Seriously, though, if shifting isn't your thing, that's fine. Just keep in mind that with i23 all shapeshifts will be instantaneous. You won't lose any time from shifting, you just need to press one button before using a few attacks. -

Even I can't agree with this. Khelds do not need more slots. We already have more than anyone else if we take the forms. We get more powers, too, which may spread the slots thinner, but that's necessary for balance. With more slots, khelds would quickly edge towards over powered.

Nice try, except that I only play four characters. They're all slotted and iPowered up. Despite my lack of altitis, your argument is still flawed, devoid of evidence, and your English is still poor.

You can save yourself a lot of embarrassment by just saying "Yeah, I was joking." Because as it stands, we can't really tell, and I could go either way.
Nothing short of "English isn't my first language" can redeem the spelling/grammar/syntax though. -
I threw the proc in Stygian Return, then used the other five slots to replace a Posi Blast somewhere.

I have an AR/EM character named "Thompson Ninja." Yes, he uses the tommy gun.
When someone asks where the name 'ninja' came from, I point to the stealth pool, the boost range and fully slotted snipe/LRM and say "If I can kill something before it even knows I exist, I'm a bloody ninja." -

Just as another view along this line: I pay less for Freedom than I ever did before because now when I want a single costume piece, I don't have to buy the super pack.

I'm not going to argue against you. This forum and especially this thread isn't the place, but more importantly, the truth of the matter lies somewhere between our expressed viewpoints. For as much good as the EPA has done, it has done its share of bad. The pendulum can, and most certainly has, swung both ways.

The sum of DA's toggles is 1.41 EPS (without CoF). A single target attack chain can cost in excess of 3 EPS. Which number would you rather reduce by 33%? -
Certainly not enough. You should be aware that each single target attacks costs roughly one endurance per second. Area attacks will cost far more. Compare that to DA's heaviest toggle (Death Shroud or Cloak of Fear) at 0.52 base. Adding recharge enhancements to attacks increase that endurance per second.
Endurance reduction is percentage based, so it will have the greatest effect in attacks rather than toggles. I often skip slotting endurance reduction in my toggles while I level up to make room for it in the attacks. -
