I'll second Dark Armor/Stone Melee, because the mitigation from Fault + Oppressive Gloom is really that good. In fact, I'd also recommend taking Mu Mastery for Electrifying Fences (to prevent the stunned mobs from wandering) and Ball Lightning (for additional AoE damage).

I'll put in a third vote for Dark/Stone Melee, but go for the Energy Mastery epic pool for Conserve Power and Physical Perfection. I've got one at level 42 right now and even with the Miracle +Recovery proc, the Numina's Regen/Recovery proc, Stamina slotted up and including the Performance Shifter: Chance for Endurance proc... Well, it's still hard on the blue bar. Having the Theft of Essence: Chance for Endurance proc in Dark Regeneration is also a HUGE help, I highly recommend that.

He is just shy of the Soft Cap to S/L at 42% but the ability to stun everything around me helps that. Also has a massive heal.

I've managed to do alright with Dark/Fire but I constantly wish I had more mitigation in my secondary. Elec or stone particularly, for all the reasons above. Knockdown and stuns will help a lot.
Kinetic Melee is another good choice, as the -dmg stacks nicely on the already resisted damage you're taking. As a bonus, the synergy between Power Siphon and Death Shroud is excellent.
Fire does do a ton of damage, though.

Knight Court--A CoH Story Complete 2/3/2012
I've got a Dark/Dark that's quite tough in most situations. Not soft-capped s/l yet, but currently sitting around 37% s/l def. Siphon life keeps me from having to use Dark Regen all that often. Dark Consumption is rarely needed for refilling the blue bar with the way she's slotted but is nice to have as a back up or to use as an AoE damage. Once I do my i19 respec she'll regain the Earth Mastery set, so I can use Quicksand to help with the OG stunned wanderers.
I also have a Dark/Elec and the stuns do stack with OG nicely. I am shooting towards getting Electrifying Cages on him as it does fit thematically. Just wish I could recolor the Epic set powers....

hmm Mace, would be a nice option.. I dont have a /Mace yet. And I dont have a Stone either...

For large-team Tanking, it's a beast. Between Fault and Tremor, with OG plinking in the background, I can chain them together to keep an entire spawn bouncing and stunned. The first time I simultaneously stunned 4 Greater Devoured DE bosses, I knew I was on to something.
It's been a surprisingly versatile set, too. Nemesis, Malta, Rikti, Carnies, you name it, it's been taking on every villain group I've thrown at it and performing very well. Devouring Earth are perhaps the most difficult with their emanators. Mid-spawn they'll drop a Fungi so my stuns stop working, and then a Quartz and Carin and all of a sudden I'm punching Dark Regen as often as it comes up. Even then, tactics and a little pre-emptive targeting can help a lot with that.
Roll what you like, I actually tried 3 different secondaries with Dark Armor before Stone Melee really "clicked" for me. See what works for you and your playstyle.

One problem that jumped out at me immediately is that you're way overslotting most of your toggles for end reduction, and underslotting for resistance/defense. Standard toggles are not going to cause endurance problems, it's your attacks, Dark Regen, and Death Shroud that will get you in trouble. So drop the End and End/Rchg IOs from your armor toggles and go with all the resistance and defense IOs. That'll bring your res/def totals up a bit.
On the other hand, Death Shroud is very underslotted for end reduction--it should have at least 50-60%. I'd recommend adding two Scirocco's slots instead of one, the Dam/End and Acc/Dam/End. If you can't find another slot for it, drop the Erad Damage instead. You'll lose the HP bonus, but that's better than running out of end.
Similarly, all your other attacks are underslotted for damage. I recommend replacing the Mako's Acc/End/Rchg with a level 50 Mako's Acc/End/Dam/Rchg, and replacing the Erad Acc/Rchg in Tremor with and Erad Damage.
Op Gloom is good with just one or two slots, so I think a better use of slots would be to move a slot to Build up and 2-slot Rectified Reticle, which will give you more of a S/L bonus than 5 slots of Razzle Dazzle. That will also free up slots so you can move two to Taunt for the last two Mocking Beratement, and a nice Recharge bonus.
Here's what your build would look like with those changes. Note that with your armor toggles fully slotted, you don't even need the Rectified Reticle bonus to soft-cap S/L defense. So if you like, you could pull the the third slot from Build Up and use to add a sixth slot to Death Shroud.

Knight Court--A CoH Story Complete 2/3/2012
So Im wanting to roll a dark armor anything...tank or brute preferably...maybe a scrap if i get real crazy but I dont really know what to pair with it. Ive looked into ell the option and im tryin to weigh the pros/cons. Ive had one of those +end procs begging for use and i cant take it anymore. I mostly team but Id like to be able to solo at a decent rate should the need arise.
TANK
Dark--fits the theme, solid dmg, not much mitigation, extra heal
SS--its just good...really good lol
Ice--less dmg but much higher survivability. i took one to 40s pre-changes to frozen aura and still enjoyed it just fine, prolly way more fun now too
Fire--dmg out the wazoo, no mitigation to speak of
KM--no clue but its pretty and has some mitigation via KD
Electric--good dmg, nice mitigation with all the KD
Brute/Scrap
--anything from the tank that can apply--
Claws--had fun with the set as a scrap, but idk how well it'd play out here
DB--i know itsa solid set and as a brute i can drop nimble slash later(hence why no tank)
As for masteries depending on the melee set i will prolly go body for the extra end rec or dip into the dark side and use soul mastery for darkest night(god thats tempting too) and the extra attacks
I tend to avoid purple sets cuz im cheap(tho far from broke) and gear for more s/l defense but as a dark im wondering if going for some of everything would be better since ill be spamming dark regen anyways
