What Scene is referring to is the AI. The AI will not use its heal unless it can get the full effect off. If the heal is 800 HP, and your drone is missing 799 points, he won't be healed. What tends to happen is the bot then dies without ever getting the heal. The recharge on the heal is fast, so smaller heals more often do better for you.
Anyway, the way I slot depends on "budget."
SOs/Common IOs: 1 ACC, 1 END, 2 DMG, 2 DEF
Set IOs: Blood Mandate (priority to triples) and 2 DEF common IOs.
Purple IOs: The three purples that didn't go into Assbot, plus a Blood Mandate ACC/DMG/END, plus 2 DEF common IOs. -
This makes me want to know what a team of all empathy/sonic defenders could do. All the stacking forts and ABs and RAs and -res...
I've heard the stories, but I want to see it. -

No, you have to be a villain and do a patron arc to unlock patron pools. After that, you can become a hero and still have the patron powers unlocked, however.

Dark Armor has never sucked. Any previous sucking was due to operator error.
Nothing has been done to "fix" Dark Armor since the endurance reduction of the toggles when it was changed so that you could turn all toggles on at once. -

Look at it this way: I wanted a bow and arrow as a kid. My dad bought me one, and I loved it for a week. Then I never touched it. My cousin wanted a bow and arrow. His dad bought him dowel rods and string so my cousin could build a bow and arrows. Then, after the kid figured out how to make a good one and shoot it, his dad bought him a bow and arrow. He still uses the bought one and is even learning to hunt. -

Never said your stony couldn't teleport. I said stone tanks are very lacking in maneuverability.
Just because I say teleport is invaluable, that isn't saying I use teleport as my sole means of travel. Keep in mind how impractical it is to teleport 100 feet. I can combat jump that far faster, thanks to the animation time.

Now I have OG, coupled with quicksand from the epic to keep them from wandering far, both one slot wonders.
I also added teleport, which I have found absolutely invaluable to tanking. Clogged door? Teleport. Slows? Teleport. Caltrops? Teleport. Master of disables ninja run? Teleport. -

I just rerolled my peacebringer as a rad/nrg blaster; I colored all the powers blue/white. He's only level 16, but so far it's been a blast. He plays a bit like a scrapper, what with irradiate and more melee attacks than ranged ones (I skipped the eye blast). Energy Punch and Bone Smasher do heaps of damage and stun occasionally to boot.

Second best nothing. All the survivability in the world means nothing if you can't get where you're going.
Try Dark Armor.
My DA tank is softcapped to S/L/E/N defense and has over 85% resistance to psionic. Dark Armor has the best self heal in the game on a 30 second base recharge (enhanceable to 15, possible to push farther), is practically immune to endurance drain and recovery debuffs, has a perception buff and resistance to debuff, can mez enemies around it in two different ways, and on top of it all, doesn't even die the first time. -
I just tested it, and the fortune buffs do carry over into forms.
I imagine the thought process is that you cannot buff yourself with fortune. -

One thing I didn't see mentioned: The stun/fear wears off long before the taunt duration expires. You shouldn't care if mobs wander. They are still taunted and will come right back.
Yes, OG and CoF have their own taunt auras (at least for tanks). They don't amplify each other, but even running just OG will taunt enemies. -

If you don't have Gravitic Emanation, that's probably one of your major problems. Being able to stun 10 targets and bunch them up for a Sunless Mire is pretty MFing good. -

I would say Stone Armor, if only because LR is a second teleport.

What happened at 40 was, I believe, epic powers. Blasters were getting resistance or defense shields and scrappers and tanks were getting control powers and fireball. Suddenly everyone was a jack of all trades and a master of one.
The only thing going though my head was "What the hell? I thought I paid for this versatility because it was too powerful, and now everyone has it." -

It's that they can't be enough of a tank for the not enough of a scrapper/blaster they can be.
They pay a bit too much for their versatility. -
I've managed to do alright with Dark/Fire but I constantly wish I had more mitigation in my secondary. Elec or stone particularly, for all the reasons above. Knockdown and stuns will help a lot.
Kinetic Melee is another good choice, as the -dmg stacks nicely on the already resisted damage you're taking. As a bonus, the synergy between Power Siphon and Death Shroud is excellent.
Fire does do a ton of damage, though. -
Good, because you're not understanding a lot about Kheldians.
The level requirement was already lowered from 50 because it was a mistake to set it there. The level gate kept the population very low. I've only seen the number of kheldians increase since the level was lowered.
Epic means tied to story, not overperforming.
Warshades do not need a buff. I'd like the transformations to happen faster, but that's just my thoughts.
Peacebringers do need some work. That much I'll agree with you on.
