Because my dear sir, I am tired of Mr Chives handing rangers their butts on a plate... but i have a build that you may struggle against... are you gonna turn villain on us? If you did then I can guarantee the rangers would put a high price on your head.

Cool, Ice is great, talk to resident ranger ice expert Frozen_Rogue about it.
Ice is FAST... it also has some awesome mez attacks in their so aim for accuracy, damage and mez with ice, lock them down, drop their toggles. Then with fire you get some seriously hot melee powers and AoEs that can do massive damage vey quckly so with fire concentrate on damage. Ice uses relatively little endurace but fire uses a fair bit so slot and end red in your fires possible. A good tactic for you might be to freeze them from a distance then get in there and hit them with your fire to take them out. Something like superspeed or teleport will get you their fastest and ensure that your holds last as long as possible.
Oh yeah, and your build should rock in PvP... if you're on the union and want to join an all blaster super group then the Precision Rangers will be most happy to have you sign up! Check the Union heroes thread for Rangers AWAY!!!

Hence ED my friend, you now have to slot them. In my new build I have vast slotting on them.
3 Slows on trops
3 damage 3 accuracy on turret
3 damage 3 rec red on mines
3 to hit buff on Drone
1 end red on cloak
3 disorientate 3 rec red on taser (can stun a boss with ease)
2 immob duration on web grenades
I don't use time bomb... to hard to get in the right place, and the I don't use smoke grenade as I didn't have room
Other power pools are
Assault Rifle
Concealment
Teleport
Leadership
Flight
I call the build a hunter build as it s designed to be used primarily in PvP for stalking bad guys and taking them down, but will also be very effective in PvE

The best thing I find with the whole MoG thing is to get powers that keep doing damage to them, so for me that would be flamethrower, caltrops, full auto, burst, ignite, anything, they can't MoG whilst taking damage...
When you're testing later try bouncing them on mines... it will open your mind to a whole world of fun and tactics that you could never have believed existed, plus mines still one shot most =minions... look me up online when I've done my respec, if your on union that is, and I'll show you how to kill people without ever firing a weapon at them or even being able to see them... the joy of devices -

When hasten was worth having I was able to lay upto 4 sets of trops at a time, I only did once to experiment and it took 15 minutes to kill some level 30s but it was great watching them run like a baywatch slow mo (only with less bounce) unable to fire off attacks while I just threw down a few more nasty spikes... but now I have the joy of trip mines to go with them!!!
Set up a shed load of mines (3 dam 3 rec red) infront of a door, lay trops inside the door, snipe mob, hide, watch with glee as the Paragon Prtector bounces through the door, lands on the caltrops and proceeds to kill himself by blood loss from the feet. Some people go to the beach to skim stones, I go to creys folly to skim paragon protectors! -

I don't use smoke grenade myself but had it for a while and it does make a difference. Caltrops with 3 slows in make a massive impact on a mob, if you can also use web grenade to hold bosses on the trops it makes things a lot easier as they just stay on them for ages!!! without hasten though you won't be able to perma trop which is kinda fun. I've killed mobs with that!!! Make them run over trops for a few meters in an enclosed corridor... most amusing!!!

Dark side holds no temptation for me. I'm with DK, I'm going to be a Scum Hunter for a lot of time now, my build is designed entirely for trapping/hunting villains (it will work well in PvE, but I can't wait to test it in the PvP zones) I need to hit 50 to get it as good as it can be, but even at 38 I will still cause most villains considerable problems. Happy hunting...

I'm a dev blaster and whilst my damage might not be what it used to be (1 shot kills on +1 lts with snipe and one enrage at +3SOs) I've been playing ED slotting for a bit and I think it rocks, Device is so tactical its untrue, its about strategy, I have no fears that once I get my ED build in place I shall be a match for anyone through tactics rather than power. I think that all blasters need to put a bit more emphasis on Mez powers now, where I had none I will have 2 dedicated to disorientate, because I'll probably need that extra shot that a disprientate foe will give me.
I feel sorry for Elec with their drains, where short circuit was a great weapon it now becomes a risky semi nova... -

