Regarding regen, I think it would mesh nicely with the fact that you're not getting hit so will notice your high regen rates when you do get hit but I can't say how valid it would be as I've never tried this approach myself.
All in all, I would say go for recharge, plus you'll have Soul Drain and Shield Charge up more often

The regen is basically what I do in most builds. This build is just different in the way, that I have a 270hp heal in my attack chain which alone counts for quite a bit of regen. This is the main reason why I did think of swapping some of the regen for recharge.

That's because the build I exported doesn't have phalanx fighting on. The numbers showing up in Mids are 5% lower than they should be. Phalanx fighting with no people near me offers that 5%, but Mids is only able to show the values for 1-3 people in melee instead of 0-3. -

Cold domination is, IMO, one of the most versatile Defender sets even though it lacks a heal (which, frankly, is just nice). I play my Cold/Sonic mostly as a blaster. Every 4 minutes I buff everyone up with the shields and then just blast. And then blast some more. And make it rain every once in a while to make blasting more fun.
Cold has, on top of the shields, AMAZING debuffs.
<ul type="square">[*]Infrigidate: Good single target debuff against bosses, EBs, AVs and even tough lieutenants. Awesome when solo against few enemies. It does huge -DEF, -rech and -speed along with some -DAM(Fire).[*]Benumb: This is, in my opinion, the best single target debuff in the game. It debuffs the target's regen, damage, endurance and any special effects, meaning any mezzes/buffs/debuffs that are affected by power boost (quite a few of them) have reduced efficiency.[*]Sleet: One of the many gems of Cold Domination. An AoE you can place without needing LoS rendering most alpha strikes much weaker. It offers great -DEF (as much as Infrigidate, except it's AoE), great -RES, -speed, -rech and has a chance on each tick to do knockdown. The recharge is low'ish and the effects can be made permanent with SOs only.[*]Heat Loss: This is also a great power. On top if it being an endurance recovery tool, it gives you 90 seconds of highly increased recovery and it also works as an AoE -resistance power. As it is, I've taken Snowstorm pretty late for my taste, and Frostwork much much later. My expperience with Snowstorm on my grav/storm controller, is that it's a very useful power in the lower levels, but loses its appeal later due to it being an end hog with a longish activation that hinders visibility and only provides slow, which is THE softest mitigation out there.
As to Frostwork, it just seems like a shame to take it so late, since it is the one truly special thing that the set can do. No other Defender primary can add extra hp to anyone.
Maybe I should swap them around and take Snowstorm at 44 as an extra layer of support, or maybe you guys have better suggestions?

I actually skipped Snow Storm on my cold/sonic. Most of the time I wouldn't even have time to toggle it on after I've used Sleet and Howl. Enemies that are slowed by Sleet and have -60% resistance on them aren't going to last long if there's a team with any AoE against them. Against bosses Sleet + Infrigidate is usually enough to put them at the slow cap. I realize Snow Storm could be useful against flying enemies but Screech is usually enough to stun and drop them.

Well, I was expecting a bit more opinions than this...
I don't believe in perfect builds so I'd like at least some opinions on whether I should go for regen or recharge. -

I think I'm lucky only having 2 attempts in the past 4 days before finally managing it. Last attempt before that was.. Last summer I think.
We did have a SR scrapper there too, he was hit a couple of times, but I don't remember seeing anyone go to the red zone during the whole TF.
Good luck getting the badge, it's pretty much down to that. -
So I've got a shield/DM tank at 38 and I'm thinking of starting to get some sets on him. Thing is, I want a "final build" sorted out first so I can concentrate on sets that will be of use for the final build as well.
For this build I mainly went for soft cap along with regen. I'm not sure if getting regen was a good choice (I usually do that with my characters) because I have Siphon Life in my attack chain. It might just be a better idea to go for recharge instead.
Also, should I drop the Miracle: +Recovery from the build? Seeing as it costs quite a bit and I have Dark Consumption. If I went for more global recharge I'd also have it up more often.
About OWTS, I skipped it because I am at the soft cap and have quite nice resists on top of that. I have completed ITF/LGTF with my ice tank who has no resistance but is soft capped. With a self heal in my attack chain I really doubt I'm going to need demi-godmode. With Phalanx Fighting should be somewhere around 48% Defense which will hopefully be enough to cut the effects of first Defense DeBuffs that hit me.
My attack chain on the tank is probably going to be something along the lines of MG > Smite > SL > Smite filled with Shadow Punch where needed. Shadow Maul is there for situations where I want to clear a lot of people at once and it is very easy to get it hit 3-5 people if I herd around a corner or something. Having at least one AoE on a character is a must for me. Shield Charge doesn't quite cut it alone because of its long recharge.
Any general opinions on the build, slotting or set bonus goals are appreciated!

