    3) No automatic deletion/scattering of characters - all characters would be moved to the merged. If that causes slot overflow, no new characters can be made by that player on the newly merged server until they delete enough to bring them down to under their proper number of max slots (bought/free bonus slots from both old servers would, of course, be transferred over to the merged server; if that brings them over 36 slots, those excess slots would go back into the queue for placement elsewhere). Optional transfer tokens tied to the merged server (ie, can't be used on characters elsewhere) equal to their current overflow would be given.

Why server consolidation is not a good idea.

Welcome to the forum. You have posted one of the oft repeated suggestions, "Consolidate the servers."

    Disclaimer

Yes. This is a cut and paste reply that I keep handy, as well as a quick bit of instruction on how to search. Neither are meant to cause fights or to be insulting. The search instructions are in, not just because forum rules say flat out to search, but to help you and anyone else reading this use the search tool effectively.

The body of the cut and paste reply is the way it is because we've seen these arguments numerous times before. They're a summary of the salient points that come up each time. They are not here to insult you, make you feel stupid or otherwise "bring you down a peg." Instead, they are meant as instruction and information. Please read through the points and the explanation behind them to see the issues that are commonly brought up in response. They may not always match your suggestion 100% - in fact, you may have explained around one or two of them - but they're there for consideration and refinement of your idea.

Yes, I do look forward to the time, with some of these suggestions, that someone not only addresses all the points, but does so exceptionally well. It'll probably be added to the end of the cut/paste reply, with credit. For now, though, read and consider the points. They really are just there to help you, and move discussion along to help ideas evolve.

If you're going to see this and say an "evil forum vet is just shooting down your idea," or "You think you're the last word because of your post count," you're wrong. Heck, if you say the second, you've just worried more about my post count than I have in the last four plus years. Tongue-in-cheek comments in here are meant as hummor, not put downs.

    TL,DR section.
First, my stock answer, one which I stand by and repeat with all due fervor. HELL NO.

    Searching effectively

    1. Click on "Search" up at the top of the forum.
    2. On the left, under "Forum(s) to search," select "Suggestions and ideas."
    3. On the right, Keyword Search Terms. This is probably where your problem was if you did search. Try the following, exactly as typed:

    +server -pvp -"re: "

This will search for anything with "Server" in the title, including Servers, Combine Servers, Consolidate Servers, and The Server At Mcdonalds Is Rude. it will eliminate "PVP," so you won't see PVP server requests, and the -re: portion of it removes replies, so you'll see the root of every thread that comes up, letting you see just how many threads there are on this. (The last helps for other subjects, as well.)

    4. Click the "In subject" radio button. This is a search, not a cute blonde in a bikini. Here, you want to ignore the body.

    5. Leave Username Search blank.

    6. Date range, Newer Than, change the 1 to a 3, and the time to Months.

    7. Result format doesn't matter. Click on "Submit."

As I try this now, (12/3/08,) we have:
    Consolidate Server
    Server Stats RSS Feed
    $server modifier ofr chat
    Fix the forum server
    Earlyissue server
    Merging low population server
    Combine slow server
    Server status
Global chat on the Character and Server Screens
    Rated M server
Add Ponies, Nerf Vills, merge Servers, PistolMelee
    Server Visiting
Display Central Time on Server Status Page

Ignoring the smartalec reply, that's three full discussions about this topic.

You should have read one of them if (inevitably) something similar comes up in your search.

Now, on to the topic at hand....

Why server consolidation is not a good idea.

    1. Just because YOU like living in New York City doesn't mean I can't like Kansas.

Yay, you love having huge lag spikes as you get near the black market/wentworths and a busy broadcast. Congrats. Enjoy Freedom. Some of us - many of which you will get replies from with this subject - like *low population* servers. If we *wanted* to be on Freedom, we'd *be* on Freedom.

