Impervium Armor for resistance sets has a nice +recov and Gift of the Ancients for defense sets has a nice +recov and +end.
There is more, of course, but I don't feel like searching through them all. -

Perhaps it's my post-lunch brain...but I have no idea what this post is talking about. -
I used common IOs to give you an idea of how much end reduction you might want to plan for in each attack. The crashes from Rage and Hasten will chew up 75% of your endurance, IIRC. That's alot, so you need to make up for it elsewhere in your build.
I did this by slotting 2 end reduction in each attack and 1 in each armor (2 in Tough since it's a end heavy toggle).
The other way is with Set IOs. There so many different ways to achieve +end and +recov that it might be best to learn about them first then trying to go by some uber build in a guide.
I will say the easiest way is to add a 4th slot to stamina (you can take one from Boxing) and drop in the +end proc from Performance Shifter. Shoot, even 2 End Mod IOs + the proc is better then just 3 IOs.

Ok, there are quite a few glaring issues I see here. So, I'm just going to re-build your brute with Common IOs using the same power selection...except Acrobatics...drop that [censored].
Basically, attacking is the biggest culprit in terms of endurance woes and slotting end reducers goes a long way. Also, Rage + Hasten will eat up your endurance quickly due to their crashes. Use them wisely.

Ya, I like SS more for the fact it's a rounded out set. ST damage, AoE damage, Ranged Damage, Mitigation and it 'feels' strong to me.
Footstomp is the only possible overpowered culprit in the set, but I'm not sure that FS having a larger radius, etc then it should is enough to claim SS overpowered. -

Very true. I made a Elm/Da Brute way back in the day for pure concept and forced myself to level him to 50. I haven't played that brute in nearly 2 years because I find it terrible.
Now, I'm sure I'll get many replies about elm/da being awesomeblahblahblahblah. -
I believe his suggestion is to allow a one time transfer of all vet rewards from one account to another.
Which is bad. -

You didn't really detail your ideas about the fire et al, I was merely preemptively stating that I would be against any idea that forced me to participate rather then simply leave the zone, etc. -

It's just one of those ideas that occured to me when I was running a character in Steel Canyon, and then I outlevelled the radio/contact missions in Steel Canyon.. but I like Steel Canyon, and wanted to stay there protecting the zone I had come to consider that character's 'turf', but I had to move on to progress the toon and have anything for him to do.

I do like the Hometown idea but I don't think they could implement tech that would allow, say, a level 50 to street sweep in AP and still earn XP and have the zone safe for a Level 1. Unless they made all mobs in streets adhere to the Rikti Invasion code, which is another problem and probably not a good idea.
Soooooo, Hometowns sound like a good idea. And to supplement your idea, maybe when you select your town you get a Badge that represents the city you consider home. I like the radio/paper mission idea for sure.
The premanent contact idea, I'm not sold one because I don't quite understand your idea. -

My answer is...because I still get to pew pew pew. I don't mind failing a TF here and there if I still can have fun blasting, defending, etc etc. Sometimes the gimper the team, the more fun I have being a pivtol member, and it then becomes a challenge to succed which is even more fun!
Plus, I get all sorts of great stories about players, missions, etc. -
