Can you start the game in Safe Mode?
Open the NCSoft Launcher but don't start the game yet. Right-click on the City of Heroes entry and select Properties. At the lower left of this screen put a checkmark in the box called Launch in Safe Mode, click OK and then launch the game.
Did that work? If so, start turning up graphic settings one at a time until you find which is causing your problem. I'd recommend leaving Ambient Occlusion and Advanced Occlusion set to OFF.
You may want to monitor your computer temperatures as well, especially the graphics card tempss. Make sure that the computer is free from dust build-up as that can cause heat issues.
One more question for you. What is the brand and wattage of the power supply you have? Is it enough to fully support the video card under a heavy load? The brand, model and wattage should be listed on the side of the power supply. You'll likely need to open the case to see it if you don't have the information available elsewhere.

You may also want to turn off Digsby and Origin to see if they are interfering with the launch of the game.

So I try and open CoH I see the splash screen about the time my log in should pop up My system reboots any Ideas?
