Ack. Carni's nice "Storm of Death" combo is being taken away too (Snow Storm, Freezing Rain, Ice Storm). Frost Breath, that's Ice's rather mundane Cone attack isn't it? Which has a target limit of 10?
The Primal change is nice though, especially as its a Knockdown version. And my Fire/Rad/Earth scraptroller likes the idea of another melee attack in Seismic Smash, but I'm not so sure more normal */*/Earth controllers would. -

Nope, as far as I know that's the fixed accuracy check.

It's easily seen that Defense Debuffs do improve the effectiveness of Choking Cloud, in exactly the same way that they improve Sands of Mu and the other Vet Reward attacks.
That description seems to be pre-i9 as well (and thus omitting how IOs affect it altogether). The "long recharge" is no longer an issue either, it was reduced to a more sane number a few months ago.
Far as I know in i13 it WILL still be dropped by mezzing as its an offensive aura. -

Noooo! My Necro/Dark MM was actually about to take Bile Spray, it suited his concept and was going to give him much needed AOE damage. Now I get another hold (rather a cool one it has to be said) & single target damage instead.
Did they get rid of ALL the MM AOE attacks? They really should have kept one for people like me who were actually looking forward to them!

I've no real idea to be honest.
I'd one good run on a PuG on Sunday afternoon featuring several forumite roleplayers (Shadowe, Shadowghost and Darth someone if I remember rightly). Other than that I didn't Trick or Treat too much really, I had all the cossie things from last year and badges don't really interest me. -

No, as far as I remember you're right there. The "lock" on Acc in Choking Cloud is purely a "you cannot slot Acc SOs here" type of one, you can bypass it with suitable Set IOs. -

He said it was bugged and they "didn't have time to fix it" which, frankly I do not belive one bit.
I suspect the real motive behind it is to make it almost impossible to get all the halloween badges in a single halloween event, thus encouraging people to return next year no matter what else is happening, but why they could't just come clean I find pretty poor to be honest.
If I understand things correctly the event was only on the test server for 90 minutes. That may be significant in itself

This is a little left-field but maybe it has something to do with the fact there was only 2 weeks to spot, diagnose, fix, Quality Check, test and then patch it, and with the US Test Server currently unavailable since its tied up in Closed Beta it was deemed too risky to introduce the patch without open testing in case it broke something more serious and people really started screaming blue murder?
But the tin foil hat scenario you present is far more plausible... -

One trick is to ignore Fitness and then use a Vetern Respec at 22 if you have a few of them. You can cash in all your DOs (if you're strapped for cash this helps) and spec in Stamina then instead. Means the teens are a bit more lively, you can even take a power or two you're not sure of since you know you'll be speccing it out at 22.
On RI, I'm coming from purely a Levelling POV with my suggested slotting, and early levelling at that, once you get to 20s & 30s on strong teams you've barely time to fire the thing off.
Flashfire is imperitive IMO though, it'll stop any shots coming in and let you close and lock down safely. Its got a much quicker recharge than the AOE holds too. -

Is there some reason you slotted everything with such low level IOs? Most are 26, which probably explains some of the overslotting you've done. Go for 30 to 35+, not 26s.
And personally I prefer the Earth epic in my Fire/Rad. The earlier AOE with a stun which can stack with Flashfire is brilliant. Plus it feels more melee-esque. But Psi would be my second choice I think for a Fire/Rad.
Hang on, where's Flashfire in your build? Best mez a Fire/Rad has.
And Choking Cloud will never hold a boss, it doesn't stack. Also, Cinders is overslotted for Recharge and doesn't have enough Hold in there. Ditto with EMP. Frankenslot 3 Acc/Hold/Recharge and 1 Hold/Recharge and you're good.
RI is taken far too late and is completely underslotted. Its your primary Acc debuff and early defense whilest levelling and soloing Hazard mobs. With Cages, Hotfeet and RI before level 10 you can solo white Perez mobs easily and level that way (the flurry of Insp drops you get doing this means you can keep going too).
Why did you 3 slot Superspeed??
6 slotting Bonfire is a waste of slots IMO. I spent them in Hotfeet, Fire Cages (2-3 Acc/Ends and 2 PROCs in Cages for me) and Choking Cloud for damage PROCs. Tricking out the Auras to do their maximum potential is preferrable to me over some recharge since they're so effective on a Fire/Rad. -

Game mechanics like this are bound to creep into other (older) games over time if it's possible because they do seem like a good idea.
I do have to ask though, if you can't manually go out and search and find the team members you want, how is this going to make filling out a team easier? I mean, if they aren't there, they aren't there.

The biggest problem I have is not knowing how the list of Greys in my level range are organised, are they all teamed together, is it 2 teams of 8 people or 5 smaller teams. Matters to me because I don't mind sending a tell to one or two people, but I don't want to spam the entire team with tells. Especially, as happened to me during last week, the first chap I asked was on a TF. That means up to 7 more greyed out people in the /sea list are on the same TF.
It'd be much easier if there was an easy way to spot teams in my range who are looking for members. -
