BS/SD or BS/SR??
Shield Defense will do more damage but Super Reflexes will be cheaper. Against All Odds and Shield Charge are just that good.
BS/SD.
The extra damage and more AoE will make all the difference. SR will be chaper to softcap, but if you find yourself on a tight budget, you can use Parry to keep your melee defense up and focus on Ranged and AoE (which are usually cheaper to buld for)
Also, Shield gets +HP, and some resistance, neither one of which SR gets.

I love SR, but for pairing with BS, I'll also recommend Shield.

As someone who returned to the game not so long ago, I'll vote Shield for all the reasons above, and to top it off if you haven't had a shielder of some kind or another, then you need one. Nao.
Another vote for Broadsword/Shield. If you rely upon Parry to cap your Melee Defense, you can focus on sets for general Defense, Ranged and AoE. That how I did it with mine, "Bull Shield." Shield Charge makes a significant improvement in your AoE damage. Besides, Broadsword + Shield just looks like they go together.
On the other hand, Martial Arts and Super Reflexes just seem to go together.

Agreed with BS/Shield; mine is my favorite scrapper and highly durable. As Local mentioned Parry allows you more room in your build for set bonuses since you won't need to build melee defense. I used Mako's Bite and Scirocco's Dervish on mine to build my Range/AOE defense and slotted Gift of the Ancients in my shields to take care of any endurance issues.

For really high end builds, I would definitely recommend BS/SD over BS/SR.

Yet another vote for the Sword and the Board.
SD in general kicks butt. I have a 50 SD/SS Tanker that kicks backside.
Ok, so I went with BS/SD. Im currently sitting on lvl 12 and I got to say I'm loving it. Now I dont want any builds as I like to try and build my own toon, but a quick question. What would you try to build towards? Melee def, ranged, fire, cold? I want to be able later on to up my difficulty as high as I can get it, since like I said earlier I solo alot more then teaming. Thanks again all for any help.

One is only melee defense, the other is ranged and AOE both.
So, build for all three, since two of them are tied together.
Conversely, skimp on the melee defense a little and let Parry carry you through. This can save some/a lot of inf.
Most of all, enjoy. It is AMAZING how much fun bs/sd is.

My BS/SD uses Mako's Bite in the single target attacks for ranged def and Scirocco's Dervish in the AOE attacks for AOE defense.

For starters, you should focus on Ranged and AoE defense while you're leveling. Parry will be enough to keep your melee defense softcapped most of the time, and it will let you save some cash.
I like Eradication in my AoEs (full sets). It gives you: 1.8% +End, 1.56% ranged defense, 2.25% +Max HP (the largest non-purple bonus available), a useless debt reduction, and 3.13% AoE defense. The enhancement values aren't that great, but the set bonuses are awesome. It's one of the only sets that gives you both ranged and AoE defense in teh same set. Scirocco's Dervish gives you AoE defense as well, but you need 5 of them to get it and it doesn't give you any ranged defense, max HP or max end. As an added bonus, the set caps at level 30, so if you use level capped sets you can keep your bonuses down to level 27 when exemping.
Numina's Convalescence is nice. I would put 3 of them every place I can stick them, for the 12% regen and 1.88% max HP.
I'd slot for: ranged/AoE defense, max HP, recharge, and regen. Pretty much in that order. You can reverse the max HP and recharge if recharge is more important to you.
Later on if you have the cash, you can work on getting softcapped to all types without Parry. If you do that, you can drop Parry from your attack chain and increase your damage output. Parry is great for the defense buff, but it's not really that great of an attack.

Deflection, it should be noted, isn't just melee defense, it also houses your S/L Resistance. If your going the route of SOs or common IOs it might be prudent to add one or two resistance enhancements. If your going IO sets then maybe three defense (Three slot LotG?) and three slot a resistance set (Aegis maybe).

**Bows** I do what I can.
I just came back from about a yr away from the game and really want to roll a scrapper as I have never had one past lvl 10 or so. I wanted either bs/sd or bs/sr but was wondering which was basically more fun as I solo 95% of the time. I have enough inf to make either one a "monster" but which has more potential to be that "monster" ? Thanks for any help!!
