Just play the game and sell salvage. There is no way you won't have enough to get DO's and SO's at the appropriate levels. You'd be better off with just going for common IO's though.

Okay, I'm trying to work in a little extra survivability with my PB to give me the chance to hit that heal one more time and stay up in a tough fight. I managed to get 18% S/L and 16% Melee.
I'm appending my build for yall to review, but my big question is: is 16%/18% worth it? Will I even notice it? I tend to play builds that have either no defense or capped defense, so I'm not too sure about something in between.
And I already have all the purples/Lotg's slotted in my current build, so that is not a problem.

I went ahead and slotted an Obliteration set into White Dwarf Flare to increase the global recharge a further 5% but nothing has changed with my Dwarf and Nova forms. Human powers are recharging much nicer now though.
In addition I am using the following to boost my global recharge...
Positron's Blast (2 sets, 1 each in Nova Scatter and Detonation), Crushing Impact (2 sets, 1 each in Dwarf Strike and Smite), and Perfect Zinger (1 set in Dwarf Antagonize).
Total Global Recharge is now 32.5%.

That isn't really enough to be noticing any difference without using a stopwatch.
With Hasten my PB has 166% global recharge, and it's very noticeable with all my powers (nova and dwarf) included. Are you sure you aren't just expecting too much?
Try putting your build into mids to get an idea of when your powers should be recharging.
Edit: Just to make sure, you aren't testing this while exemped or in a pvp zone right? -
Just tested it out, White Dwarf sublimation recharged in 17 seconds, exactly what Mids says it should recharge in.

Um the recovery buff in nova form is 15%, the end use is .26 and the to hit buff is 9%. So for that 5 extra slots in the form you get about 5% to hit, and gain about .7 end total.
Not very much return for five slots invested. -

Hey Tundy, one thing to add: All of your melee attacks have a slow component to them. This means that in addition to the procs in touch of death and mako's bite, you can slot the smashing proc in impeded swiftness. Your damage output will be a little varied, but higher overall and very entertaining when you go to whittle a villian down and annihilate him instead.
This also lets you four slot makos while still having the 3 procs, so you can get the nice little 3% damage boost and 1.5% hp boost.
But seriously Invuln/Fire > Ice/Ice.
