Yes, when you earn merits, you are earning them by something CHARACTER X is doing, so CHARACTER X gets the merits and it is not tradeable.
When Character X plays "Recue 25 Fusionettes" and earns tickets those tickets were earned by Character X and should be awarded to that Character.
Creating missions is an account wide thing (so that you do not have 3 slots per character x 300 characters, I assume) Since the merits earned by people running the arcs that were created -by your account as a whole- the tickets go to -your account as a whole- and then can therefore be assigned to Character X or Character Y or CHaracter Z on that account.

With lvl pacts I finally created or rerolled 34 planned characters of my little group. PL'd them very little because I was kinda sick of running those two missions over and over. So other than getting my pacts up to lvl 10 or 12, I havnt PLd. Been running lots of TF's to lvl though becuase of merits, only occaisionlly teaming or doing anything outside of TF's. I think i have run Posi 10 times or so, synapse several times, a few Sisters, few moonfires, couple citadels. handful of various respecs. So you know what. The DIVERSION of playing something DIFFERENT is huge right now.
And it seems like these ticket things will allow us to purchase recipes, including (I am hoping) the Pool C and such. It depends on HOW much/how long it will take to do those things will determine whether i concentrate on MA mission RUNNING or TF RUNNING.
One thing. If tickets can purchase purples (i am actually hoping NOT.) then that will hurt the 'real game' mission running. -

I got all the desks laid last night, and edging for the balconies.
I do not have a picture yet, but something I did that I am now running with (probably too much) in my base, is 4 of the curved white counters (inner or outer) in a perfect circle, and then float up a 'small planter x' exactly one desk hieght up in the middle of the circle. Makes a nice big planter. I will try to post more pics later. of the room in its current state. -

YEa, i dont actually know what I am going to do with the top level yet, make it a balcony and common living area type thing. I came up with the idea for this layout and the staircase. Im really just flying by the seat of my pants. -

Well this would be about the only way I will ever get a VEAT, so I may be interested pending this is deemed acceptable to the powers that be.

I have not done much on test, besides checking the look of the new shields, but as a one-player two-account 40 character
SG on live, I will answer these questions on repricing. I do not know anything about salvage stuff atm.
Base Repricing
1) How will the repricing of bases affect you personally?
while my base is an functional as i need it, i can conserve prestige and maybe even expand.
2) Will you dismantle your base to gain the additional prestige from the repricing?
Yes. I have VERY few decorations. My base is mostly functional. 3 rooms (energy, control, medical) I will sell back the stuff and rebuy. I do not know about the TP rooms (which is 4 of my 9 rooms). Depends if you can MOVE tp's around, Or whether the savings on the room will be less than remaking the TPs. My Workshop would be a killer to move as it has like 7 enhancement bins and a few are full. Do not know if it will be worth it.
3) How long would this process take you if you were to engage in this practice?
The three rooms would take several mintues if I did not dawdle. THe TP rooms slightly longer, but if i redo the TP rooms, 30-60 minutes to just tear down and recreate, maybe even less. To do the workshop would be tedious to move and empty several storage bins.
4) What are the positive and negative concerns regarding repricing?
Since very little of my base requiers extensive tear down/ rebuild time, I do not see many negatives. Not GREATLY positive for me as I have a full 9-room 8-tp base, but now i may be tempted to upgrade to the next plot and get more storage and more TP's in (to those last few zones).
5) How will this feature affect you long term and short term?

at the beginning 10 days maxs out your bonus. After you get the badge, it switched to maxing out in 8 days. THAT is why the 30 day timer. Getting maxed out ONCE, doesnt qualify you for quicker max out. They did not consider "How quick can a dedicated badger get every single badge", they considered how long they think you should be logged out before you get the bonuses a little quicker. This looks to be 3 max out cycles at the moment. They want you to have to EARN getting bonuses quicker.
I am NOT complaining about the time at all. I will only get the badges of the ones with the rewards I want, or ones that fit thematically. However, for the OCD badgers out there, Maybe 500 hours instead of 720 hours would be better, but still require some work. -

What on earth are you talking about?
The idea of the Merit system is to finally make it worth people's while to run long TFs like Quaterfield and Positron. If you can get the same reward from a 10 minute Katie Hannon as you do from a 4 hour Posi TF, why bother with the Posi TF?
This isn't anti-casual. This is a very good idea, which finally makes TF rewards reflect the amount of time people have put into them. People who want to run fast TFs and so on will still be able to.