I have characters on Freedom. I rarely play them (and actually moved a character OFF of Freedom to finish leveling it to 50) because *I DON'T LIKE FREEDOM.* I dislike the banality of broadcast, the high percentage of *horrid* teams I've come across there, the lag around any gathering point- and I've got a decent connection and system. For much the same reason, I typically startin Galaxy City instead of Atlas Park - I don't *want* to log in to a costume contest with several 50s spamming powers and nonsense arguments in broadcast.

Some of us *like* nice, quiet servers.

    2, Kansas, part 2.

In addition, servers have their own personalities. No, I don't mean that literally, there's no AI to worry about if you start hearing "Daisy, Daisy" over your speakers or headset. Freedom's a crowded mess. Virtue is the RP server. Pinnacle is the "Drunk" server. Others have specific communities, such as those from Australia/NZ, Europe, etc.

    3. "I only saw one other person. World of Conancraft has eleventy billion!"

    So what?

We don't run around camping spawn points in this game. People are in missions. People are spread across many zones. Search on a map or do a /whoall and you'll miss those in missions, as well as those who are, for whatever reason, on /hide. Your "search" there didn't give you a full picture, not in the least.

I understand the "feel" of things being "not very populated," but take a good look around when you're in game. Typically, you don't really have a lot of visibility. Standing in steel canyon, there could be multiple, full 8 person groups surrounding you, and it's likely you'd never see them. We have buildings, walls, architecture, trees and more limiting our visibility. Yes, it can make you feel more alone... but that's rarely the case. Add to that that the population is spread between many, MANY zones, most quite large, and among two sides... well...

    4. "I put up my LFT flag and nothing happened!"

Learn to search. Don't just wait. Form a team yourself.

    5. "I AM SPARTACUS!" No, not any more.

Remember logging in and seeing all those slots? Everyone has those - some buy more than the base 12, you get an extra one each year, you could have a total of 36 on any server. Everyone does. Every one has a character with a unique name. Maybe not a *good* name, but a unique one. Every one has a character with a unique name. Maybe not a *good* name, but a unique one.

Now merge servers. Suddenly, CoolBlasterDude from server 1 is getting merged with CoolBlasterDude from Server 2. Who gets to keep their name? Nobody has been able to answer this with any degree of satisfaction. Add a number? But I am NOT CoolBlasterGuy1. And what if the name's too long? Does the older character keep it? What if they're not as active?

People are *VERY* attached to their names. They are, quite obviously, part of their character.

    6. "This Is SPARTA!" Sorry, Sparta exists already. You are GenericSG 8734 287 9798.

What else has a name? Supergroups. And I can *guarandamntee* that the same name is in use on multiple servers. Sometimes it's 'branches' of the same SG, sometimes it's coincidence. But with *everything* involved in an SG - from its identity and reputation on the server, to everything stored in the database about what it owns, what its base is like and such, this would be a disaster in the making. And no, auto merging them when the servers merge, even if they have room to, is not an option.

This, of course, assumes that they *CAN* move supergroups as a unit. More than likely, it'd just be a mass character move, with bases, prestige, anything stored in bases and all SG affiliations just gone forever.

    7. "I am... where'd Spartacus go?"

Remember all those slots? Well, you start with 1/3 of the available ones. You can buy up to 36 total (24 on top of the ones you get initially.) Now, what do you suppose would happen if you merged two servers, and someone has, say, 20 characters on each? Not unusual. In fact, before those extra slots, I had *filled up* several servers. Do those characters just disappear? Do they move? Free move to another server sounds great, right... well, except you now kick them from their supergroup, remove them from their friends lists and more. This makes for angry and unhappy customers. Or rather, ex customers.

    8. I will play where I damn well want to. And you can too.

And that should be blunt enough. If I want a crowded server, I'll go to Freedom. If I want an RP server, I'll go to Virtue. I do NOT want to be shoved onto another server I *don't* like. If I wanted to go there, *I'd be there.*

If the server you're on isn't "busy" enough for you, you have two options that won't bother anyone else.
    (A) If it's low enough, reroll. You have a ton of character slots for a reason.
    (B) If you don't want to reroll, server transfers are available, and relatively cheap. They also finish fast - you should be up and running and being spammed to join someone's SG on the new server in a few minutes, in most instances. So YOU can go to the server of YOUR choice without screwing ME over.