Caltrops are a fantastic team weapon, I use them a lot and they have saved my bacon and my teams more than once... in high level teams (when Skd up to 50 trops still rock)
SJ is a good choice, much more effective and versatile than SS
Leadership pool is good, take assault and tactics, both will be VERY handy when it comes to PVP
Not sure on the fire primaries but I think that they might be an endurance burner, also how fast are the inherrant recharges? If you have a lot of attacks do you need to have them recharge that fast, I'm dropping a few attacks deliberately in order to develop my tactical side, so I need them to recharge fast with a stack of several attacks I don't know if you'll need em all 2 slotted, see if yu can end red instead. Acrobatics I haven't found that great, It doesn't stop mezzes just knock backs and when you've just recovered from mez hitting all those toggles is often easily forgotten. Mezz is a much bigger problem with crey etc but if you're up against nemesis then acrobatics may be worth having. -

Back on topic, I belive that there are currently around 55 Rangers so we could at some point have 55 of us verses 7 of the scrappocalypse all SK's to level 10 or so, you want to take all comers? Bring it on. -

The Precision Rangers Handbook
Welcome to the Elite of the Elite. Welcome to the Rangers. This guide is intended to keep you performing at your peak within the most dynamic damage doing force in Paragon City. There are four sections that you should read if you are to become a Precision Ranger.
As a Ranger you have entered a brother/sisterhood of heroes. We are more than just a supergroup, we are also an active community within the game. As we wait for the onslaught of the fifth issue in these last days of issue four we ready ourselves for the challenge of helping our fellow heroes who have been nerfed and need to respect, we ready ourselves for the challenge of taking on the enemy and we ready ourselves to HAVE FUN.
Section One: Our History.
During the Rikti War when every man, woman, and childs life were on the line the call went forth for heroes to come and take a place on the front line. These heroes came from all walks of life and all areas of the world.
The Airborne Rangers, an elite fighting force of the United States of America, sent their finest, bravest and most capable to the front lines. These brave few were the elite of the elite, men and women with special abilities who had chosen to fight for their country in anonymity rather than pursue individual fame and fortune. The group was called the Precision Rangers. During that conflict, in which the world we know was irrevocably transformed, the Precision Rangers led the way as a special ops group, doing deep infiltration, reconnaissance and key target missions into enemy held territory. They took with them the Ethos of their home unit, the Airborne:
First on the field, last off it, and never leave a man behind.
These unheralded heroes fought at every major conflict in that most devastating conflict. After the war finished the Rangers remained in Paragon City fighting for the rights of those who were unable to defend themselves from the hordes of criminals the war had spawned.
The elite nature of the group meant that as time went by numbers dwindled. Members died on the front line before the hospital recall system had been fully integrated and the leadership of the group chose to stand aside and allow new blood to lead the group into its future.
The Amazing Shnyet and Disco King JR were those they select for this prestigious task and these two generals in the field rose to the challenge. Calling all blasters to the cause the Precision Rangers grew at an astonishing rate as the potential for the group was realized. The Vision? To have an elect group who would be prepared to pursue evil and destroy it even through the launch on Issue 5. A group who would serve each other and bring their unrestrained damage potential in support of all other heroes who need their services.
Section Two: What it means to be a Precision Ranger.
YOU are the Elite. You are specially chosen to this group because of your unique abilities and potential. You have responsibilities, and you have privileges, congratulations.
To be a Ranger means:
You are part of a close knit group of heroes. We are a band of brothers (and sisters) who fight for each other and support one another with advice, side-kicking, exemplaring and having fun. No hero is too high or to low a level to support another.
Many of the group are regular members on the Forums and have built friendships on these and both in games, any perspective Ranger should be encouraged to join the forum and make friends with the rest of us. Were an easy going bunch, we just love this game.
You are part of a group of committed gamers. We play regularly with the emphasis on TACTICS, ENJOYMENT, ATTITUDE and MIRTH (TEAM). If you are in this purely for experience then you are in the wrong super group. However if you are in this for THE experience, then you are in the right place.
You will be the first onto the field of battle. With the dynamism of the group and the level ranges available there should be regular opportunities to push yourself and your abilities to the maximum, the Rangers prioritise their own over others, missions and hunts will be regular.
You will be the last off it. The group is not about levelling up, this is a nice side affect but it is focused on gaming. If you level during a mission in a team of Rangers then a private request should be sent to your leader asking to be released from duties in order to receive your training. In an ideal world every member of the team will level up within a mission (baring those exemplared) and it is more courteous to go as a group and level up when the opportunity arises, remember we leave no man or woman behind! Alternatively it would be good if members could not train until either the team disbands or you are required to log out and will not be returning to the team. This is to ensure that all those playing in the team keep a fluid motion of game play ensuring maximum use of time on the team. This is not enforceable but it is how the Rangers should play, and we ask that you set an example to all other heroes by maintaining this ethos when in other teams. Let us earn the reputation as the most dedicated team focused super group around!
Section Three: Strategy
As Rangers are all blasters strategy is one of our highest requirements from members. Our emphasis must be on doing damage whilst taking as little as possible and ALL ideas in a team are valid!
Here are some suggestions.
Before unleashing an attack slowing devices should be deployed, this will mean that things like Caltrops should be deposited in front of the group before a shot is fired. This will slow the aggrod enemy and ensure that the team stays safely out of melee for as long as possible. Blappers should stay well within range of the long range attacks, possible fighting over the slowing mechanisms in order add this to their damage.
Snipes should be co-ordinated and agreed. Area affect bosses and lieutenants should be the primary target, especially when in enclosed spaces where a skirmish (spread out) formation is not possible. If these targets can be neutralized then area affect and other attacks will easily handle minions.
Use of immobilizing weapons is definite positive motion. Especially if you see a comrade engage in hand to hand combat. Freeze the target who will be stuck with his melee attack, allowing your brother in arms to retreat to safety and use range attacks to safely neutralize the target.
A Lone Ranger is a dead ranger. As a blaster the sad truth is that you are a squishy. Wandering of alone in a mission is a more likely form or death than any other, bar punching an arch villain. Stay with your team, or at least stay in pairs to watch each others back.
Take the right equipment with you: Respites and at least one awaken should be in your inspirations slots, as should catch a breaths. Our fights should not last to long, but in war the unexpected is our greatest enemy.
The greatest tactic is: knowing when to withdraw and regroup. One man down can be saved, 8 men down cannot. Watch your health and the health of your team mates, share youre inspirations, and if the situation becomes dire retreat. There is no shame in retreat, but there is debt in defeat.
Section four: The brotherhood you have joined.