How about this one? I got some more Regen into this build. Also dropped one attack (Thunder Kick) which you can swap in though if you want it for quick attack chain purposes.
The 47 and 49 powers are just fillers and I doubt you will even need Conserve Power. I'd probably get taunt in there for AV tanking (soft cap, good Regen and self heal, you can do it) instead of either CP or Swift.

A thing to keep in mind with sets offering little to no Defense on their own: even if you build up for Defense with set bonuses you typically have zero Defense Debuff resistance. This means that the CDDF (Cascading Defense Debuff Failure) will happen much more often than on sets with Def Debuff resistance.
For example, a 7.5% DefDebuff will hit a SR scrapper for -0.375% Def (95% DefDebuff resistance IIRC), but will take away a fourth of a Dark Armour character's Defense if he has 30% Def.
My point being, +Def does help you survive. It actually helps you quite a lot, but it is nothing I'd rely on if I didn't have any DefDebuff resistance. On a Dark, though, you have one or two mez auras and an insane heal to back you up if things go south. -

I never buy crafted enhancements for my own use, though. It's often cheaper to buy recipe + salvage and then craft than buy the crafted enhancement. Also recipes are almost always more readily available and crafting enhancements counts towards badges. -
I'd probably swap one Damage Enh from each attack in favour of another Accuracy. Seeing it's a brute build it's quite easy to get 100%+ Damage buff from Fury so the 30%'ish Damage you'd lose by removing one Damage Enh shouldn't hurt.
Against +2s one Accuracy only isn't enough, and each attack that misses is wasted damage. -
Doesn't one of the Nictus have an autohit PBAoE doing something around 700 damage every 10 seconds? I remember something like this from doing the ITF with my SR scrapper. Last 5 to 10 ITFs I've done with ranged ATs so don't know if it has been changed.
If it hasn't, did you just avoid the ~70 DPS coming from that by clever footwork? -

I have soloed quite a few AVs with this build. I soloed most of them before I had a miracle +recovery and realized I had enough recovery to do without it.
Also I have enough rech to run my attack chain so I doubt those LotG +rech enhs are needed. You could always swap the LotG: End/Rechs in the passives with them if you like. -

I'd say your observation about the relation between regen and soft cap were correct. Soft cap alone is powerful, but only when combined with proper +regen and +HP it is the "MEGA UBA LOL OVAPOWOD" level of insane.
And this usually costs, quite a lot. -
I believe this is because the base regen of all characters is 0.42%/sec. 10% of this would be 0.04% without the 3rd decimal.

My FM/SR wasn't particularly expensive either, with current recipe prices I'd estimate it even cheaper than the ~350m I spent on her.

I think that once you've got the accolades for +hp and established perma hoarfrost (especially with your slow resists) you can start aiming for bonuses other than +hp. You could cap yourself all the time with the accolades and perma + hp and think of slotting in other ways.

I actually built for +HP to allow me to save Hoarfrost as an "Oh sh**" button. I really like to be able to rely on a heal first and only after that Hibernate.
Also I'm quite happy with the current bonuses; they give me good regeneration, soft capped def and enough +rech to have Rage overlapping for 10 seconds or so to avoid crash and also a good attack chain.
Was just wondering if anyone spotted any wonky slotting somewhere or had ideas for a different build. Also I already have most of the expensive stuff of that build (Numina, LotG) so I'm not keen on changing them. -
After getting into my ice/SS tank again I decided to give him a good build. The current one is a bit PvP weighted and I still don't like PvP so I'm looking to roll it back to 100% PvE.
My first intention was to soft cap S/L/E/N (0.2% shy of E/N soft cap but I usually have in teams 10-20x Energy Absorption going) without the fighting pool and on top of that get some +rech, +regen and +HP. I think the build turned out quite good but I'm not sure on all of the slotting.
I picked Pyre Mastery to get Fire Ball (adds nicely to AoE) and Fire Blast to fill my attack chain. Ring of Fire might be useful if I ever get around to do a mission with Ghost Widow in it but currently it's just a set mule and stepping stone to Fire Blast and Fire Ball.