    9. "It'll free up server hardware for Freedom!" No, no it won't.

Freedom, because of the load it tends to have, already has more resources dedicated to it than other servers. And ALL of the servers have been upgraded multiple times. The servers are not allocated exactly the same. The servers that handle less of a load have less dedicated to them. So this argument doesn't fly.

    10. DOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOM!

Last but not least (at least until better points come along to be added,) server consolidation is widely viewed in the industry as an MMO going on life support. No, we don't have WoWs numbers (and you should actually pay attention to when and how they got those.) They're an abberation in the MMO industry. COH has had and does have a very successful, sustainable population even at its lowest points, so there's no economic need to combine anything. The flip side of that, of course, has been suggested above - you crowd people together, break up their SGs and friends lists, cause characters to go missing and poeple definitely *will* quit, both out of annoyance and a sense of "The game is almost dead!"

    In conclusion....

As stated before, when it comes to server consolidation... HELL NO.

Also, as a word of advice, bind a quickly-reachable key to target_enemy_far, as it will save you the time and trouble of picking out the stragglers by hand.
Provoke is a pointless power pick on any tanker, Taunt is much superior and recharges quickly. Between Invincibility, one of the strongest taunt auras in the game, your attacks and Taunt you should be able to fairly easily control the aggro cap of enemies. Provoke would require devoting a power pool, power selection and several slots for a vastly inferior version of the Taunt power in your secondary.

I can probably count on one hand the times I've wanted another taunt power after using my aura, taunt and a ranged attack... and that's in over 6 years of tanking. Provoke on a tank is simply not worth the power pick and the slots required to make it effective.

Thanks again all for any help.
Go for Ranged/AOE set bonuses and slot your shields normally. One Parry will make up the difference in Melee defense so you're free to work on other sets.

My BS/SD uses Mako's Bite in the single target attacks for ranged def and Scirocco's Dervish in the AOE attacks for AOE defense.

Pie in the sky wishful thinking has me hoping they have more discounted transfer fees planned or dare I say it maybe even (pretty please) some free transfers, and they don't want any impatient players complaining that they feel cheated because they bought their transfers before the "surprise" was activated.

But the most likely reason is that they want to make sure there are no bugs.
I wouldn't be surprised if it was an oversight on the Dev's part, that they may have merged the lists but somehow forgot to add the new servers to the transfer database. In any case I doubt we'll find out for awhile.

My guess is that the OP was told that 12 points was needed from someone using KB IOs, which will give you KB protection only, and no KB resistance. As I'm sure you know, UY has 10 pts of KB protection and 10,000% resistance, and the resistance makes a huge difference.

Personally, I've never been KB'd on one of my Invul tanks with UY running, except in cases of unresistable KB, like the Ritki raid bombs.
Yep, I tanked Hami more times than I can recall back in issue 4-8; his KB isn't that severe. I've seen fire tankers manage him with just Acro (10 points).

The only things that have ever KB'd my Inv (baring a bug stripping a toggle... happened last week in a Lambda and no, the Augers didn't drain me dry) are unresistable repel effects like the Rikti bombs.

Unless the KB is flagged unresistable an Invuln running Unyielding will not get KB'd. Period.

I wasnt aware that the Miracle +recovery required the power to be active, so thanks for that suggestion.

I have always hated Jab with a passion, without a doubt the worst power in the game, but you do make a good point for the bruising effect.

    Definitely some things to consider.
You DO NOT need more KB protection on an Invuln. Trust me on that, you won't find anything in the game that can knock you back while Unyielding is active.

More KB protection on Invuln is a total waste of an IO and a slot.
  7. It's a judgment call really. Nerve's primary benefit, more accuracy, generally isn't that valuable on a mature build but it does have some nice secondary benefits. I've never taken it on a character yet but I can understand the logic.

