this is a....really......really....bad build 1 you NEED anguishing cry you need web enelovpe get rid of the teamwork sets and get TP foe get rid of duel weild and you are a MM you dont need 2 Movement powers and you dont need all those sets imo and get rid of conduct of pain

Like i said above Yes it can be pre-ordered cause it supports the new tier system coming with going rouge
Tier 1: Having your New loyalty badges
Tier 2: Pre-Ordering Going Rogue
Tier 3: Having Year 60 vet badge
The only real question i have is will it be NCsoft store pre-order -
Pre-Ordering gives you the tier 2 of the upcoming new 3 tier system
