  1. At least you can't prove it in a court of law with any shred of evidence or witness that we can't destroy, terrorize, or kill

CoH does in fact use OGG.

There's a reason it's called an "irrational" fear.

    Hmm...
    "Castle" -- powers designer...
"Rook" -- name BillZ wants, who would probably do something with game balance...
    "pohsyb" -- programmer, "Byshop" backwards...

I guess that means I should pick up thgynk, then?

While I agree that a lore book would be different from Paragonwiki, PWiki doesn't focus on the mechanics. It focuses on documenting the game. Anything outside the game basically gets a "this exists, it was found here, you got it by doing this... etc." Things within the game get much more extensive.

A lore book would be different, because there's a LOT of game lore which does not actually exist anywhere outside the Paragon Studios offices.

  12. Yes. There are two ways to prevent powers from stacking in the game:
    1. "Does not stack from same caster" flag on a power effect.
    2. Being [Vengeance], or the Widow equivalent.

The latter is due to a mode created specifically for Vengeance. Veng puts the target in "Vengeance Mode", and Vengeance won't cast itself on a target in Vengeance Mode. Other powers set modes (Dual Blades has a set of modes to operate the combos, and Swap Ammo works by modes), but I suspect the devs want to keep the number of such modes low, as it merely complicates things.

The former is found all over the place. But since powers like Acid Mortar have effects originating from a pet, rather than from you, summoning multiple pets creates multiple -- different -- casters for the "non-stacking" effects.

In short: Acid Mortar stacks because it must stack.

Psh, CJ doesn't count, it's endurance cost is too low

My Fortunata has Maneuvers, Assault, Tactics, Tactical Training: Maneuvers, Tactical Training: Assault, Tactical Training: Leadership, Indomitable Will, and both Hasten and Mind Link firing as often as possible.
  16. No idea. Have you tried contacting support about it?

I've gotta agree with GG on this one.

Also, I'm too freaked out by sticking things in my eyes to wear contacts. No way anyone is getting near my eyes with a laser scalpel.
  18. Mao, from Code Geass. Given the power to read minds by C.C., lost control of his power and is now forced to read everyone's mind all the time. Went insane and developed something of a manic attraction to C.C. since he can't read her mind. Constantly plays recordings of C.C. through the headphones in order to distract him from the thoughts of everyone else

It was pointed out in this thread (I believe the phrase was something along the lines of "you guys named me"), and then someone posted a link directly to MOO's post.

    Account Security

Did you log out in your base? Logging out in your base puts you back where you were when you entered the base, even if you entered by a base teleport power instead of the blue base entrance.

Logging out while in a mission will put you back in front of the mission door you entered from; you don't stay in the mission.

Logging out near a mission door (and I use the term "door" loosely, since holes in the ground are sometimes "doors") will have you log in and animate coming out the door, and you'll be mooved a few feet from where you actually were to the door's exit location.

Beyond that, you shouldn't be moved after logging out.

Resistance and Damage are intrinsically linked in the powers system. I remember when beta testing Willpower, Brute's Fury was acting like resistance enhancement in HPT (and wasn't hit by ED, so with full slotting and Fury HPT would essentially be at ~250% enhancement). This also explains why -res powers can't be slotted for debuff (both debuff enhancements and damage enhancements would affect the debuff, as would any damage buffs cast on you), and why there is no means to slot damage buffs (same reason, in reverse).

So basically every 1% of defense reduces you chances of being hit by 2% up to 45% defense (90% reduced chance of being hit) so even small defense numbers can be beneficial.
You've discovered the 1:2 Defense:Resistance rule-of-thumb ratio. That's not quite what's being discussed when people talking about adding small amounts to existing defense.

If you have X% defense, adding more isn't necessarily about getting the highest amount of defense you can, but rather about reducing your average incoming damage by as much as you can. With that view, Y% extra defense is better if X is higher. As per an earlier post, going 40% to 45% cuts your incoming damage in half compared to what it was previously (20% incoming vs. 10% incoming), while 0% to 5% would be a 10% reduction (100% incoming vs. 90% incoming). 5% to 10% would be an 11% reduction (90% incoming vs. 80% incoming), 10% to 15% would be a 13% reduction, and 15% to 20% would be a 14% reduction.