For most characters I tend to think either Cardiac or Spiritual depending on what that character's needs are. My Inv/Stone went T4 Cardiac while my Stone/Fire went T3 Spiritual. The bottom line is that you've played that character up from level 1 and you know where your holes are; plan your Alpha to fill some of those holes.

I've had legit emails from MMOs somehow end up dumped into my spam box before. However, they also made the announcements in several widely available and easily accessible areas. They've pretty much done everything but hand deliver notices to everyone.
Quite frankly I can't think of any word to describe your posts other than vehement. You seem to have staked out a position that marketing is perfect and there's no way to improve on it. The rest of us are saying that many of us didn't get the word, didn't get any emails despite having the correct address on file in our master account and that the advertising should have been handled better.

Is it a big deal to me? No, I'm not intending on moving any characters at this time and I already have several unassigned vet slots so it's a moot point to me. Still, it's in every player's best interest for the game to be profitable and if more people are aware of a sale then more people will take advantage of it. I'm curious as to just why you oppose that?

Let's say you were in charge of a company and you had a new widget that you wanted to sell to your existing clients. You put out a notice on your company bulletin board and maybe sent an email to some of your clients. Let's further say that a many of your clients don't even know your bulletin board is there and the majority of your clients who know it's there don't ever look at it. Would you consider posting something on your board to be the ideal way to reach your clients? If later on many of your clients told you they never got word would you just tell them it's their fault for not reading your boards? Would you berate them because your email wasn't sent to them despite your having their correct address?

As it happens I own a video production company and you can bet that I do my best to make sure my clients know I have something that they may be interested in. When clients tell me that they didn't get a message you better believe I'm going to try and find out why they didn't and correct the problem in the future.

Companies that don't do that tend to have difficulty selling their products. Bottom line, they want their client's money. It's therefore incumbent on them to do the best they can to let their client's know they have something to sell. It's the company's responsibility to inform their clients of a product if they want to sell it.

Fire's a good offensive tanker primary, just squishier than the average tanker. I have a Fire/Fire myself at ~38 and aggro isn't a problem. While I know it's possible to build a highly durable Fire tanker I doubt anyone would claim it's inexpensive; Invuln will easily outsurvive most Fire builds. My experience with my Fire tank is that I have to be on my game with Healing Flames and very active in order to survive things that my other tankers take in stride. On the other hand Fire/Fire has tasty damage output so it's a tradeoff.

With a good player behind the controls it's hard to really find a truly bad tanker set although for a tanker who want's to tank WP is just about the bottom choice thanks to the terrible aggro aura.
  10. Ok, I'm going to go against the advice you've gotten earlier and suggest NOT getting willpower for a first tanker because it's far more difficult to hold aggro with and demands a higher level of skill on the tanker's part in order to actually tank. I see WP as a "scranker" set (something that plays like a lower damage scrapper) rather than an aggro controlling tanker.

Willpower is a solid and durable set true enough... however it's taunt aura isn't just weaker, it's actually only about 10% as effective as any other aura. (1.25 second duration MAG 3 vs a minimum of 13.6 second duration MAG 4) You will have to rely on a strong AOE secondary in order to hold aggro at all and you'll still loose it to other teammates on a regular basis. Frankly I've only ever seen one WP tanker who could reliably hold the aggro of a spawn in the face of a high damage team and even he couldn't keep aggro away from my Shield scrapper. Admittedly my Shield scrapper doesn't need anyone to keep aggro from him; he's more than tough enough to handle it AND he has a very strong taunt aura. Still, WP is the only tanker primary I can reliably steal aggro from on that scrapper.

I would suggest Invuln as your first tank actually; it's more durable and generally just as "set and forget" as WP while having one of the best taunt auras in the game. You'll have a lot easier time with aggro and with a decent build (and it doesn't have to be extravagant) you'll easily handle anything you come across.

