City of Heroes is a unique game that offers many playstyle options; options that are growing in a large way due to Powerset Proliferation and the addition of the Villain Epic Archetypes in the next free expansion, Issue 12: Midnight Hour. To accommodate playing more characters on your favorite server, we will be including the following features in Issue 12:[LIST][*] All current subscribers will receive 2 free character slots, each of which can be used on the specific server of their choice. This is to help you make new characters to take advantage of the new features of Issue 12, even if you already have maxed out your home servers character slots.
[*] 1 free character slot will be granted retroactively on a yearly basis through the current Veteran Reward system. Every 12 months that a subscription is maintained will unlock an additional free character slot that the user can apply to the server of their choice. Thus, existing players will be eligible for up to 4 additional character slots at the launch of Issue 12. This will continue into the future for Veteran Rewards given out every 12 months, so you get another slot for 5 years, another one for 6 years, etc.

Not only are Empaths NOT the only healers, Empaths are also not ONLY healers. Therefore the villain from Heroes is not NECESSARILY an Empath.

3 of the powers in empathy are direct life point heals no other set has as many of these as empathy does
1 of the powers increases the inherent ability to heal
1 of the powers increases the rate one regain endurance, in other words *healing your personal stamina and decreasing your level of tiredness over time
1 frees your mind of any and all stress in other words *heals your mind
Fortitude is the only power in the set IRC that doesn't "heal" something and that isn't anywhere near enough to say that Lindermen is not a Pistols/Empathy corruptor -

As far as I'm concerned this is pretty much a conceptual coffin nail in any argument that empaths aren't evil
Linderman is more or less a one man refutation of that whole position.
Sure call it something else... change absorb pain for another power, but basically... same set, just used for different goals.

I'd like to introduce you to a Marvel villain named Empath.
Sure, his powers don't work the same as Empathy in City of Heroes, so perhaps Linderman is a better example.
You may argue "oh, but those are only two villains among many". My response would be, "and how many 'healer' heroes are there in superhero fiction?" I don't think there are all that many more than there are villains.
I love you guys, but powers do not a villain make. Villainy is about how you use your powers (if you have any), not about what powers you have. Healing other villains specifically so that they can continue committing crimes and atrocities is evil.
It's great that you plan to give a similar set to villains with a different theme, so I'm not exactly complaining, here. I'm just not buying the "Empathy isn't for villains" line, and I think it's really weird for a group of people that I know are superhero fans and read comics to be saying something like this. Empathy, as the human trait, may not be a villainous trait, but I don't think that's what the powerset represents unless I missed that somewhere in the set's description.

I hope that concept is abandoned completely. I will never understand why you'd want to restrict character concepts like that. What's so wrong about allowing someone to play a hero (Tanker or Scrapper) with melee electric powers?

Mace/Elec and Ninja/Storm are the only ones I plan on using
-pls pls pls share APPs between tanks and scrappers and share them with brutes and stalkers.
-Share Blaster and Defender Apps with Cors, Doms and MMs Controller APPs with MMs
-Share Controller APPs with MMs
Yes you read that right give MM players the choice to choose between Defender, Controller and Blaster exclusive APPs. MMs all play differently and as such are one of the most versatile ATs in the game. Those 3 Different AT exclusive APP types would all complement MMs in different ways.

I'd really love to know what the reasoning behind the choices for these 3 ATs were.

I'm not entirely thrilled with some of the choices they made for the other ATs, but at least with those they're really spreading the love around. Ice controllers get no love while fire controllers do. MMs get only one secondary while brutes get two primaries and a secondary... I get that there are no other pet powerset ATs to share over to MMs, but at least they could have gotten two secondaries to compensate. Still, at least the one set they got they got came from the hero side and wasn't just another villain set.

