I have one that I keep trying to play, but I just never find the time for.
A 13 year old hyperactive boy that has his mutation manifest while watching his favorite saturday morning cartoon. The people with spikey hair that yell the names of their attacks were just getting ready to blow up a planet (again) when he tried to mimic their shouts and blew up half of his house. His parents were livid and sent him to Paragon immediately, where he runs around shooting the bad guys with energy as he shouts and says hi to all the awesome heroes he sees. Because when you're 13 and hyperactive and explosive: Everything is awesome.

I don't think my build is going to change at all. It is, however, going to be even more fun.
Mire, Mire, Nova AoE, Other Nova AoE, ooh something died so I'll Unchain Essence, then two more Nova AoEs because they recharge fast enough, then Dwarf Mire again because that's recharged...
So. Pretty much nothing changes, except I don't have any delays in the above. -
Not sure if you've seen it, but I'm going to recommend reading through my MFing Warshade guide. There's a lot of advice on how to play, but it also covers making a build to level with.

I'm not sure if the normal factions that appear in DA have 64%, but the DA-specific enemy groups (Knives of Vengeance, DA Tsoo, etc) seem to.
All I know for sure is that I don't notice a significant difference between even con DA content and even con normal. I do run both at x8, just vary the level to keep my KD powers from doing KB.
So, put me down as "I'll take your word on this one, but a shield character should still be just fine." -
Are you sure? Last I checked my combat logs, enemies were getting no better than 8% chance to hit my softcapped characters. Do some factions have 64 and others 50 maybe?

Solo incarnate content abides by the normal 45% soft cap.
You should be fine.
Edit: I'm incorrect, but you should still be fine. -

I've got Veteran attacks if I want to throw damage out. Those at least don't suffer from our modifiers. Something > nothing, regardless of what the something is. They're not going to make a blaster envious of your phat numbers but it beats standing around and waiting for something to happen.