If a "Casual Player" wants a LoTG recipe, he has two options.
You can still do the 30 min Katie for the same RANDOM Chance at a Pool C you had before.
You can still earn 70 million to buy one.
Those may not be great options, but they are what you CURRENTLY have.
Now you will STILL HAVE both those options. Or you can do Katies and there is no word yet, but story arc completion, or the Ouroborus TF's might also give you (a small amount) of merits as well. Save up those merits and buy a LoTG.
The key will be how many merits everything grants, and what it takes to buy valuable rewards. If it costs you 50 Katie runs to get a LoTG, you might be better off choosing 50 random recipies. If you do not get one in 50 runs then you should have at least got a couple decent ones to sell and buy a LoTG with.
That is just a stupid number i know, but just for an example.

There are so many details to Issue 13, we couldn't possibly fit all in to an overview. Expect to see those details come out between now and the public open beta testing for Issue 13.

The hard-core "Base dudes" have felt left out for sooooooo long. Just wanting to confirm that there IS some base love still coming (even if we do not know what). last weekend logged on a 50 and a second account lowbie to SK, filled my team to 8 (not to pad, but to team), and ran 3 circuts of freaks. Was going to do the same last night just with DOUBLE xp/influence/prestige. I am pretty sure I had better 'results over time' last weekend. the reasons
1.)finding team members was much harder. there were already farms running. there were THREE PI's on virtue so broadcast was less effective. Globals were spotty at best, and I even had problems sending simple tells.
2.) the quality of recruits were lower (no offense to those on my team) but last weekend everyone (even the lowbies) were going at it full-throttle. This weekend I had more people who just wanted to sit and leech. Even though I had 3 scraps and a tank, they were a few lvls short of 50 or were sk'd to someone a couple lvls below 50 and were not capable of taking full aggro. This slowed us down.
3. the 10 minutes it took to load into and out of a mission.
I may just create a villian on a friends server and join his VG that he has bugged me about tonight so that i can play more. I can lvl good enough on virtue anytime. 2XP isnt that much better than normal when ALL factors are considered. -

My four year old nephew just runs into the house when I babysit running for the computer to play CoH. He doesnt understand melee vs. ranged yet, and he keeps wanting to play a cool looking melee character and cant do much. I try to get him to pick a blaster, controller, or defender to blast away. He does pretty good and can run around the city pretty good. I sent him a team invite while playing on my laptop and told him to hit the button on the left and he said "the one that says 'yes' ".
I havnt had him on any other teams. He still KS's a little while running around the streets. We were a two man team the other weekend and when the zone we were in had a Rikti raid, I would invite and pick up others, and no one was the wiser, but i wouldnt put him on a team in a mission with others yet. We have duod a few missions "we call them - adventures". -
yea i soloed it yesterday with my Ill/rad. I just seemed to have a hard time keeping all the good guys, from wandering off, but i took it slow and kept going back to find them when they wondered off.
I lost Manticore and BaB's to Ghost Widow, but after that, had no probs. An Ill/rad with pets and MOST of the Phalnax/Vindicators takes down the Jade Spider fairly painlessly. -

Please correct my math if it's wrong, but it looks to me like maxing out your 36 slots on all 11 servers will cost you about $1000.
Well at least you don't charge $25 per character transfer, like Blizzard. Although, considering the way things are going, who knows what to expect.

First off: You get two slots FREE! Then you get get two more vetern rewards slots for your two years service (1 vet reward slot per year).
So you are getting 4 slots to use free.
You know you can always get 36 character slots on EVERY one of the 11 servers currently. It costs you $45 a month for three accounts. That is actually a great deal if you use all 396 slots, but if you only want slots on one or two 'main serves', the purchase is much better. -
