Me thinks these are the powers to have:
Storm Summoning:
Freezing Rain
Hurricane (You have no choice, it is mandatory!!!)
Tornado
Lightning Storm
Psychic Blast:
Subdue
Telekinetic Blast
Will Domination
Scramble Thoughts
I am not to clear on the other powers in Storm Summoning. But for Psychic Blast, do NOT take the cone and AoE! Damage is horrible! Stick to the single-target moves. And of course for PvE, you want the lovely, pink nuke. If you were to take either the cone or AoE, take the AoE, Psionic Tornado. But don't expect much from it.

Are we playing the same powersets, rap? I've found that both of the Psionic AoEs (the cone and tornado) are extremely powerful when fully slotted and used with Freezing Rain. Also Psionic Tornado works great with Freezing Rain, causing a blast of knockdown (not knockback like the real tornado) that makes things unable to attack you.

Well when I made a Kin / Psi Defender, I was advised by members of these forums not to take the AoE and cone. Also, when I did actually take Psionic Tornado, it knocked everything backwards which angered quite a few teammates. I didn't however slot them for full damage. I was advised not to do that too.
Ah well. Each to their own.

The cone is both good damage (for a defender), and a nice debuff. I'm one level off tornado so can't talk about that yet.

No, sadly a good build for the first would mean a crippled build for the latter, and viceversa

I agree. I think the game is wrapped up so that no ones character can be good or the best at everything. You build to achieve one objective and you don't satisfy the requirements of another. Teams and team dynamics PVP or PVE could compensate for what you are or aren't capable off.
Storm is an awesome set. I used to dislike them but not now. Now I realize just how good they really are.
