Don't stop trying, thats how you get better. Each build you make gets a little better. You will want some damage procs in fossilize, at least one but it seems most the tanks any more have the purple ranged and hold procs both in it. If you have crazy money to blow you coulld do the 2 pvpo procs to. You can get more heal slotting in aid self. Get a damage proc of 2 in KoB. There is more but I am at work atm so I can't help more just yet. What knida of duels are you actually looking into doing? If its just fightclubbing the build you have would probably work.
Edit: the pancae unique is a huge waste of money in a pvp build imo. For the cash it cost you can upgrade alot of other spots. -
Inspartions and accolades for arena type 1v1. Temp phase, base running, bring a buffer and the ever popular kill them with fossilize before you bottom out for zones.
Also conserve really isn't going to help against he by itself. And pp is really only good as an io mule.
Fossilize is seriouly one of the single hardest hitting attacks in the game, for a ranged attack on an at that has 3000ish hp thats pretty sick. -

Guys stop trying to reinvent the wheel. Fotms are fotms for a reason. Mind/fire > all. After that pretty much any combo of fire/ mind/ grav/ and /fire /elec /nrg is usable.

Justice is by far the best place for an aspiring PvPer or a seasoned professional to test thier stuff out against Justice's mightiest. It's PvP experience is a lot of 1v1, zone wars and Pocket D rallies. Heroside Justice has many great normal SG's as well as a few PvP SGs, Game Over and The Front Lines. Villainside, they also have many SG's, including the famous Vincent Balmont School of Hard Knocks. So if you are into PvP to jump around and shoot some people then get AS'ed and not get any better, go to Virtue or Freedumb. But if you want a PvP experience that will not only be fun, but make you better as well, then come on over to Justice.

Justice has been on life support a long time. I love my home server and rep it with pride. But to think that Justice is where the pvp scene is at is insane. The last remaining good pvpers have all been popping on freedom. Also lol @ the good pvp sgs you listed. There hasn't been a good pvp sg on justice in a very long time. On the bright side you can transfer to freedom and hang out with Black Khaos and think you guys used to own justice.

Except in this game there is no loot really rare enough or good enough to give this kinda of huge edge you are talking about. ON top of that there is dr that lowers the gap even further. The real difference is in game knowledge and practice. Both of those take actual effort and if people aren't willing to put it in then that would be their problem.

I don't play this game to win a popularity contest. And honestly if you want if you want to go there in real world anaogies we can give it a shot. earlier in the thread you used mlb and its profit sharing to give us a model of how things should be more equal. Here is where your theory falls apart. The world series champs have a payroll of $208 million. The profit sharing luxury tax means they had to pay a total of $26.9 million. To put this in proscriptive for you their top player made $33 million this year. On top of that one team has a lower payroll, Pittsburgh Pirates, at $25 mil than they paid in tax alone. So you see even in the real world, having the inf to buy the top gear translates into wins. Once you get your head around the thought that their is no fair it all gets a little easier to take in.

No victory is false unless the governing body of the sport involed strips someone of them. The sports you often see this in are olypimc style comeptions. The number one cause of this performance enhancing drugs. There is no direct equivalent of this in video games. Not only that ncnc is never going to step in and strip someone of a win. I have never seen anyone gloat about winning because they have a certain io. I have never sen anyone win a fight because they have a certain io. The things I have sen done is a 'scrub' player complain because someone had better gear. When in truth that player that lost is losing because of lack of practice time and game knowledge/understanding. You will often see these people scream for things like people to not move or not use inspires. No amount of free gear will help these people get better or grasp pvp. They are just bad. And they are probably bad at every form of competition that the partake in. Its human nature not a disadvantage in a mmorpg that makes them bad. Often times these people create their own rules in their own head that would give them optimal conditions to be able to win. Sadly for them all these things do is hinder them from ever really being able to function at a top level at anything.

Again your analogies fail. The problem this one has is the drivers of these machines. I honestly will take a player like Supermax with his self inflicted love of sos over most any scrub pvper that comes up with a fully ioed build. and seriously how did you give them this advantage? Do you know something about how the game works that I don't? You can not buff a player up against you. Did you delete enhancers out of your builds? Did you bring a lower level toon against them? Do you think this helped make those other players better? Also its not endless pages of pvpers saying we should be allowed to beat on people that aren't as well equipped as them. Its pages of people saying all the loot has the same amount of accessibility to everyone. If pvp is something you are into you go and get the gear to do it. And my own twist on it is even if they gave everyone everything we still would not add to the pvp population. You can not make people enjoy something they do not enjoy, you keep missing my point that this is a pve centric game and always will be. Stop trying to reinvent the wheel.

You have the worst analogies of anyone I have ever had the privilge to meet. Its mind boggling how atrocious you are it. Its not like that at all. The difference between a full looted out toon and a new player in zones is noticeble but not beating small children to death with maces noticeable. And if you are in top end arena you have freinds who have helped you with builds and got your self looted out anyways. So you really have no point at all. Maybe if you actually pvped you would get it. And by pvped I don't mean go into a zone get kiled by someone whine about and get them to lol at you and you leave. With free server transfers I suggest you come on over to freedom rv and try paying attention. You will see that in all honest the pvp community is tight knit group and helpful to anyone who seeks it. Sure you will get some bad answers or amybe meet a jerk, in that respect it sort of like the forums, if you get what I am saying.

You have tried this before in this thread. Online pvp has 0 to do with chess. Please stop trying to compare it to it. And yes if someone is worse at pvp, or the market, of even pve they should be at a disadvantage. Competition is not an everyone wins thing like kids are taught these days. You don't get your pizza here for loading into the zone or arena. Earn it like everyone else, period.

Reread all of it again. There is a difference between a twinked level 5 toon with a distinct advantage in an event that is just for fun and level 50s with a full compliment of powers and slotting. Again you cherry picked to make it look like your point is valid. And again, since the begining my distinction has been accolade are not required. Yes they are nice to have, but you are not serious disadvantage with out them. There are these things called inspires that can pretty much cancel them out. If you have a clue you would know this.

I will give you the real answer for this, please try your best to understand it. Villians are capable of getting both demonic and fon at lvl 5. Heroes can not. Both of thos powers are essentially god modes at lvl 5. The reason for this is because you can hit anything at lvl with fon up and you pretty much can not be hit at all with demonic up. As you advance in levels and build alot of things happen that make this no longer true or at least much farther from as lopsided as it would be at level 5.

I have had bad experiences with pvers and I think that is the core problem with this game right now. Get what I did right there. This brings back the point of the real trouble with pvp in this game. Its that the pve centric nature of the game does not lure in the people who would have fun at this. Giving every joe blow in the game a free 50 with a perfect build for pvp would probably barely even make noticeable increase in the pvp poputalion. Sure much like the initial changes of i13 drew some people in for a wek or two, after the newness wore off we would be back to the same people pvping and the same people not pvping.

Just to let you know thats not harassment, thats pvp. If you want the reward you have to balance it with the risk. Even to that point Castle has said before he thought they were far to easy get(shivs/nukes) for the risk involved. Also please explain how i13 changed this except maybe leaving most zones empty.
