That's weird. I know my overall recharge times have decreased with every +recharge set bonus I slotted across my forms, at least by using the monitor-attribute command to display the values, but I also use Hasten so perhaps things aren't truly working as designed...
I believe that a Kheldian Gold Standard should be based on SO's, and for anything above that... there's Platinum!

I'll check. I'm pretty sure the recharge is working correctly though, based upon the cycle rate of Dwarf Mire.

Just tested it out, White Dwarf sublimation recharged in 17 seconds, exactly what Mids says it should recharge in.
I think you are wrong.

I went ahead and slotted an Obliteration set into White Dwarf Flare to increase the global recharge a further 5% but nothing has changed with my Dwarf and Nova forms. Human powers are recharging much nicer now though. 
In addition I am using the following to boost my global recharge...
Positron's Blast (2 sets, 1 each in Nova Scatter and Detonation), Crushing Impact (2 sets, 1 each in Dwarf Strike and Smite), and Perfect Zinger (1 set in Dwarf Antagonize).
Total Global Recharge is now 32.5%.

That isn't really enough to be noticing any difference without using a stopwatch.
With Hasten my PB has 166% global recharge, and it's very noticeable with all my powers (nova and dwarf) included. Are you sure you aren't just expecting too much?
Try putting your build into mids to get an idea of when your powers should be recharging.
Edit: Just to make sure, you aren't testing this while exemped or in a pvp zone right?
I spent this afternoon going over everything since I added the new set and I don't know if it was a fluke or if my character was just bugged because all the powers are benefiting now.
It was probably just my toon since no one else seems to have noticed any issues. I'm just happy it's all good now.

Correct, wasn't exemping or in a PvP zone. Did everything at level 50 in PI.
I also double checked in both mids and herostats. Mids was saying one thing and Herostats was saying another. I also used a stopwatch on top of it all to see if I was imaging things (and had my brother make sure I wasn't going crazy).
After I added the obliteration set, I went ahead and double checked it all again and suddenly everything was benefitting. Could have been a bug or something. I really don't know. It's a mystery but I am quite pleased it's working now.

Hello everyone! I play a tri-form Kheldian that I have had since Hami's were all the rage and long before there were Inventions and Wentworth's. As a result, as the game has grown, his enhancements have changed a lot and up until recently resembled something from a bad horror movie.
I finally decided to clean up his enhancers and add some nifty set bonuses. Here's what happened...
My Kheldian is a level 50 Peacebringer with a 27.5% global recharge. Using the formula RechargeTime=BaseRechargeTime/(1+Enhancement), I can confirm that my human form powers are benefiting from the global recharge but my Nova and Dwarf form powers are not.
Interestingly enough, the recharge bonuses only come from my Dwarf and Nova forms. 15% from Dwarf and 12.5% from Nova yet neither of those forms are benefiting from any extra recharge. However, my human form powers are getting the full 27.5% recharge bonus.
I can also confirm that I am getting other set bonuses across all forms such as health, endurance, regeneration, and recovery bonuses. I have not tested everything but enough to know there are some discrepancies.
Additionally, I do not have hasten as I rely strictly on recharge from enhancers and set bonuses.
I have brought this to Castle's attention but wanted to post here to let others know and ask if any of you have noticed any discrepancies with global recharge not affecting Dwarf and Nova forms.
