving us a self-duplicate, but that just seems like a cop-out to me.

    There may be a rounding error somewhere in Mids' (I'm being as exact as I can be, on the spot), or you're not giving your exact set bonus values. Either way, the number you're reporting is better for you than the number I've calculated for you.

    Edit: You would need less than 2% more recharge than you claim you have in order to get HoB down to the recharge time Mids' is reporting to you.

    Question on Mids

    My guess is confusion with how recharge enhancement works.

    FinalRech = OriginalRech / (1 + RechBonus)

    If you have 100% between enhancement and set bonuses, 1 + RechBonus = 2, so your final recharge half the original. If you have 200% between enhancement and set bonuses, 1 + RechBonus = 3, so your final recharge is one third of the original.

    The x-axis is your recharge bonus (multiply by 100 to get the percentage), between all sources (enhancements set bonuses, buffs, etc.). The y-axis the the multiplier to apply to your original recharge time in order to find your final recharge time.

    As you can see, it's not a linear progression, and the more buffs you apply, the slower the multiplier decreases (and a decreasing multiplier is good, because it means your recharge is lower).

    Also note that this graph goes between -0.75 (-75% recharge) and 4 (+400% recharge), which are the lower and upper bounds that your recharge can be at.

    This is a dangerous group you ally yourself with, Character. Be wary. Be wise. Be willing to act.

Whether for his own gain or to escape their wrath, I do not know. Unfortunately for him, when the slave masters burned through the Kheldians, they came after him once more and he fled into the past. Perhaps he made yet another bargain with the masters, trading all the Kheldians of the past for his own survival.

    Again, be cautious of those you speak to about this; the Menders are aware of my existence, but not my time or location and they would not take kindly to you associating with me. All I ask of you now is to do your duty, pursue the truth and look for more of my letters.

    But again, my train of thought wanders. I'm writing you to tell you that, as surprising as it might sound, Mender Silos and his time traveling cohorts are actually succeeding in delaying the coming storm. Note, I didn't say preventing. There is still hope.

    Because of their actions, and likely yours as well, it may be sometime before I can truly extend my hand to you in kinship. There is other work in other places for us to do. As much as I enjoy these letters, I'm sure you will understand that we have more pressing matters to attend. So, for now, I bid you farewell.

    Unrealistic. You're unlikely to get any reasonable amount of +Acc set bonuses without having already slotted set IOs which have accuracy.

    While you can certainly get enough +Acc from set bonuses that you don't need accuracy slotting in other powers, I'm not sure it's possible to rely entirely on Accuracy set bonuses.

    My advice is to look for some other set bonus type to focus on, and you'll wind up with a bunch of Accuracy bonuses anyway.
  10. What kind of graphics card does your computer have? How much RAM? What sort of CPU? Laptop? Desktop? Your description of the crashes is good; to me, this makes me suspect some sort of hardware problem (though, I'm no tech wiz, so take my suggestion with a grain of salt). In that case, telling us the hardware you do have can help.

    Quarterly reports aren't even that reliable. They show how much money the game has made over the quarter. People that paid their subscription up for a year 6 months ago aren't contributing to that number, they contributed to the report 2 quarters before.
    For a long time, NCSoft specifically included the number of CoH/V subscribers in their quarterly reports, not just the income from the game. According to those numbers, CoH/V has never exceeded 200,000 concurrent subscriptions, and the most recent report put us around 140,000 IIRC. If you extrapolate from income with the most recent reports (which don't include subscriber numbers any more), our current playerbase is somewhere around 130,000.

    Lysosomes do NOT affect Enforcers. I'm not sure what other "this should work through the HO exploit but doesn't" instances there are, but I know Lysos in Enforcers does not work. Use Membranes or Cytoskeletons.

    On the contrary, Cole's goal is to keep the world safe from the Devouring Earth. (Or at least Nova Praetoria; we haven't seen all the zones in GR and how far Cole's protection extends)

    While some may call his methods draconian, Nova Praetoria is definitely a utopia for its residents.

    Cole does not define societal norms; society does. Cole enforces the law of Nova Praetoria. Law and societal norms are two different things. In most areas, "obey the law" is a large societal norm (though in some countries around our world... urgh), but many norms have nothing to do with the law, and as long as the resident's aren't violating Cole's laws, nothing happens to them.

    Just the other day we had a full team running "Raid the Snake Temple" from Operative Grillo, at +4 difficulty. It was hilarious fun, and we crushed everything in our path. The only time someone died was when a brute decided to try and solo the next spawn.

    Even when we ran into the room full of snake eggs, we enjoyed ourselves. Someone ran around making all the eggs hatch. Then we had a room with about SXITY lv54 bosses spewing toxic damage, plus a lv54 AV. That was fun... though probably only fun for a team full of players trying to challenge themselves, who is also able to laugh at their own stupidity and doesn't care if we team wipe once or twice.

    After that we tried doing "'Invite' the Center" from Viridian at +4/x8 (but with only 6 players, since a couple dropped). We handled Burkholder pretty well, completing the mission, but we wanted to stick around and get through the other 5 lv54 AVs. Maestro and Vandal weren't so bad (though looking back we probably should've done +3 instead of +4, because at +4 the AVs just took too damn long to kill). We hit a grinding halt at Nosferatu, unfortunately. Hit tohit debuffs and self-heals were just too much for us to get past.
