I think Flash is worth it too. Sure it's not what it once was but I still use it a lot and have it 6 slotted (2 hold, 2 recharge, 2 accuracy).
It's not the set definer that PA is but its your only AOE hold and you get it ridiculously early. -

Had a solo chat with him during the week myself. We agreed to call it a draw though since my Kinetics / Electricty could happily heal-tank him but I couldn't really hurt him enough. -

I like the idea of the Cops the best actually. The snipers would be something a bit different. And could make for an interesting PvP MM if they had the perception of Nemises snipers and the like. -

It'd be class though. Summon Cthulu, mobs go insane and try to claw out their own eyes, your allies go mad and try to claw out their own eyes, you go mad and try to claw out your own eyes. Ctulthu goes on rampage and thrashes Paragon.
Reckon it'd have to be a Tier 3 summon -

Good thing too. At the moment the Icon tailors insist on slicing the top of my head off which is quite distressing. -
As a Kinetics / Electrics I'm ignoring Inertial Reduction & going for Air Superiority (which I picked up at 18) and Fly. I may pick up hover at level 24 or so for the knockback protection. At the moment I'm going for more of a sapper character though so it mightn't suit Rad as much.
Fly I picked to avoid mobs in Talos / IP as the lack of +stealth in Siphon Speed can be annoying. I've picked up Haste too: Siphon Speed and Hastes boost each others recovery rates so you can really go nuts.
I'm currently ignoring the need for Stamina too and it's doable. Soloing is where you miss the endurance since in a team you can keep your teamies Speed Boosted and hence in Stamina and they can get on with it while you conserve power. Also you can bum CABs off them, pointing out that they don't need them with you around.
Make a sign : "Will Speed Boost for CABS"

Yeah from using my Dark / Kinetics corrupter one really should slot Speed boost with Endurance Mods when its a secondary.
Plus I had to get Stamina. Bah. Kinetics is far more fun on the Defenders side of things. -

You get some people that can't handle the speed and refuse it. Although on the heroes side I haven't hit 20 so people don't have stamina and they're still addicted to it. And I've had Villain teams completely refuse it. To me it seems mad though. You can attack faster & you get stamina back quicker. I'd kill for my Siphon Speed to be that effective!!
Certainly I've seen (and been responsible for) team wipes because you pulled an extra group thru a combo of lag (dial-up & hyperspeed FTW) and high speed running. (Tunnels map of course)
It's annoying in tunnels for sure though. Of course everything is annoying in tunnels. Tunnels are just annoying full stop. Down with Tunnels!!!
Oh and On Topic I've 3 blues in it (+end recovery). -
I've a Dark which is quite fun & controllerish. The only problem is that Dark has a lot of useless powers towards the end of its set. Dark pit isn't the best unless you 6 slot it, Lifedrain is useless as is Torrent. So the mid to late 20s are a barren period for a Dark Kinetics. Useful for getting Fitness or Leadership pools though.
Plus Dark doesn't do the greatest damage in the world which is annoying.
An Ice / Kinetics could be lots of fun though... -

Nicely written. I'd no idea on the backstory but it explained it nicely and logically without some forced dialogue or the like.
Only thing i noticed it that is shifts tense about 1/3 of the way through. Hate to bring it up but it did throw me for a few seconds and I had to go back and reread to see if I'd missed something. -

The amount of times I had "Speed boost pls" in the middle of a battle last night. Sorry but I'm attempting to suck all the blueness out of these 2 bosses so you don't die at the moment. Once I've done that you'll be Speed boosted. Maybe. If you're a good little Crack Addict. Actually give me all your stuff first -

As for the Package used there are 2 cheap alternatives:
Get access to Fedora Linux or the like and just use The GIMP for free. It's pretty close to what you can do with PhotoShop (without the "slice image" tools for Web Site development and the like). It has layers and lots of filters & effects available.
You can also download a free copy of PaintShop Pro which is like Photoshop (very) lite. They've got useful things like layers too nowadays and a few filters. Compared to Photoshop (or even the Gimp) its pretty frustating to use but its a start. -

It has me baffled too. In a big group last night I was in the midst of battle throwing out Short Circuits & Ball Lightnings and when I looked at my End at the end it was 90% full! When I solo I run out all the time. And in those cases I'd be focusing on single-target blasts.
And although there was an Empthy Defender on the team they hadn't cast anything on me, I checked throughout the mish.
So I can't explain it any other way really. It would seem overpowered to allow the AOEs regain End too though. -
I need it with my Dark Kinetics corrupter. I tried to do without but its no use. I'm in the process of getting it now at 26. And he doesn't use Fly. He does have Hover for combat and a Jetpack he nicked off a Goldbricker for getting around but as its timed I never use it in missions.
My Illusion / Storm uses it but I use TP to travel so that explains that.
My Fire / Thorns dominator is only 14 but he desparetly needs it too. He uses Haste / SS to get around.
My Kinetics Defender doesn't seem to need it in teams. I think its the endurance mods + electricity that make the difference in big teams. Short Circuit & Ball Lightning seem to give him back End a fair bit. In solo play he eats Endurance though.
My MM doesn't need it at all at level 24. -
Increased Density might be useful vs the late game mezzes. You've got CoT, Knights of Artemis and Carnies. I noticed a massive demand for O2 Boost from the storm set when fighting Knights.
I'd agree that ID is useless to try to keep up. Normally I'd slap it on the meleers at the start of combat so it'd protect against the start of combat, and after that only use to unmez people. -
Knockback is a bit annoying with the Kinetics heal.
Blasters & Kinetics don't really go too well since the heal is centered around the mob. Unless they're Blappers of course. -

Just another point on Stamina usage here.
Using Sol yesterday with 4 scrappers and a blaster team in The Hollows I had very little End issues at all. I'm guessing its because of the End Drain & Recovery abilities of Short Circuit and Ball Lightning in a larger team, especially with SC 3 slotted with End Modification DOs. Just something to note.
Of course the aggro AOEing will get you might be awkward if you don't have a load of scrappers going nuts around you (and a Blaster the Trolls really seemed to fancy. Pity Troll courtship is "Me bash").
Oh and Haste & Siphon Speed is just silly. Get it ASAP. -
I'd certainly be up for Synapse. I'm just about to ding 15 though so depending on the rest of the team makeup I might need SK.
Soloth, Level 14.8 Kinetics / Electric sapper. If I make it to 16 by Sunday I'll have Aid Other for extra healing goodness. -

Erm yes there is. Freezing Rain doesn't lower Defense, it lowers Damage Resistance. I've 3 in Carnis build.
When you cast Freezing Rain you do more damage to those affected, not hit them more often (which is what defense debuff enhances do., make em easier to hit.) Or whatever you want to call them. -
I can comment Storm side of things only.
Most obvious thing is Freezing Rain. This isn't a Damage power at all. The Damage it throws is just for show, the "rain of ones" aren't even 1s afaik but a crappy fraction. You'll never kill anyone with it.
Slot it with dmg Resist debuffs, recharge / end reduction & slows. It's main function is the lowering of victims dmg resistances & the knockdown it does
I'd also throw some to-hit debuffs into Hurricane. It's not really a practical power to have up most of the time (the visuals are annoying for one) so maybe remove an end reduc and add an accuracy debuff.
Snow Storm is a great power for reducing the speed mobs attack at. Plus since the -recharge it has can't be enhanced its a one slot power really. Since you're Ice already though you may not need it (I'm Illusion so it benefited me more).
I think +range enhances affect the range of Lightning storm which can be handy as the knockback means it often knocks mobs out of its range. Giving it a larger area to pick targets from seems to help a bit.
