Jack: Lowering the buff time would require balance passes as your changing a power.
Dr_Darkspeed:Critical hits are hard coded into the powers so I don't think it's possible to disable crits for Scrappers. The same is probably true for increasing crit chance.
Don't forget the general idea behind proliferation is making as few changes as possible. -
So remove Rage from the equation and replace it with Build Up.
If it works for every Stalker set I don't see why it shouldn't work for Scrappers.
No rebalancing needed because no powers have been changed. -

IN fact several PC RPG's actually offer this kind of functionality. A full single player game and then offering the same campaign available online to play with other friends.
IIRC one of the earlier PC games had this. You had 5 cd's of single player and if you wanted you could actually start an online game where up to 5 other people could join you(which was the party limit).
So here you have a clear difference between an MORPG, and an MMORPG like CoX -
I would do this. It's just that I hate Itunes so much.
Plus the experiences of my friend cause an intense dislike of anything relating the word genius to apple.
And yes I have an apple product. So it's not a baseless hatred. -

I also don't see why they couldn't do the same for Scrappers.
Actually come to think of it because Stalkers always get Build Up it seems like there's a better chance of SS going to Stalkers than Scrappers.
Lets see Rage becomes Build Up
Hand Clap becomes AS
Taunt becomes Placate
Done Stalkers can get SS. -

So I Was fiddling with my Ipod Touch and found an app for weird laws.
Apparently Rhode Island has law on the books that prohibits all professional sports except Hockey and Ice Polo from being played on Sundays unless a license is obtained.
Could this law be related to the lack of sports teams in Paragon? -
This would only work with a few of the TF/SF in the game.

Actually the fear effect and debuff comes from a temp power that is automatically given to and used by the target.
Which has the nifty side effect of reapplying should an enemy rez.
I suspect it was done this way to prevent it from effecting PvP.
I also think PvP is the reason Stalker Build Up is only an 80% boost rather than the 100% Scrappers and Tankers get. -
Actually when Stlakers were being buffed, one proposed solution was a scaling AS based on rank. BEcuase the numbers never worked out properly Stalkers were nearly 1 shoting AV's that scaled down to EB level.
I don't remember demoralize being any different though. -
In some situations yes.
In a general balance perspective Scrappers and Brutes should never be able to out damage a Stalker currently they can in most situations.
From a powers consistency point of view powers that have the same name should have the same effect(albeit modified by AT values). -
How about instead of over complicating things we give Stalkers a 100% damage buff from Build Up instead of the 80% they get now?

Considering the 7.5% is completely unresistable whereas the corr's are resisted it's a definite add to the team. No it's not comparable to the buffs but it is something that a Stalker can add. Is it as good as the cors whole set, cerrtainly not but it's a decent sized debuff because of the unresisted nature.
As for the fear it takes a dom multiple applications outside of dom to disable a boss or an EB the fear does this wit hone application. Is it as good as the DoMs entire set? no but it is good control. -

Choice between a Stalker and a Corr?
A corr brings tons of damage, Buffs or Debuffs things a Stalker does not do.

The problem Stalkers have getting on teams is mostly because of player ignorance which unfortunately can't be fixed in a patch. -
