Having recently 50'd a Dark/Dark Tank my latest project is an Elec/Elec Tank. I'd like some help from the community for the build. However, if you don't mind I'd like to keep the price down. I'm mainly concerned with Recharge since Energize seems to be one of the keys of the set.
So, without Purple Sets, PvP IOs or a pile of Kinetic Combats, how do I get a solid build with near-perma Energize?

There's a lot of cool stuff. However the second to the last item reads "They do have things in mind for SG bases, but they can't talk about it. It's not Issue 21."

It is entirely possible that the Devs have been told to wait and see what sort of cashflow F2P generates before devoting any of it to bases. As usual they may also have been told to keep mum about it. I'm still hopeful. -
I have been a base luver since I first joined the game shortly after CoV came out. I would be a base editor if the editorial tools were better. While this may not be the best time for a revolution regarding bases it may be the perfect time...we simply don't know.
I am determined to try one last time to rally the players and get Dev attention. It may be a moot point because Bases are dead. It may be a moot point because of the super-secret base luv project just around the Incarnate corner. None of us knows. I would rather err on the side of hope because that's who I am. With any luck the new F2P model will generate the cash necessary to give Bases the luv we're hoping for.
None of us is expending any money trying to gather support for bases. We're merely spending time. If players truly don't care then that's fine but if they do...if they're willing to devote just a little time to our cause...then we might yet succeed. Until a Dev specifically says that Bases and SGs are dead I'd like to try one last time.
I strongly urge all of the Base Builders and possible Base Builders reading this to go to our current event on the Base Forum and submit an entry. Then stay tuned for our LIVE event upcoming in August or early September. That will be our big push for Base awareness...all our energies focussed in one place at one time.

For me, the name and the appearance of a character are extremely important. I've rerolled toons in their 30s just because I thought of a better name (and didn't want to buy a rename). Some of the cornerstone NPCs of CoH have excellent names...others not so much. Positron, War Witch, Ghost Widow are all strong, defining names. Images leap to mind when I hear them, even before I saw them.
My favorite names for my character thus far include:
Total Violence. My first villain ever and one of my all-time faves. A brutal, violent thug with more power than sense who is only happy when he's smashing something.
Johnny Shock. An elec/elec Blaster who gained his powers when his band was attacked during the Praetorian invasion.
Major-Disaster. A Shield scrapper and my only homage character to Captain America. You see the super soldier program didn't get where it did without a few less than stellar experiments...
So...what are YOUR favorite toon's names and how did you come by them? -

Two: I don't see why you insist that a base Dev Team should find a way to earn enough revenue to be self-supporting when no other part of the game does so. This puts an unfair strain on the idea of doing anything with bases. Besides, there wouldn't be enough work to sustain a team of base programmers. One would likely be enough once the changes were made. Therefore the ongoing investment would be small.
Three: Other than your VIP pay model, which I think we can all agree won't work because too few players are willing to pay for it, you got any other ideas?
Over the past few years the Devs have given the players more of what they've asked for. We wanted real combat stats and we got them. We wanted all sorts of QoL features and we've gotten many of them (like merging trains and ferries). We've got endgame content, such as it is.
So now I think they can kill several birds with one stone: Give the players the chance to have private rooms in Bases. Sort of a base within a base.
One of the points brought up to me is that bases aren't accessible enough. Normally only a select few are allowed to use the Editor for whatever reason. Since Inventions many SGs had all sorts of theft problems so new SG members generally can't use Storage either. Many players have asked for private SGs and private Bases over the years. Ok...so let's solve ALL those problems in one swoop AND generate enough revenue to pay for it.
INTRODUCING THE BASE MEGA-PACK!
Included would be the new Editor complete with z-axis function and lots of the decorations already in the game. Also, SG members are able to purchase a private room within the Base which they can decorate as they see fit. Higher levels of rooms (costing more Prestige and Inf) include suites of rooms and can hold Storage and even Crafting components.
The private rooms would ONLY be available to SG members who bought the pack so no worries of the SG Leader buying it and everyone else getting a free ride. Benefits include revenue (from the pack's sale), even from the Prestige F2P people (because they'd gain access to Bases if they bought it) and greatly increased usage for SGs and Bases. If one of the included decorations is a better floor tile then Base designers could remove the hundreds of desks they use for flooring. This reduces server load.
With this idea every who buys the pack can dabble in the Editor. They can have private storage. They can decorate their own private apartment as they see fit. It would serve as an Inf sink which the Devs apparently want right now. It would provide a use for the millions of accumulated prestige being wasted. Would it cost money? Of course it would. Would the Pack sales recoup the losses? Who can say? But it would provide the Base Community with much-awaited luv, bring Bases and SGs back closer to the core game and make them more fun for everyone.

