    Last week my great discovery was unveiled to you all, but many of you had some pressing questions.

    Well, better late then never, I'd say! Here are the answers to some of the good ones (and the ones that seemed to keep cropping up!)

    Hopefully I can have more answers for you in the coming weeks!

    Subdual – Subdual deals moderate Psionic damage and may leave the targeted foe Immobilized for a brief time. Immobilized foes cannot move but can still attack. Damage: Moderate, Recharge: Moderate

    Mind Probe -- Grip the minds of your foe with a Mind Probe. You must be in close proximity to pull off this attack that wrecks havoc on your foes synapses, dealing moderate Psionic Damage while reducing his attack speed. Damage: Moderate, Recharge: Moderate

    Telekinetic Thrust – A focused attack or intense mental power that violently sends a nearby foe flying. Deals minimal damage, but can be very effective. Damage: Minor, Recharge: Moderate

    Psychic Scream -- This howl of Psionic energy resonates in the minds of all foes within its conical area of effect, inflicting moderate damage. Damage: Moderate, Recharge: Slow

    Build Up – Greatly boosts your attacks for a few seconds. Slightly increases Accuracy. Recharge: Long

    Drain Psyche – You Drain the Psyche of you nearby foes, thus weakening their Hit Point Regeneration and Endurance Recovery and boosting your own. Recharge: Very Long

    World of Confusion – This toggle powers allows you to cause psionic damage and cause confusion within a group of foes, creating chaos. The chance of confusing an enemy is lower than then chance of damaging them, and it may take multiple hits to affect stronger opponents. All affected foes within the area will turn and attack each other, ignoring all heroes. You will not receive any Experience Points for foes defeated by Confused enemies. Recharge: Moderate

    Scare – You entwine a single foe within his deepest fears and cause him to helplessly tremble for a brief while. Recharge: Medium

    Psychic Shockwave – Psychic Shockwave is a devastating Psionic attack that wracks the minds of all nearby foes. Affected foes may have a reduced attack rate and may be left Disoriented. Damage: High Recharge: Slow

    Originally, Castle only wanted to allow 9 powersets to be shifted around, while others wanted to open things up much more completely. After much debate, and back and forth discussion, we came to a compromise on which sets were proliferated and which would be delayed to future updates. The sets that were chosen, ultimately, were easy to port across, and tried to fill thematic holes where appropriate. “Balance” was mainly a factor in which sets NOT to port immediately – things like Kinetics for Masterminds would be extremely dangerous to port directly; many changes would need to be done to make that one work. The same can be said with moving Illusions to Masterminds as a Primary powerset.

    Ultimately, it came down to ‘What would be fun, but not too game breaking?’

    After we had that mantra, we matched things on a thematic basis whenever possible. Hence, Fire/Fire Scrappers, Controllers who had Fire Control getting access to Thermal, Corruptors getting Elec/Storm, etc.

    Empathy isn’t a villainous trait, generally speaking. From a fiction standpoint, it will likely never be given to Villains as a set.

    Back to thematics – Empathy isn’t really a villainous trait. From a fiction standpoint, it wasn’t our first choice to port over and the reason corruptors didn’t receive it in the first place as part of the release of City of Villains. If we were to add an “Empathy Like” set, it would need to be all new and not a port of it, to make it fit into the Villainous theme. As such, that fell out of the scope of Issue 12’s powerset proliferation and is why it wasn’t included.

    If something doesn’t work, we’ll adjust it, rebuild it or cut it, depending on what needs to be done. I don’t suspect this to happen in most cases.

    Castle said, “No, never!” and Positron said, “Yes, do it!” In the end, the decision of which sets to give everyone bounced back and forth multiple times. The next question is, “Why did Castle say no?!” At the time, he wanted each AT to keep certain sets so they were only found on that AT – Ninjitsu for Stalkers, Elec/Elec for Brutes, Ice/Ice for Tankers, etc. Ultimately, that concept was set aside later in the process, but some aspects of it remained in the initial pass of Proliferation.

    the justifications for why certain powers were ported/not ported are nice but mental manipulation seems un-balanced just from the powers, i mean.... drain psi, PSW, a toggle confuse and a fear?? i'll be rolling a psi/psi but this really does seem over done

    i was watching a pvp vid of a spine/regen and he had black and purple spines with the green toxic effect. im sure it was just my PC or the vids creater hacked it somehow but for a minute i thought it was a new in game feature that i missed somehow

    i think i'll stick with the last build i posted and swap energy punch with laser beam eyes at 47 to fit in decimations and conserver power at 49
  9. your build looks ok but i dont want to wait for i11 IOs because of the crazy high prices and low stock (this is just my opinon) obviously, when stock increase and prices lower i'll probably respec into the new IOs, also, no data chunck for me to take a closer look on mids?

    im not sure i can afford all thoose recov/regen IOs but i guess i can farm if i run short
    if your wondering why i picked energy punch at 49 it is because i wasnt gonna pick it originally but with the new changes in mind. its was the only decent choice left

    P.S i thought laser beam would be a decent attack for the runners or kiters and i could get 6% rech from it too
  12. ok. after taking into account what everyone has said, i have decided to forget about the weave, CJ, manuvers route cus apparantly its usless in PvP.

    this new build seems like it would work ok. it has decent recharge and i've managed to fit everything in i want. all i need now is constructive crits from the experts

  13. i havnt PvP'd with him yet (lv34 atm) so i have no idea how viabal my defence will be but i wasnt falling back on defence anyway.

    but apart from the builds that live in god mode, does anyone have good experiences with 45% defence in PvP?

    Why the unhappy face? It doesn't take much to get ice armour to 45% in S/L/E/Neg, Cold is a given leaving fire and psionics to worry about. With Fire getting 30% res is easy. You basically don't get slowed, making perma hoarfrost maintainable enough to afford more res for toxic resists if ya like, leaving psionics..join the club!

    Although I could be wrong as I have yet to min/max my ice as she is not even 50 yet. I am an altaholic and go to meetings once a week. XD

    Ah..i had a feeling thats was the case. with my EM/EA brute i have weave, CJ and energy cloak slotted which gives me about 12% added defence. is that even worth considering for an EA tanker who will mostly PvP? or should i just focus on a higher recharge build?

  17. im gonna make an Ice/Em tank for PvP and i've seen SR scrapper who can achieve 45 defence with IOs and pool powers.

    i was wondering if this is possible with with an Ice tank.
    also i wanted to add a bit of recharge Ios in the mix

    the thing is, i found that 1 acc isnt cutting it at + 2 enemies and at + 3 it gets worse (before anyone says it, i only have 9% global acc from the one posi blast set i have)

    i guess i can just do 2 acc 2 dam for now but i was hoping a combo of IOs could help but the best results i get are

    90% damage
    67% acc
    26% end red
    23% rech

    perma dom i over looked what PSW would need.

    i plan on atleast 5-6 slotting it later when i get a respec but for now, how would you slot it?
  21. well, i decided to go ahead with the build and so far its been fine.

    solo i have to make sure to use energy drain the most effective way (low on end with two enemies near by) and conserve power is used when i mess up my timing and on teams, theres enought enemies to get all my end without worrying

    with 15% recharge (i plan on getting more as i lvl up)

    conserve power down to 285 secs (218 with hasten) and energy drain down to 28 secs (21 with hasten)
    is it possible for this build to go without stamina? im trying to fit in aidself, weave, CJ SJ and hasten before 38
    which is why im attempting this in the first p lace

    P.S. with the 3 kinetic combat set i have. i come pretty close to the soft cap for smashing defence which, for me, is pretty good considering thia is a EA build (and since im in melee all the time)
