I've heard they wanted to put him back in high school and give him "real life problems." Now, #1, didn't he have real life problems before? and #2, what the heck does high school have to do with real life problems?

You can find spoilers for all sorts of stories from all sorts of media on the Internet, but that doesn't mean people won't want to experience those stories unspoilered.
I don't think the mere logical possibility of knowing the 'answer' to something in advance should dissuade people from including riddles, enigmas, puzzles and so on in game content. -
Actually, the things I hate the most in this game are the caves and the one stupid glowie that can't be found. (The last mob stuck in a wall is no picnic either.) As a villain planting a bomb, that makes no sense anyhow. Why would you not know where you want to plant something? I'm not a big fan of "scavenger hunts" in that regard.

Since anniversary badges are obtained by logging in, a level 1 character could have the portal, though since the first two anniversaries are long gone, no new character could get it that low. -

And I do like the Patron Arcs, don't get me wrong, I guess the point I was trying to make was that if you dinged level 41 hero side you wouldn't have had to worry if you have done the arc before they can choose the power.
I guess in my head I saw it as the other way around - switch to blue side at 40, ding 41 and get the APPs, switch back to red and do the arcs at your pace to get the merits and respec and respec into the PPP if you wanted.
Anyway I think both things will happen and it all depends how the APPs/PPPs will work in GR. -

The advantage would be to take the patron arc, get the merits and respec, then switch back to hero side so you get "the good powers". -
Demonic is much, much easier than archmage. I think the immobilizer ray is easier as well...

Speaking for myself, it was my experience that Mu Guardians were much harder to get villain side. I had to farm the square in Cap au diable. They just didn't occur naturally often enough in any missions. Unless you pick scirrocco as your patron.
Hero side, I ran a lot of STFs on my emp, and got that badge without any effort.
That's anecdotal of course, things have changed since then, such as the difficulty settings. -
So, nobody likes the idea of the badge being "special" because of the challenge?
Personally, I do like the sound of the warning that it is being scrambled. -

So...to summarize the thread:
You can get it by flashbacking the level 15-19 arc named Master of Destruction, given by Operative Wellman. It is the third mission. You will need to up your difficulty to 8 villains, probably set the level to -1, and kill the 3 outcast bosses, resetting the mission 33 times.