Secondary wise I'd advise against Energy Melee (I have that at 50 and it's definitely a bottom feeder nowadays) but really anything else will serve you well. A secondary with AOE capability will assist you in aggro management and decent damage is always a plus... good choices there are Fire or Electric. If you want a bit more mitigation then something with soft controls comes in handy like Stone Melee, Dark Melee or Ice Melee. Super Strength is the classic pairing with Inv and it's good; it just takes until level 38 before you get any AOE... but when you get there it's a good one.

    BS/SD or BS/SR??

Agreed with BS/Shield; mine is my favorite scrapper and highly durable. As Local mentioned Parry allows you more room in your build for set bonuses since you won't need to build melee defense. I used Mako's Bite and Scirocco's Dervish on mine to build my Range/AOE defense and slotted Gift of the Ancients in my shields to take care of any endurance issues.

The non-resist flag would make these effects stronger against AVs and GMs. I wouldn't turn my nose up on that, but in general play, I'm not sure it would really make any of the debuffs more attractive than Reactive.
My understanding is that the Interface proc is actually granting a temp power to the target and the target is actually affecting itself. In that case the purple patch does not apply as the "caster" is actually the target so it's treated as affecting an even level foe.

Ok, they are attempting to sell something to their audience. It's incumbent on them therefore to reach that audience... something they obviously failed to do given the numbers of, and let me stress this, forum regulars who were unaware of the discounted transfers.

Few of us are complaining that we missed it, we're pointing out that in order for advertising or notification to be effective it needs to reach the client base. The first rule of selling something is to make sure that your potential client knows that it's there to buy. It's the seller's responsibility to notify the customer and in this case it's obvious that NCSoft dropped the ball.

The email system is apparently broken; I haven't received anything from NCSoft in more than two months despite my address being unchanged for over 5 years. Wait, I take that back, I did get the canned "is your problem resolved" followup last week after petitioning a bugged mission. Checking on the email the last non-GM email I got from them was for the issue 20 pre-beta invite on 2/2/11. No, they aren't getting caught by a spam filter either as I checked on that.

I went back through my email and the last promotional email from CoH was 4/30/10 for the issue 17 launch. Nothing for issue 18, 19 or 20.

I do not have any accolades but I have Numina/Miracle Uniques and a few recovery bonsues.

If the crash is 100% endurance, then why I am left with end to run toggles and activate Dull Pain? I can't be the only one experiencing this.
It's all a matter of timing. If you get a tic of recovery after the crash but before your toggles tic (all toggle powers "tic" and suck their endurance quota at a given time) then they stay up.

Back in the issue 6-12 era I had and frequently used Unstoppable; I found that roughly one time in 4 my toggles would stay up due to that phenomenon. Your toggles will tic every 0.5 seconds so in order for them to survive an unstoppable crash you need to get a tic of recovery in the 0.5 seconds between the crash and the toggles drawing on endurance. The higher your recovery rate the shorter the time between tics of recovery so the higher the chance of keeping your toggles.

It's nice when it happens but the timing is too tight to count on it and it's out of your control anyway. I suppose it's theoretically possible to pop a blue as it crashes and beat the toggle drop as well but you have less than a half second of leeway. Your best bet is to be out of combat for the crash and plan on having to retoggle.
  15. Stone/Fire is a highly capable combination that's extremely durable on straight SO enhancements, I have one at 50 that's been a good performer. I consider Fire Melee the best pairing for Stone Armor; it's high damage, considerable AOE and very good single target yet it completely lacks any form of mitigation beyond simple damage. That's fine as a mature Stone tanker has little need of any mitigation; it's already nigh unkillable.

With all that said Stone armor is one of the most difficult sets to play because of it's mobility penalties. You're pretty much locked into teleport for combat mobility as you're slow moving (absent massive IO bonuses or team buffs) and incapable of jumping over any obstacle without first toggling off your Mez protection (Rooted). Later on you pay for your unequaled durability in Granite by adding a damage and recharge penalty on top of your mobility penalty. On the other hand those penalties are a part of having the most durable tanker in the game.

