I've asked the devs this question before at HeroCon and the Plummit.
Yes, the Arena/Gladiator concept was one of them. Several, however, said that what they regretted, they couldn't actually discuss (Hegner even says he's sworn to silence about SOMETHING or another).

Someone in the official topic mentioned that it's possible the latest patch includes the text already and in the game files, and Paragon wanted to get the information out on their own terms, rather than hope a pigg diver didn't leak it. I don't know much about how easy that would be to do, or even if the arc's text is indeed in there, but given that we've already got contact for later arcs showing up, that actually seems like a reasonable explanation.

I wrecked the ending of the Twilight Son arc by keeping Cyrus Thompson alive the entire time. When I showed Hickman the screenshot, he told me in no uncertain terms that I was now the reason the world would end, and he hoped I was happy about it.

It's odd - I'm more aggravated about HOW the devs announced it than the fact that States gets offed.
STRICTLY FOR MYSELF...
If the only thing they had done was posted another picture (a la BAB's glove, States' mask, etc), with the "Daddy, can you fly to heaven?" text, and "one will die"...
AND THAT WAS IT... No post from Zwill, no press release on the main page, nada...
The speculation of course would be rampant (since folks like me recognize it as a 'mis'quote from the FP novel), but it might STILL have MAYBE meant Ms Liberty was going to be the one to die. And I would have been frothing at the mouth to play #5 going, "WHICH IS IT?! WHICH WHICH WHICH?!"
THEN #5 comes out, the players go through the arc, the truth is discovered, and now that we know, the wild speculation of what happens in #6 and #7 is ramped up.
THEN we have that announcement... in 2012, he is gone... who will take up the fight... etc etc etc... because now the playerbase has seen 'the greatest among us' has fallen, oh crap, the world's gonna end, dogs and cats living together, mass hysteria...
But no.

Looking at this, I can see why your head hurts. MINE hurts and I've only been looking at it for half an hour. I had no idea you wanted help with something this complicated.
Re: crowd. Where is your "player" object oriented? If it's too far away, the crowd might not spawn that far.
Re: SWAT vans. Change EACH van into something different - like one is an obelisk, one's a pile of dirt, one's this, one's that. You'll know immediately which van is the one that then needs to be deleted.
Re: moving objects. If you know that van's coordinates, go back in-game, GO to those coordinates, then stand more where you want the van to be. Swap in the new coordinates.
Re: the cop waving - THAT one I can probably tell you - you had 3 MOV commands for the same guy. However, by the time you finished moving the camera around, I couldn't tell if he'd waved or not.

One of my favorite versions of "O Fortuna" is Highland's rendition... I listen to this, and I imagine the all-out, balls-to-the-wall, cram-everyone-we-can-get-into-the-Shadow-Shard slugfest from Hell with the Seven Aspects of Rularuu.
(I collect electronica remixes of classical music. My current favorite? The Glitch Mob's rendition of a Vivaldi concerto that is just four-to-the-floor AWESOME. For fun, I timed Kilik's wuxia kata to the piece... holy crap, it looks amazing in a video.)