Meh it isn't a bad choice but I was hoping beyond hope that Archery would make the cut

To clarify the person you quoted, scrappers are getting brute sets, not necessarily tanker sets.
But can you imagine the carnage from a MM with all pets out and hitting fulcrum shift? Plus all your pets speed boosted? The devs have said that they are not ready for MM to get /kin just yet.
[/ QUOTE ] eh Fire/Fire was a Tank combo long before it was ever available for brutes and swapping one power isn't enough to reclassify it as a brute set
Unlike say fire imps that only have one power, fully upgraded MM pets have like 6-10 powers and they're isn't that much of a gap between the end of one attack cycle and the begining of the next
THUS it would not be as powerful a combination as any doom sayer says -

The devs made what they made lets not argue about which has value and which doesn't lets instead argue for the ability to choose which has worth on an individual basis so that we only get the rewards we like most or rather, dislike the least. If the game is going to be sattled with the vet reward system I think that is atleast reasonable compromise for all sides of this much debated issue. -

At this point, we should cheer with desperate joy ANY new terrain to this game---never mind the fact that the zones we've asked for, for well nigh 4 years have been completely ignored---because anything to relieve the oppressive tedium is vital.
Once more and with emphasis, I question the design decision to completely disregard the blatant preferences of the customer base in favor of yet more, IMO, unimaginative and run-of-the-mill non-superhero content. Am I detecting some sort of insidious hubris at work, here? Or just a serious lack of options due to the restrictive coding? Or both? Or something completely different?

I have literally dozens of characters who have been urgently needing this, or limping by with the Enforcer chest detail or one of the Samurai ones, as poor substitutes for a lorica segmentata or sculpted cuirass. Skirts with pteryges, even!

Very very nice, I always wanted to have a targetting drone follow me around on technoligical alts other than those of the maligned /devices type and I think wisps are the coolest Mobs in croatoa. Too bad as things stand I'll never ever get a chance to use em, the Boxing shorts and probably the veteran range powers!!!
If so much time is going to be spent on costumes that will only end up being commandeered by the vet system and if so much attention is going to be put on additions to that content time lock gimmick there really, really needs to be a per alt system of vet reward choices.
Atleast that way there may still be stuff you want but don't have access to but everything you do have is something you want. As Opposed to the mismash of stuff you may want on certain alts and stuff you will never want for any alt.
The Trenchcoat? Isn't . I only have one character out of 24+ current alts and counless alts who have been deleted who could use a jacket with a cape attached at the back. Regardless of that fact the Trenchcoat still takes up space as useless filler in my list of rewards.
***All I am saying is before more time and work goes into Vet rewards and more costume pieces get commandered by the vet reward gimmick Please Please Please let us choose which rewards we want preferebly on a per alt basis.

The results of the polls will only be seen by the Development Team. We know that wont excite anyone, but we dont want to tacitly endorse any one set.
We would like to reiterate that these powersets are not for Issue 10. We are nearly locked down with that issue already. Consideration for future power sets are for an Issue beyond #10 and will be included for as many archetypes as it makes sense for.

Im not a fan of the invention system its just a big massive time sink and inf sink to get the benefits you want. You only get set bonuses when set enhancements are placed in the same power? Lame! Cant use the same set enhancement multiple times in one power? Lame! New costume pieces that are tied into the invention system instead of just being available for character creation from the start like in the past??? Lame! I9 gets 2 big thumbs down from me.

Lets say when you reach level (really high number) you can spec a char whose powers freely roam all the power sets. same number of powers but regardless of archetype.
Imagine a a Katana scrapper who can hurl a ball of lightning and shrug off an attack with a deflection shield?

The game used to be something kinda like that. Way back before release. They changed it because you could make toons that were either completely gimped or totally overpowered. Don't look for this to ever happen.

As for the melee power pools i voted Dual Blades and Hammer but i would probably be happy with any of the pools other than street fighting, shield fighting and any kind of western style ball and chain melee. -
You know i was thinking of suggestig something like this but specificly for MA the king of middle of the road. Its not the king of ST damage(burst or maintained) it IS the worst at dealing aoe damage and its users can't agree on how to go about fixing it. The ability to customize one power in its set to the desires of its user would help improve the set. I am not against giving a customized power to everyone though.

You can use copy color to all when you have the trenchcoat on just change to another costume piece before deselecting change color to all. No need to reset the game. -