If you're just starting off I'd suggest another primary without all the drawbacks... it'll be easier to play and you'll probably have more fun. Invulnerability is typically regarded as second in durability to Stone and it has none of the penalties. On basic SO enhancements Invuln is a good bit behind Stone but once you add IO bonuses the gap closes up. In the low level game (pre-32) Invuln is considerably tougher than Stone and in the end game it can be built to withstand anything the game can throw at it.

Shield is another fun primary; it's not as tough as Invuln but it's certainly a capable tank and it does offer really good damage output. It's primarily a defense based tanker so it'll struggle some in the early going. Sets that rely on defense primarily always seem squishy until their defenses mature while those that rely on resistance do better in the early game. Later on defense comes into it's own and becomes massively effective... that's part of what makes Invuln and Stone so powerful, they have a combination of strong resistance, good defense and healing.

Really any primary can be made to work for anything you might want to do, some will require more work and/or a different playstyle. On the question of secondary sets the only stinker in the bunch (IMO having played it to 50) is Energy Melee. I've run Energy, Stone and Fire melee to 50 and Electric Melee to 37. Of those my favorites are Stone Melee and Fire Melee. The Electric is coming along and it's a fun set but I still give Fire the nod since it likewise has loads of AOE yet it doesn't sacrifice single target damage like Elec does.
  16. I've had Unstoppable in and out of my build several times over the years. Frankly ever since issue 13 and the Invuln/IO changes I've found it to be fairly useless... an Invuln who's soft capped to S/L/E/N will very rarely find it to be of any use and for those few situations where it might have been useful the judicious use of an inspiration or two generally takes care of the problem.

Currently CMA doesn't have Unstoppable and I don't miss it. In roughly 70 trials I haven't found a situation yet where it would be a better choice than simply popping an inspiration. The only real problem is in Lambda dealing with all those Seers and their psi/end drain; that's something that Unstoppable won't help much with.

The crash can be managed sure, but I personally don't feel that it's benefits justify the nuisance of dealing with it's crash. Back prior to issue 13 it was a different story as you simply couldn't build to the same level of durability you can now. I'd only take it on a tanker nowadays if I wasn't going to invest in the IO bonuses needed to boost at least S/L defense close to 45%.

Buying an off brand PSU would worry me a lot; I've had several of those fail in short order as many manufacturers cheap out on the build quality. That's one area of the computer where I never cut corners.

I'd spend another $10 and get something like this from Antec in the same power rating.

    <edit>
Which is exactly the same unit that Dissolution was suggesting.
  18. The biggest factor is that you must be on the ground... if you hop over a curb you're subject to KB. Personally I'd snag a KB IO to cover those situations.

I've had no KB problems with my Spine/Elec scrapper although I have slotted one KB IO in addition to grounded.
  19. Wow, I had to make a search of the forum to find any mention of discounts on server transfers. I had little difficulty finding out about the discounted character slots but finding the bit on server transfers and add on packs wasn't at all obvious.

The NCSoft launcher talks about the anniversary and looking further it mentions character slots. No mention of transfers or add ons on the home page and the link in the launcher takes you to the news archive discussing character slots... there's no mention of transfers or add on packs.

You'd think that if they were running a special to try and get players to spend more money with them that they might want to actually let the players know about the special? Yeah, I know... dumb idea.

If I, as a player who's active on the forums and reads them daily didn't know about the discount on anything other than character slots how do they expect the masses of players who don't follow the forums closely to actually spend money with them? I found one announcement (rather cryptically titled) that mentioned transfers and I had to go looking for that.

No, he's saying that for the vast majority of content both Inv and Stone can afk in the middle of a group. For the mobs where Inv can't do that in most cases Stone can't either.

Nobody disputes that Stone is the most durable tanker in the game. On the other hand it comes loaded with penalties and Inv is functionally as good in nearly every instance without any penalty.

Stone is better against high tohit exotic damage mobs... but Invuln is capable of handling them nearly as easily given a competent player and decent build.