Costume packs won't do it either...but they have them. You keep harping on the fact that Bases should provide a renewable income when no other single part of the game does that. NO part of the game pays for itself except for Packs and Upgrades like GR. Considering how much work went into GR I'm not certain it paid for itself through straight cash. What it DID do was bring in some new players, bring back some old players (I know...I'm one of them) and keep the current players playing.
No single part of the ongoing game supports itself. Instead, they all act together to keep the game interesting.
Now what the Devs need to figure out is how to incorporate SGs and Bases back into the game in a way that will make them interesting and, as a result, improve the game as a whole. -
Heaven help me but I may try a Ninja/FF MM. I've never gotten a Ninja/anything past lvl 15. Just don't know if I can do the pain again...

I think that our recent currency proliferation is a perfect example of why game designers do not work for major financial istitutions. Remember the two-dollar bill? Yeah...that went over well.
Here's how I think the Devs should get new material for the game: Pool the most prolofic Forum Posters on each topic as to what THEY would do for the game if they could. Use this data to not only influence the direction that the game goes but also the pace. Sure, some of the GOTTAHAVEITNAO crowd will filter in but most of the ideas will be thoughtful and sane.
If the Devs wanted to put the brakes on Incarnate content then they should have gated it by time like they do with other TF rewards. One of each Trial every 20 hours...period. As new Trials came out dedicated (read: crazy) players could spend more and more time doing them and building up their ubertoons. If they included one piece of new stuff to be rewarded at the end of each Trial then the stockpiles of Shards/Threads would be immaterial because we'd still need the new component.
Considering the F2P system soon to be introduced I think they should not be making the endgame more complicated. But that's a whole other arguement... -
While this may be true, ANY part of a game that's been around as long as CoH has has parts that get stale. Then the players complain about them. Then they stop using them. Then the Devs see how MANY players complain and stop using them and then they try to fix the problem if they're smart.
The changes to the Positron TF are a good example. As to the CC, yes you have to use it to play the game but how MUCH development really needs to go into it? We get new costume pieces and/or emotes fairly regularly. Now imagine a small fraction of that effort going into Bases.
A recent video on Mmorgue (an on-line game site) included interviews with several game developers from the industry including Second Life, SWG and CoH. The host noted that one thing that many MMORPGs try to include is personal hideouts or Bases. However nobody ever seems to get it right because the wider the player base, the wider the player's desires for their Bases.
It's unfair to say that Bases are unimportant as they are now. Any part of the game that has been untended for that long is unimportant. The question is: If the Devs put time and effort into Bases and SGs like so many other aspects of the game could they make back their investment? Depending on the changes I think the answer is yes. They could easily recoup their investment and improve a whole facet of the game. -

Much like a Pack, Base Item Purchases would be one-shot, one-time purchases. Packs are inherently risky, as they cost a certain amount to develop, and each player will only buy one of them. In order to prosper, CoX needs recurring revenue. That's money that keeps coming in, month after month. Bear in mind that the cost of overhauling SG Bases involves several months of work by a team of programmers, modelers, texture artists, riggers, animators, effect artists, designers, testers and producers. That labor represents a cost of many hundreds of thousands of dollars, not including the other overhead of the company surrounding them.

