How is insta-snipe any different than lets say perma some power. Easier if on a team with lots of buffs, not so easy solo. How does insta-snipe significantly change the game?
The devs looked at snipe and said that they understand that on a team steamrolling through a mission that it's not very useful due to the delay so their solution is with enough buffs, the assumption is buffs from teammates, snipe will once again be a useful power on teams. -

Basically, they will either have to:
1. Make IO's available to all.
The reason for all the nerfs in the first place was to make room for the IO system.
2. Or make reaching instant snipes far more easier in some other fashion.
CoX hybrid freemium model isn't top five, but it isn't bottom five either. The IO system should be base line given that VIP access isn't about IO's.
To the person that said they pay for IO access, it is more cheaper to buy the license, and it is also more cost effective to pay as you go for powers or character slots.
No logical reason to stay subbed if you are not into Incarnate content. Anyone that tells you otherwise is telling you so for sentimental reasons.
You think that players who didn't bother with snipe due to the interrupt delay will respect their characters to include it because with IOs? Are you simply looking for another reason that returning short haul premiums NEED their IOs. I'm guessing you are one who wouldn't be satisfied with downgraded IOs so you at least get some of the lost enhancement bonuses. It's all or nothing for you. You are sounding a whole lot like "I won't come back and pay no money to play this game unless I get my IOs". -
Honestly if you don't have the 22% To Hit buff then snipe works exactly the same as it does today. So what if you can snap snipe, it's not like range ATs have fury so you need a continuous attack chain to keep it building.
Personally I use snipe as an opening attack to pull a mob. -
Well it boils down to the point that the game allows you to unlock a character whose AT you don't have unlocked. They really need the throw two unlock icons on those character slots.

Well the free version of Malwarebytes isn't an actively scanning AV but batch only. Now I also batch scan with Malwarebytes and SuperAntiSpyware besides using Avira's AntiVir as an active and batch scanner.

I also can't get in. Hope this gets resolved soon because I don't consider the game to be a safe way to access my NCSoft account for stuff like updating my CC info.

Well VIPs did get 8 (or 7 since two of the dark sets are only half price) for free if they hadn't own Going Rogue, 4 (or 3) if they did. So far they've released six power sets for sale. So far I've bought four with my stipends.

In so far as the 'tier' things? Tier 6 is full. I have access to all of the archetypes. I lack access to any power set that came at the same time as or after "Dual Pistols". So things like the two new Mastermind sets, the giant weapons set for tankers, some of the scrapper powers, ect ect.

I've always considered set IOs to be a complex and nuanced feature that can take a while to learn. Hardly something someone peeking in at the game would pick up in the very short term.
For a F2P player the lack of Tell, most drops, no e-mail and tiny bank is their encouragement to spend money.
As for returning players the question comes down to how many would be willing to resubscribe Vs not if IOs were unlocked for everyone. Every player logged in is a cost. If not every player pays then the question is how many paying players are needed to support the ones playing for free.
Companies do not make a little bit a profit on every sale, they only make a profit after they sell enough to cover their costs, then the next item sold, after material and production costs, is pure profit. In the case of MMOs, players playing free aren't helping the company to cover their fix costs. The company hopes that some of those free players will be willing to pay something but if they don't they are simply a cost on the wrong side of the balance sheet. -

I just rolled a WB/TM corrupter. I called her Water Wings and yes she is sporting water colored Celestial Wings.

I use CCleaner to flush out the flotsam and jetsam every week and at least examine what it thinks is "wrong" with my registry once in a while.
For AV I've used Avira for years. -
As an interesting side note, I was watching a couple of the vid casts they do at Massively and in one case the staff member who plays CoH mentioned she just resubscribed to reactivate her IOs because she felt like she was being a drag on her teammates recently. She did heap high praise on the water blast powerset. Thinks it looks better than similar abilities in those other two superhero MMOs.
In the other case a different staff member was going to show off a MA mission for an hour in her Twitch stream only to find out that a true F2P account has no MA access. She obviously played the game before, even showing off a previous MA mission but for some reason she wasn't using that account. I didn't watch the whole thing since this was going live when it was recorded and I can't watch someone flailing when the demo goes so, so wrong. -
Doesn't matter either way since whatever is used will simply be saved by the browser. It's not like the site has banking or billing info.

Why? Just team with buffers or stock up on yellow inspirations or take a self buffing power like build up or aim or total focus if you want to play army of one.

Except with the test server if something goes terribly wrong, wiping the player database is now a viable option as well as the reduced consequences of a database rollback (restoring an old working copy). It's the test server, they've told us time and time again don't expect any sort of permanence.

Actually I think due to the size and predominately Asian playerbase as well as those games being a prime target for hacking is the reason for the work.

You didn't click on the link there did you. It's to an 80s movie that two dollars is a running joke.
The question is simple business. How much would NCSoft lose in subscriptions or license fees if IO system access was made available for free versus how much money they will make on returning players either resubscribing or choosing to buy Paragon Points for other purchases because the IO system access is free.
I think they wisely concluded that if everyone had free IO system access that they would loose subscribers and have fewer new or returning players ever spend any money to play this game. That's bad, if it's not obvious to you, since the game will quickly close because it's not a sustainable business model. -

When my Grandfather passed the family found an old dresser under a bunch of other crap that was filled with coins. There were so many when we opened one drawer the bottom fell out from the weight.
When my aunt passed away we found War Bonds from WWII that she had stashed away and forgot about.
I think what's more surprising is the amount of valuable items that get thrown or given away because people assume it's junk.
