The Tights Sleek texture, applied to boots, makes them blend almost seamlessly with the Excess Plus bottom, creating the appearance of boots that reach all the way to the knee (and, on the outside, slightly past the knee) instead of just below the knee, where the actual boot-meets-leg seam is. Ignore the upper-thigh area of the Excess Plus bottom, it's not important - all about where the knees meet the calves. As there is no Excess Plus boots pattern, I deemed this useful for making costumes that look like the parts are supposed to go together.

I could see them waiting a bit longer, for after Tech Knight is out for a while (and Fire & Ice have been out of circulation for a bit), and then announcing a special weekend/week event where Celestial and Fire & Ice will be brought back at the T9 VIP items for the duration, before going back to Mecha and Tech Knight (or waiting another cycle before doing it). They could even position it right between when sets are cycled, so that before they add Tech Knight, they take down Fire & Ice, and put Celestial in its place for short period of time, then put up Tech Knight (although, again, if they're doing that, I'd figure they'd wait a bit longer before cycling back).
If the Devs keep adding new T9 VIP items, eventually they'll end up with a large collection of unavailable costumes... I can't see them simply sitting on them and doing nothing. They may or may not cycle them back, but I'm sure we'll see them again (hell, they could do what they're doing with Shark Week, and have a little fun event and hand out random codes to players for part/the full set as rewards). Soon, though, doesn't seem likely. -
Yep, just a reskin of something we already have... shouldn't be hard to allow, right? And it would help alleviate the problem of there being absolutely zero western-type wizardy arcane robes...

I don't have my hopes up that it will ever be re-released, when the devs could instead be dedicating their time and resources to make something new, that EVERYONE hasn't bought yet, and release that instead.

One that I knew about for a long time but forgot in previous posts: The female "Metal" top-with-skin, when used in conjunction with something that covers the torso but leaves the neck bare (in this case, the Victorian corset - various jackets and robes also work), makes a fancy necklace.

Further investigation on the first, how-to-strap-your-armor-to-yourself image has given me a solution to the issue of the male Leather Straps top not being available to females: the Chaos Leather top also has straps in all the right places.
Addendum: One more further discovery, that I forgot - combining the Straps top-with-skin pattern and the Gunslinger corset makes things even racier by drawing more attention to the underboob.
...yes, I am from Virtue. No, I do not actually use this costume.
On a less pocket-D note, I also found that the Tights Sleek texture matches the Excess Plus texture very well, letting you do this with boots:

I oppose this idea, because it means I wouldn't have softcapped defense to smashing and lethal on my Midnighter character anymore, because he relies on Scorpion Shield.
What? As if I wouldn't be obligated to respec! -

A friend has a KM/Regen scrapper named Wavebreak who I believe has been rerolled now as a blaster (though possibly not yet, I know it was planned). I have a Dark/Storm corruptor named Seasquall that I'm thinking of rerolling, but I would miss the tentacles too much.

Ion cannon strike, please. Drop a summon patch, beam of light comes down from above and does energy damage and knockdown in that area. If War Walkers can use their "orbital" powers indoors, then I should be able to do it too!

For instance, say I wanted to make a Terran Marine. That chest piece they wear is not divisible into separate components. You can take the shoulder pieces out, yes, but you're still left with a piece that fits all around the body. To a large extent, that's what Resistance, PPD and Olympian Guard do, but notice what else this does that those don't - it extends around the shoulders, up behind the head and then goes almost over the head entirely. That is, more or less, what Black Scorpion is wearing - essentially, Terminator Armour. THIS is what I want to have. In fact, I want this even more than I wanted the bubble helmet, and I wanted that a lot. When I say "integrated shoulders," I don't just mean shoulders, chest and back. I also want to see a variant that has the actual helmet integrated into the chest piece like it would be on an astronaut space suit, which is more or less what that Terran Marines are based on. You can't duplicate this with separate shoulder, chest, back and backpack options, at least not unless they're HUUUGE! -

As for PPD and Legacy Chain parts, I still don't see why those can't be given to players in the form of one chest piece and one shoulder piece that can be used either together or apart. The shoulder part and the chest part already exist separately from each other on NPCs, and the existence of the Imperial Dynasty, PPD, Samurai, etc. chest details already demonstrates that PC chest details can go over the shoulders and onto the back. -
The huge AOE defense bonus while hidden is to prevent you being knocked out of Hide by AOEs that are targeting someone else.

I am monitoring my combat attributes (specifically Smashing/Lethal defense) and it does not increase when I use Energy Drain.
EDIT: Tried again, it worked as intended this time and my buff bar displayed it properly. I wonder what was wrong before.
Further advice desired: I don't know if I need both Crane Kick and Eagle's Claw. If I take one but not the other, which should I take? -
My big question is about how Energy Drain works. I know it's supposed to give a defense bonus per guy it hits, but for me, it isn't - I right-click it in my active powers after I fire it in the middle of the mob, when it shows like eight stacks of it, but it still reads "0.00%" for all the defense bonuses it's supposed to give and my smashing/lethal defense that I am monitoring doesn't rise, even though the power info says it's supposed to give 0.38% per guy. Is CoH bugged, or am I doing something wrong?
Also, am I correct in the assumption that I should build for Smashing/Lethal defense? -
Stealth makes my Fortunata look like she's just outside the university window!
