I believe this is because the base regen of all characters is 0.42%/sec. 10% of this would be 0.04% without the 3rd decimal.

Aye, one of the problems with the Inventions system is the poor way it shows you your totals IMO. Some sort of Info tab on the enhancements screen showing your Set Bonus Totals along with the actual bonus they provide would be nice (like Mids does). All that "Small bonus", "large bonus" stuff really isn't easy to follow.
Hello, i have a question regarding the Scirocco regeneration rate, it says it improves my regeneration rate by 10%, by when i look under my combat attributes, it only says "large improved regeneration bonus 0.04%, my overall rate is 1.40% atm..im sure im missing something