Disco King JR EN/EN: Co leader of the Precision Rangers and a truly funky dude. One of the fastest attackers in the game. Having attained level 50 with a tank he has a wealth of knowledge on the game content, a true tanks best friend.
Doulos AR/DEV: The first recruit to the group. Always prepared to help out any team, especially when a Ranger asks. A long time player with good experience of going through the early stages of the game repeatedly. Want help in the Hollows, give me a call, I call it home. Regular gamer between 7 and 8 (generally) on a week night, and 10 until late on a Friday night. If you want any help on writing a back story I love to help out.
Crimson Star EN/EN: Posts as Blue_Shadow

Aeronaut EN/EN: Has a 3 weekly cycle of play time, but always look out for him when youre on. He likes a good team it keeps him awake.
Blastess EN/EN: Posts as Tristar: Big hit and charge. A flyer who likes to keep some distance but will blast until there is nothing left to blast. Happy to mix it up in melee. Will be taking Medicine and therefore become possibly the most popular member of the group!

The Focus Group
Defiant Based SG
The idea behind it is regular teaming with other people, so anyone can join but the group will function primarily between 7 and 8 pm & after 10.30pm (give or take ten minutes) on a week day and 10 until 3 on a Friday night (give or take an hour).
It will be perfect for those who:
- Have an alt that they want to develop but want to spend more time on their mains
- Have a limited time that they can play due to out of game commitments
- Want a serious blast through some mission with a dedicated team for an hour
- Want to regularly get the opportunity to do Task Forces. Friday Night Sessions player level dependant
- Believe in sharing enhancements with those in the group who may be able to better use them
- Want to laugh, mess around and be silly but get missions done fast
- Want a group that understand that sometimes you just cant be online and wont kick you for not showing up
- Dont feel the need to rush off for 10 minutes as soon as they level up but will wait until the end of play to do so.
- Enjoying teaming for the heck of it without moaning that they have to do their mission, it will be done
- Work through the game with a group of people playing with them regularly
The criterion is simple. You have to have a character of at least level 5 and want to get stuff done, any origin any archetype
Colours are black and a blue tinted grey to reflect the business like approach, the logo is the scales to represent balance or in game and out of game life.
Ranks are: PDA Doulos (level 16, early seesion, on holiday until 16th august 05) April Snow (level 35, late session)
