    I don't see why Incarnates were tied to Praetoria, other than because they were. If that makes sense to you.

    Incarnate stuff being end game makes sense, Incarnate stuff being joined at the hip with Praetoria does not.

    I can accept that Praetoria is a threat, however the only justification for it being Incarnate content is that the Praetorians have incarnate powers.

    Since that's the case it could damn well be the Hellions for all the difference it'd make.

    Heck considering how much of Oranbega is beneath Paragon why couldn't the CoT get Incarnated up?

    oh that's right there is no reason.

    Praetoria itself has no reason to be the incarnate content.

    The Assasin's Focus buff might be counted separately from the normal Crits

    so it could look like

    Focus 99% Chance to Crit
    10% Chance to Crit

    giving two separate chances of a crit one that riggers 99% of the time and one that has a 10% chance

    And possibly the chance that both trigger?

    making the rare AS Double Crit somewhat of a feature?

    There are a lot of factional balance problems on Villain side, specifically some glaring content gaps pre 40. Maybe once those get addressed we can deal with the post 40 ones eh?

    and to expand on this a bit more I think, if Costume packs are going to e sold that offer Weapons then that set should have at least 1 weapon of each type.

    It certainly wouldn't be out of line for the Phalanx to react that way however Recluse could easily respond "How am I supposed to clean up the mess with Blitz if Longbow keeps undermining my attempts to do so?"

    if the Phalanx does go after Recluse, it would certainly be interesting especially since an attack like that would actually make Recluse the victim politically.
  12. Honestly if Liberty does go on the warpath, I think it would be one of the best things for the game. It would finally show the world what an irresponsible and reckless person she is.

    Overall I think Longbow does more harm than good for ordinary people, and the vents here are that harm coming back at Liberty.

    If Paragon still considers Warburg to be Arachnos property than the circumstances for the peace talks are even more shaky. If Warburg is part of Arachnos than Blitz wouldn't be the one to speak to for peace talks, it would be Recluse's chosen representative(typically Arbiter Sands). It Warburg is not part of Arachnos, than Blitz's offer of peace while having merit, wouldn't be relevant to the situation with the Rogue Isles.

    Either Blitz is an Arachnos operative and wouldn't have the authority to make peace talks with Paragon, or he isn't an Arachnos operative and would be able to make peace talks regarding himself and his followers.

    EDIT: Read Zombie Man's post above with the info on Blitz. It says quite clearly that Blitz is a Rogue Operative, if he is a rogue then he is no longer affiliated with the group.

    Arachnos and the Rogue Isles had nothing to do with this. It's well known that Marshall Blitz is a rogue agent and that Arachnos has been trying to bring Warburg back under it's control. Part of why they haven't succeeded is due to Longbow Operations in Warburg.

    It's a possibility that without Longbow interference Arachnos would have gotten Warburg back under control and removed Blitz from the picture avoiding this whole incident.

  17. Didn't realize the squishies got it.

    I feel for you though, my main AT is Stalkers, whose big gimmick is Hide, which everyone else can do just as well and in some cases even better.

    Not sure which would be stronger though, the 45 second timer or the flat recharge one.

    Hibernate has a base 4 min recharge right? If so then I'd say go with the 45 second timer. If it's less than that the flat recharge.

    On the Plus side this will remove the confusion that's always been abundant with her name and her daughters name. Now that she's dead there's only the one Miss Liberty.

  20. I don't see how Hibernate's been given out like Cheap Candy. As far as i know the only way a Scrapper can get Hibernate is from the Patron Pool.

    That aside I have nothing against making Tanker Hibernate distinctive from Stalker/Scrapper Hibernate.

    Said hero can side switch to run the arc that grants the unlock.

    There are some costume pieces that can only be unlocked by doing Hero side content. A villain has to go hero side to get those. Also overall Hero side has more Content options available than Villain side.
  23. Since the last you checked was before Going Rogue with DP and Demons, two other sets were added about the same time. Electric Control and Kinetic Melee, that you may want to check out.

    there was also all kinds of Proliferation done with I21.

    Currently there are 2 new trials being tested on the Beta server, one will be releasing with I21.5 the other will probably be in I22, plus a bunch of new Incarnate powers
