Actually, the logical aspect is that Elec Blast does poor damage.
Do what they did with Clobber in War Mace - change the focus of the power from control to damage, thus reducing the duration of the Hold in favor of giving it high damage. -
Energy Assault is actually pretty much the least useful Dom secondary since it doesn't have any unique advantages that one of the other secondaries wouldn't be better at. Even Power Boost is shared with Ice Assault.
On the other hand, it's pretty and shiny. Make the Corr one red, damnit.
Cones are usually present in Assault powersets, though. Maybe replace Sniper Blast with Energy Torrent (KnockDOWN version please). It's not like many people will miss a snipe of all things on a Dominator. -
Sounds great; but why only Defenders? Do it for Blasters and Corrs too.

If either of your builds has a Crab power, you get the backpack, this is because of the way the backpack works as a costume piece and how dual builds work. Game mechanics limitaiton.
Missing rifle and weird mace attacks are a bug, yes.
Oh, but there is a bug with the backpack, too. If you customize it, it suddenly grows a lot larger than it should be, and doesn't snap onto your armor properly anymore. This is irreversible and happens the moment you customize the backpack. -
Yep. I used it in the arena against a Super Reflexes scrapper wuth Elude after asking him to stand in it; I think it only chipped him like 5 times.

The only thing everyone is complaining about, is the amount of effort required to impliment. Which is nothing the players should be worrying about anyhow.
You either want the feature, or you dont.
Lets not confuse the issue with what might be technical, or development barriers, those are for development to get past.

It also seems to pay off Debt somehow, but I haven't really focused enough on how exactly this works.

Extra slots, extra power choices... Extremely unlikely. Not counting the 60 month vet power, the devs don't want Vet Rewards to give -significant- character bonuses over other players.

This is specific to the Grounded power, not a deliberate effect, as this doesn't happen with other forms of Knock* protection. The inconsistency of Grounded is the problem here, as Lightning Rod has a Teleport component to it, which counts the player as not touching the ground for a split second, promptly losing Grounded's Knock* protection for a moment.

Brutes still win in most cases. If we start throwing in variables like "consistent damage buffs", it quickly becomes near impossible to give an objective view on the matter, though, because you'd also have to throw in variables like the unreliability of Criticals versus the reliability of Fury, and the fact that Brutes have access to primaries with better (base) damage output - Stone, Energy, SS...
Then it largely comes down to player power(set) choice and build, and how well the Brute (and the Brute's team) can manage their Fury bar. I admit the "60" was pulled out of my backside, but Brutes have higher consistent damage output in the majority of cases, after the first spawn or two when they get their Fury rolling. -

[/ QUOTE ]This part doesn't make sense. If you're still affected by Spectral Wounds, the effect would heal you eventually, not damage you. Check your combat log and make sure what exactly happened. -

The reason it, and Rain powers, don't display a "Miss" message is because they're pseudopets. Pets don't display "Miss" messages to their owners.
I randomly experimented with it in Arena PvP and it seems to miss a LOT there. -

Lord knows this one is a killer. I can see it's intent, but in reality all it does is penalise the player who gets ganked by a small army of the opposing side. It doesn't help melees since everyone leaps around like Gummi Bears on steroids, and ranged attackers could hit you even without the suppression. And attacks wouldn't root.
And melee ATs would have powers that either pull targets to them or transport them to their targets.
And the ranged ATs would have powers to escape melee a short distance.
Oh, wait, that's WoW.
Honestly though, at least it's better than it used to be, where anyone could just pop Super Speed and escape to the base whenever they feel like it. At least SOMEONE is dying in zones, now. Giving both the attacker and defender a fair chance and eliminating a rock-paper-scissors element is another argument entirely.
Before i13, the mobility in PvP was just stupid. Heck, it's not much better even now, I'd [censored] it further into the ground if I could.
And yeah, PvE mobs in PvP zones are borked. -
Mobs don't have "primaries" or "secondaries". They don't actually have powersets at all.

Well, I honestly wouldn't know from experience. It could be either way. There's several powers in the game that don't take regular enhancements for a specific attribute, but multi-aspect enhancements do enhance the attribute anyway. Example: Mind Link and Vengeance don't take Recharge enhancements, but set IOs and Hami-Os can enhance their Recharge.
I wouldn't know if this works for Burn with Accuracy, though. -