Offhand the only situation I can think of where Stone has a clear advantage over Invuln is tanking the tower buffed Lord Recluse in the STF. Inv can do it solo, but you'll need either team buffs or an appropriate inspiration loadout. Stone can do it with minimal inspirations and no team buffs. In every other situation I can think of the superior mobility, recharge and damage of Inv is a better choice.

Full disclosure here, I have 4 level 50 tankers and two of them are Stone. (Stone/EM and Stone/Fire) I like the Stone/Fire tanker and it's fun to play... still there's nothing it can do that my Inv/Stone tanker can't do also.

Actually it really isn't that much. I have both Stone and Inv at 50... yes the Stone is more durable but the difference is fairly minor and there's nothing I've done with the Stone that an Invuln can't do nearly as easily.

Both tankers are, in 99.999% of the game, unkillable. In those few edge cases the Stone does have an advantage true, but on most of them if it's nasty enough to drop the Invuln it's probably nasty enough to drop the Stone as well. Frankly considering the functional near equality in durability over the vast majority of the game and the considerable penalties a Stone pays for that durability I give the overall nod to Invuln.

I never said I reached the cap, I was wondering, what with changes that have gone on in my absense, if it was now possible (with my current build that has tough and weave but not tough hide) without Tough hide.
My mistake, I just re-read your post and realized I'd seen it wrong, I'd thought you were saying that you had reached the soft cap. That's what I get for posting something when I'm dead tired.

To expand on this a bit simply PM one of the community reps and ask them to please change your forum name. I don't know how quickly they take care of it now, back when they first removed our ability to do it ourselves they made the changes really quickly... I had them change mine slightly (it used to be Call_Me_Awesome and I had them delete the _) and they changed it in less than 12 hours.

    Good luck!

If the person in question is in need of both A)the recovery/regen available in Energy Mastery, and B) a couple percent of E/N defense I would recommend LBE.

It is especially useful on a WP tank or scrapper. You can slot it with 3 Thunderstrike and 3 Devastation. That gives you: 2% recovery (not a big deal, but at least it isn't debt reduction ), 2.5% E/N defense (which IS a big deal if you're close to softcapped but not quite there), 12% regen (WP likes more regen), and 2.25% max HP (one of the largest +HP set bonuses available in a non-purple set). And in a pinch it can be used to fill in an attack chain if you find yourself getting slowed, or to tag runners with.

It's less useful on an Invuln, in which case you would probably want to swap out the Devastation with 3 of something else (or just leave it 3 slotted with Thunderstrike if you aren't planning on using it at all). For Invuln, the recovery bonus in Thunderstrike will be more useful than on a WP.

It's a ranged attack that can slot sets no tank other than SS or Stone Melee can slot without dipping into an APP, and if you're having end problems you will want Physical Perfection anyway.

Yes, there are other powers you could take, but LBE isn't a BAD choice by any means if you need a power to slot those sets in.
My thought on APP selection is simple... if I have 3 power selections open then I'll get Char, Fire Blast & Fire Ball. If I only have 2 selections and/or have endurance issues I'll get Conserve Power, Laser Beam Eyes.

In either case on an Invuln I'll slot the single target blast with 6 Thunderstrike for a bit of recovery, a bit of accuracy and 3.75% E/N defense. 6 Thunderstrikes helps an Inv a bunch more than slotting 3 Tstrike/3 Devastation. Remember that the 6th bonus is another 1.25% E/N defense on top of the 2.5% E/N defense from the third slot. That last bonus also has a different name than the 1.25% bonus from Reactive Armor so you can have 5 sets of Reactive and a full set of Thunderstrike without hitting the "rule of 5".

I'll second this, if you can build a character in game then you can use Mid's... the layout should look familiar and anyone who can play the game should be able to figure it out. I consider Mid's to be invaluable for working out a character's build and a near-requirement for planning a respec. I would never consider respecing a toon of any significant level without it. It lets you build a character power and slot, drop in enhancements and it calculates all your power's stats and effects for you.

I also second Hyper's suggestion of Titan Sentinel... it's SO much nicer being able to directly import a character's live build than to recreate it from memory.
