Still don't understand this whole "least amount of people" argument. Surely if 500 people in the EU had to have their globals changed due to a clash, that means there were exactly 500 people in the US to change as well? How can there be more or less??
If it was down to how old the account is, ignoring trials and inactive accounts, (which is what I'd have done) then no-one would be safe and anyone may have been renamed -
Tornado is a bad place for procs for 3 reasons.
t
1) Tornado does its damage via an aura it has, so the proc rate is once every 10 seconds, not once per damage hit or tohit check
2) Tornado has a pretty small AOE on that aura
3) Tornado does knockback, so unless you can immob & -kb things in place the chances something is going to be within that small AOE when the 10 second mark comes around is pretty small.
A standard damage proc in any power which uses an aura for it's effect gives you a measly 1.4 DPS at level 50 (20% chance of 70 damage every 10 seconds).
Good places for procs are pets or powers which work by using a pseudopet which casts a power themselves every few seconds (like Lightning Storm, the Lich or Grave Knights). Or powers with a decent AOE, like Freezing Rain.
On a Necro/storm I'd stick a Chance for -resist into Knights and Freezing Rain and probably the Accurate -ToHit damage proc into the Lich. -

Illusion/Traps wouldn't break the Time/Reward ratio particularly, so therefore I'm not sure you could say "It's overpowered cos it'd be great at soloing AVs"
Would traps be a great Controller secondary? Yes. Would it be stupidly broken and shower you in riches? Not really. -

The non-resist flag would make these effects stronger against AVs and GMs. I wouldn't turn my nose up on that, but in general play, I'm not sure it would really make any of the debuffs more attractive than Reactive.

It also dents the attractiveness of Smoke Grenade on my Widow -

The 'easiest' thing to do would be to make the effects from the other 3, except for -dam, be non-resistible. That way they'd be more appealing in different situations (vs AVs or fighting +4s) -

This indicates a logic disconnect to me right here. Should incarnate powers be very powerful? Absolutely. Where the logic-fail crops up for me is where one Interface power clearly outstrips the usefulness of the rest of them in terms of overall effectiveness.
If Reactive is supposed to be how the Interfaces are supposed to be power-level wise then the other three need something done with them because as-is they're far, far behind in terms of effectiveness. Give them damage procs which do 50% of Reactives damage would close the gap IMO. -

That's more to the point, they couldn't be bothered to work out a fairer way of doing it and just thought "it's ok, we can shaft the EU players, they're used to it".
While this is true, it's the fact the number of people who would *potentially* be affected would be much higher if they'd gone with a mixed approach, meaning before the deed a lot more people would be wondering if they were going to be renamed.
I'd still have gone with a fairer mechanism myself, but I can see why someone in NCSoft decided "Hey, lets just weigh it against the EU players so at least the entire player base won't be wondering / worried about their globals". -

I managed to catch a few minutes here and there. Awful lag. Even well away from an event. (For instance, Virtue - Cap - "They're after the PTS!" OK. Nice sphere... nothing happening. Go FAR away (over by the Crucible.) Try to take on 3 Guards (not Praetorians, just the COT sort, conning yellow to me.) Manage to get a web grenade off, and my cone... then nothing. THey sort of slide around positions here and there. WELL after stuff should have recharged, it isn't.
Don't even get me started on the spot by the train. I think I had a power fire off twice - a tier 1 blast that should have just been going crazy. Oh, but one other power (my rain - not blizzard) - kept reporting that it was doing damage for a good two minutes or more.
Yeah. I shudder to think what your "Try for the highest concurrent!" is going to be like.
Look. I like COH. I wouldn't have been here constantly since Feb 2005 if I didn't. But you guys can't handle a 24 person BAF without chugging that zone, Hami raids, Rikti mothership raids, invasions, etc. have always been painful - so why do you keep on doing more without fixing the underlying issues?
I believe there may be a pattern here somewhere if we look hard enough...
I've seen no indication that any new tech has gone in to improve the situation. So I can only hope/assume that it was bundled into whatever changed with the league code and thus rolled back 2 weeks ago when the League code was reverted to fix the lag that was introduced in the Trials. -

Not sure why a GM told you to suggest this though, it's a bug, not a suggestion for something new. Every other aspect of the Server Lists got merged together, this seemingly fell through the cracks for some reason,
Since this is such a Slap-in-the-face () I demand that once it's fixed we also get a round of free transfers to make up for it 9 (<--- Please Note Slap in face is not entirely serious in any way shape or form)
Overall in terms of calamatious bugs which could have happened during the merge we got away quite lightly with this one, I was expecting something much worse. It did stop me transferring characters across and thus has cost NCSoft some money from me, so hopefully they'll fix it soon. -
I really enjoyed being able to access Union Chat again, there was some great chat going on.
Now fix the Server Transfer issue so I can stick a US character or two back on Onion and we'll be set. -

When the rename happened you'd be renamed to the last character you logged in as, not the first you log on as afterwards. -
Or account to account transfers (I know, I know,it's a magical world of make-believe I'm living in now). Just been on my old account and my Stone/Fire brute is so much better. I can't face rerolling and 35 levels to get him back though, I remember how bad the teens were last time.

Nope, in most cases DoT is a single effect baked into the engine. So the 80% chance is an all-or-nothing rolled when the power hits (like most chance-of effects). For example the chance of Toxic Damage powers in Thorns and Spines work like that, if you make the 80% when the power hits you get all the DoT, if you fail the 80% roll you don't get any of them.
As for Reactive and all the other Interfaces I'm not too sure really. They've been described as being normal procs, which seem to lack the normal 10 second inhibitor every other PROC has, but this doesn't seem to be the case. -
Because US ones take precedence, regardless of population due to how they went about it. They didn't consider any metric when flagging & renaming other than "Does this one clash with a US one".

Agreed. The fact that a dev has come out and said "Oh, that's WAI" worries me (lots of things about the current Powers team worry me though and so far they haven't done much to alleivate that worry).
Anyone on the boards who have tried it have all admitted it's ridiculously powerful as-is, especially for Reactive (so much so that they other 3 seem pretty useless compared to it, especially if it isn't going to change). -

You're mixing up procs, scourge and powers that make repeated ToHit rolls like Rains.
Basically Scourge (and Interface it seems) are tied to ToHit checks, if you make a ToHit roll then you also make a scourge check. However most DoTs don't do that, just Rain of style powers.
Procs would do this too, but as far as I know there's a 10 second inhibiter on them to prevent them doing what Interface is currently doing which is checking on every pulse.
I'm unsure if its an inhibiter (so procs will actually check the next pulse after the 10 second interval) or it may be that procs just have a once every 10 second rule, I'm not actually sure. Conventional wisdom is 1 per 10 seconds, but it's kinda hard to test.
The best case for Procs is summoned entities which then cast powers (rather than just pets/pseudos which have an aura), such as Pets and things like Carrion Creepers, Volcanic Gases and Lightning Storm. But the power the entitiy casts needs to be affected by that IO Proc type for it to work (so Achilles Heels procs only check if the pet / pseudo casts a power which does -def).