However, none of your figures include two potential sources of recurring revenue: Players who stay because (in addition to other things) Bases get some attention and players who have un-subbed who come back for the same reason.
There are also potential players who might be interested in the game for Bases (and other reasons) but who don't sign up because their friends tell them that Bases are ignored and don't bother.
We don't have numbers on any of this and I doubt that the Devs do either. How many players leave and announce why? I'm not saying that a ton of players will rage/quit over Bases or their lack of attention. However ignoring such a vocal part of the playerbase can't be good for player morale. If it were, we wouldn't have so many threads on the subject.
I'm not claiming that Base Luv will draw tens of thousands of players and generate millions of dollars in revenue. No single facet of the game does. But a clever group of Devs just might be able to work Bases and SGs back into the game to add to the overall experience that keeps current players signed up, brings old players back and prompts potential players to join us. -
I'm thinking of starting up a Plant/Thorn Dom but looking at Mids I have a problem: There are SO many nice powers and not enough slots!
I'm not looking for some mega-billions Inf build laced with Purple Recipes or anything like that but I do want the character to be fun and effective and I'm not shy about spend some cash to get there.
Are there any Powers that aren't as good as they look on paper or things that I can trim slots on?

Actually I read most of it before deciding on Ill/Rad. The AM/Hasten/PA thing swung me.

As Bases are low on the totem pole, we need to have that level of surplus staff and development energy / money available in order to see anything happen, Base-wise.
As these decisions are driven by the financial realities of the current situation, until things change dramatically in terms of the amount of revenue CoX is generating, griping on the Forums -- whether in the form of forceful rants or gentle, hopeful suggestions -- isn't going to change anything.
In many ways, all we can do is watch, wait and hope for what the Free to Play model will bring to our beloved game.

Which is exactly why there is at least one thread regarding a Base Packet (before they announced the F2P/paragon points model). Creating a better Base Editor and adding some of the existing decorations (the famous 'low hanging fruit') would generate immediate income.
And I know of several players who have either left the game or are going to Prestige statue when F2P launches because Bases have been ignored. If Base permissions and availability could be purchased by Free players there's yet more revenue.
I understand that Paragon Studios is a business and it's their job to make money but our goal at the BBC is to show that ignoring a large source of potential income is a bad idea.
We just need to prove that the player support is there and the Devs will (hopefully) see the possible income stream. -

I understand as well as anyone how frustrating this is. I'm currently working 7 days a week and yet I'm STILL here trying to support Bases and the Base Community.
However aside from all the lists and the pleas and the griping what's been DONE by the players to show they want base support? That's what the BBC are trying to do...rally support.
I KNOW it's rough to be ignored and still keep trying. I understand how tiring it is to beg and plead for just a little respect and get nothing. I no longer edit my own base because the Editor is such a PITA and I simply don't have time to dink with stacking.
We in the BBC are not asking you to die. We're not even asking you to bleed. Just show a little effort for just a little while longer. Put an entry in the current contest at http://boards.cityofheroes.com/showthread.php?t=263555. We have a Redname giving away prizes and that shows at least some attention from upstairs.
The biggest thing is the proposed live event slated for late next month. I've been told by sources close to the Devs that a live turnout really turns heads. If we can spawn a new instance of a zone (so we need 75 players at one time) then THAT will get some attention. Will it sole all our problems? No...but it will show that we can do more than make lists of wants and complaints.
The current contest is to wake up the Base Community. The live event is to wake up the Devs. If we don't get any luv after that then I'm willing to conceed the point. However I don't thing that one more try is so much to ask for.
Blasters waited years to get Defiance fixed. Defenders waited years to get Vigilance fixed. Other players have waited years for what they wanted. I understand that most players in the Base community are not willing to wait for MORE years. But one more try...that's all I'm asking.
Don't let Bases die with a wimper. -

I only have one Controller of any merit, an Ice/Storm. I also have lowbie Earth/Thermal and Fire/Thermals that I enjoy. However I really want to try Illusion but I can't come up with an idea for a good theme and secondary. I've thrown toons together in the past that were just proof of concept but I always tire of them even if they hit 50. The ones I keep playing are the ones with a good background and theme.
Any creative help out there? I'm not fussy about Origin type as long as it fits.
