The transition frames could be smoother, and I could be imagining it but it seems like the Guardian Force banner gets more "face time" than the Vicious Circle. Guardian->Vicious could also use a more "oomph" transition. Maybe one with teeth? >.> idk

Yeah the pacing is a bit off at the end. I think the beginning's fine though. You can always add character development later after the initial, all-important, reader's-attention-grab. -

/agree, though most fighting-game females I would personally hesitate to offer as examples of respectable female game characters. Fighting games aren't known for much depth of characterization.Pretty face with cool moves, yay?
That said... my favorite video game girl is Samus Aran. She's a girl, but her games don't feel obligated to make a huge fuss about it, and I really admire that.

My favorites are the bottom left pose in the first group (foot on something, shooting arrow towards viewer), and the top pose in the last group where he's drawing the arrow. -

Well, it's a graphics program that resembles an exceedingly simplified version of photoshop or similar, with layers and such(?), but no file importing or saving. It's online, usually on some kind of forum. You go to the site it's on and you draw in the program. Like paint?

I'm not sure how much artistic lisence to take without knowing anything about the character's personality... I suppose you could base it off the art, but, still.

I like 1 and 3. 4 is kind of generic (wish we had more accessories for the bottom half), and 3 looks like just another robot to me. The first could use different gloves and maybe one of the metal links belts. For the third, I'd pull some of the red from the top onto the bottom half (somehow...), and do something about the horns. They make it look like you're another generic demon character and I think take away from the rest of the costume (unless that's what you were going for).
Personally, I perfer a manga-esque look to the superhero chic. Most of the spandex outfits I see that people seem to like, seem very boring to me. I like the semi-frivilous accessories. It's hard to do well with the CoH character generator though. All your accessories are on the top half, so most of the time you just end up looking unbalanced. -
More reason to try Tabula Rasa, though...

Check your tool settings... where those are would depend on what version of photoshop you're using. If the brush isn't set to 100% opacity or if the airbrush option is turned on, it'll do that. -
It may be worth noting that Energy blast sets and Electrical sets are different colors for heroes and villains. Hero powers have blue shades while villains have red shades.
Fault: I like the first and third costumes there. The second one (energy blaster) looks kind of washed out and pastel to me. Also kind of feminine, in that the color scheme would not look as out of place on a female character.
At first I thought you could just use a darker shade on the J-row, but after thought it isn't really the blue that makes it look girly, it's the rogue-ish pink (B9). I'd go with a light J-row color for a monochromatic look or a light grey tone instead. Energy melee is mostly white anyway, only the corona is noticably reddish. -
