Now that I think about it some more, the devs could totally make a rogue faction out of the combined hero and villain markets.
Right now, they're still pretending to be different, what that you still have the Black Market trucks in the Isles, and the Wentworths buildings in Paragon. They could both be replaced with something a bit more dashing, says I. There could be rogue-only contacts for them, with missions and arcs where the main concern is keeping those trade routes open and keeping both Longbow and Arachnos out of their affairs.
Maybe you could even have the occasional "rogue with a heart of gold" thing going on, where some Evil McNasty villain has absconded with a doomsday device for their own nefarious purposes. Of course you're just going after them because they stole it from the warehouse or failed/refused to pay you (because they're evil!), or something. Then after you defeat the bad guy, the Longbow come in and try to arrest you and take the doomsday weapon for safe keeping, and then you get to do your tricky magic to get away from them.
Or something like that. -
While I'd agree that there are plenty of NPC groups already in the game that could count as already being of the vigilante persuasion, I don't think there's really any group that could be seen as entirely rogue.
I'd think that a rogue group would be just as willing to work with Longbow as it would with Arachnos. They'll do whatever job, as long as it pays. Neither side would fully trust them, of course. But they would be great to use as intermediaries between black and white.
Some rogue groups might also be interested in keeping both both black and white fighting against each other. Especially if, say, they enjoy the killing they make in selling weapons and equipment to both Arachnos and Longbow...
Oh hey, you know, this almost describes what the Crey corporation does. Only the countess Crey is a bit too much of a card carrying villain, and that whole "Paragon Protector" thing they got going. But they totally got the "selling weapons to both sides" thing going on. -
There's the ticket. Not only do we need Rogue and Vigilante contacts, we also need Rogue and Vigilante NPC groups.
I can totally imagine TFs and arcs where a certain rogue group will help you in one instance, and turn against you in another, simply because they will do whatever is in their best interest (and whatever pays more!), and they are like this both for heroes and villains (and well, for vigilantes as well).
EDIT: As well, Rogue and Vigilante contacts should take advantage of the fact that those PCs can traverse between Paragon City and the Rogue Isles. At least in special instances, since I wouldn't want an arc that keeps you schlepping from Peregrine Island to Grandville and back again with each and every mission.
EDIT the second: Oh yes, and Nemesis himself should be an unlockable Rogue contact, located in some tucked away corner that's very hard to find. I just think that's very apropos.
EDIT the third: Striga Isle should be opened up to all factions, given its nature and the way characters get there, and should be a hub of activity for both mid-level Rogues and Vigilantes. It could also be used a way to travel between the Rogue Isles and Talos Island. -
It makes me wonder if the ESRB will be just as obsolete in uh... 50 years.

How much that matters is up to the individual but collecting merits via rogue alignment missions and exchanging them isn't really comparable to just earning them the traditional hero/villain route.

I think both rogues and vigilantes should get their own A-Merits, and their own place to spend them just as heroes and villains do.
I suppose if you want to be fair to heroes or villains (who don't get access to the other sides' zones), you could make rogue and vigilante merits worth slightly less than hero or villain (as in: a LOTG 7.5% would cost say, 3 instead of 2, or something).
When a rogue or vigilante reaffirms their alignment, they should get a choice as to whether they want 50 reward merits, or one A-Merit. As for trading merits for A-Merits, heck, a rogue should be able to trade in Vanguard merits for A-Merits, and maybe slightly more inf! In fact, a rogue should be able to trade in reward merits and Vanguard merits (and no inf) for an A-Merit.

I predict that the devs will address PvP issues again at the same time that they give some love to Super Group Bases.

I could MAYBE understand where he was coming from if I were the lead tank for the TF, but I was a freaking Ill/Kin!
Oh, it gets worse. Because I didn't have my SOs, the guy felt the need to "coach" me throughout the TF. When I'd forgotten to give the Granite tank his daily dosage of SB, he sends me a tell saying...
Granite: SB Plz (team chat)
Leader: Please don't forget to SB him!
Me: Dont worry I got him
Leader: But you didn't have him. A good kin is always aware when SB is fading
Me: Umm, okay.
Don't worry, it gets better
We're fighting Ghost Widow and the tank is advised to stay in melee range with her while the rest of us use our ranged attack so she cant heal off of us. I then decide to let loose my PA to help get more damage in on her. His response
Leader: What are you doing!? Why'd you summon them? Now she's gonna heal off of them
Me: Huh?
Leader: You're phantom army!
Me: They're decoys. She can't heal off of them so it doesn't matter
Leader: Yes she can, I've seen it before!
Me: Oh really?
Leader: Yes really, now please unsummon them.
Me: Alright, if you say so.
Fortunately, we managed to beat the TF in a little over an hour, but MAN did I want to just cyberslap that guy. "Sigh" Anyways, am I the only whose had to deal with players like this? If not than please share your story.

So now that there's less and less setting these different channels apart, who's to say that there won't be some kind of 'cable channel crash' some time in the future, when they all become even more alike than they are now, and people start to realize that not any one of those channels is any better or worse than the other?
I say when that happens, we'll end up back with niche channels all over again, after what's left of the old ones finally curl up and die. It seems to be a common theme with human behavior. -
