Energy Melee's Stuns coupled with toggle dropping pretty much make the damage a secondary effect. While the blasters (who have little or no mez protections) are used to functioning with break frees active, most scrappers are not, as they rely on their inherent protection powers to keep them safe.
In other words, despite your toggle powers protections, pretend you don't have them and prepare based on that -- because those protections will be knocked down at some point.

Actually non of the above made any sense.
Blaster BI on melee attacks supass scrappers damage in melee. I can only imagin that you mean DoT and are only considering the melee attacks of blasters. There is nothing that says you cant use the range attacks as time fillers.
The damage on EM is far more important than you realize. With out that damage a blaster wouldn't be able to capitilze off the toggle dropping effect of the attack. Also with the changes to mez resistance there are other way to break through. -
Just two comments.
1. Knock back in engery...I like it the way it is. If it were to be changed I would prefer it to be through the addition of a knock down enhancment. My feelings is that its nothing more than preception...If you know how to use knock back its a lot better than knock down.
2. Sinper attacks in general could us a buff. 7.5 braw for a 3 sec animation thats interrruptable for 15ish end. Being locked into place is dangerous, and with it being interruptable doesn't make it on par with other range attacks and our melee attacks. Prime example is the effectiveness of Bone Smasher. Right now its much better to blitz with melee frist and follow up with short range solo. In groups, tank/scrapper takes frist punch followed by AoE onslought. Single targets are used for clean up. Snipe isn't necessary for pulling. It does poor damage if you are considering DOT and burst damage. Its purpose needs to be readdressed. -
First, nice save Salvo. Reposting that orginal thread will problably be the most usful thing written in this chain.
Second, Castle your reply was too cheeky for me. The Blaster community has posted 3 complied list of issues in the past...all were ignored and subsquently eaten by the forums.
Thrid, its been Castle looking into stalkers, then defenders, then blasters. You've had your hand in other projects too. You're also using spare time to look in to these things. It sounds to me like some one isn't doing thier job.

I am now level 22 and I posted this thread a few levels back. I must say that I've definatley learned one thing over the passed five levels:
Defiance only works when you pretend it's not there! It really has followed through for me. I really do turn into a killing machine; in both Group and Solo play!
Here's a little story:
I was facing a group of 25s (while 22) and I killed off every single one. I was around 75% health and a rogue level 26 Tsoo - Ancestor Spirit just wailed 2 shots on me and brought me down to ~5% and my Defiance bar shot up to full. I had time to pop Aim+BU and returned fire with a Bonesmasher + Power Burst combo and "Two-Shotted" a purple leiutenant. WOW!!!
I must say I was lucky that it kicked in!

ummm, why are you hitting bu and aim when your defiance bar is full? killing time for a power to recharge?
blaster cap is 500%. defiance will take you there by itself. -
like OMG! every power that i have will save like 1 end...if it rounds up.

accuracy isn't an issure with any other set either. The bouns does nt do anything to significantly seperate it.

The change to CE is what drove me to delete 16 ice tank. While fun in the low levels...i didn't see it getting anybetter. Especially given the recent trends to fixing and improveing stuff.

This my update.
Defiance doesn't do anything for me. For the extra damage to be mesaurable....it needs to save me a shot. This is not happing. There are three reasons for this.
1. The significant protion of the buff starts too late. Just running around you'll get an SO out of it on avg. This is based point 2.
2. Between 40% and 30% health is decision time for the Blaster. Fight or heal up. Below 30% the next hit from a minon or LT can kill you. A dead blaster doesn't make damage.
3. A Blaster finishes a fight long before defiance can help or is never hit in the first place.
I'm done with defiance. -
fully slotted steath would give 7.5%; roughly. Its a waste of slots to be used on a 3% def power. I think you are just spining the programers wheels with this. I get all the def when i don't need it? Why bother with the suppression of def at all and just tone down the base number? :/
Not to mention that on live it has a healthy end drain and slow component too.
The cost seem to outway the benifits.
I either want the stealth componet to stay, or the def to stay. Then I feel that at least i getting something worth while for the slot and end use. -
I'm kinda confused. Why even give a power .5% def? Thats well with in the errror proability.

With consideration of the HP changes.
Defience needs to kick in about 75% hp. It can still go to 500% near zero, but I want 100% by 50%.
Why? by 50% i'm going to get one shotted by the next Lt/boss. Minons are not a problem in the late level. I could actually use the damage on them, but I dont need it. The extra damage doesn't save me a shot.
also in its current form, it dorks up the lower levels. It gives them the capabilty to reach the damage cap before they should. I speak mainly to pre-SO levels. Once a blaster has SO, its almost a given(like debt badges) they thier attacks are 6 slotted.
I'm looking at 25-20% over all damage boost from this. But defience has nothing to do with that. The 500% damage cap does that. There are a lot of ppl that worry about teams plays and what no. Most defenders and controllers can buff the blaster. I dont see this as a problem. -
So let me get this right.
Scrappers get 500% cap because there are in melee and take more risk. Yet they get 80% defence of Tanks too? Sounds fishy to me.
I really wish the range argument would stop being touted as defence. The AI of mob is to stand around till some one wacks them. You dont' have to be a blaster to get first shot, or run around a conner to heal. That and our real heavy hitting powers have little range at all.
Scrapper do more damage in a team setting 45+, barring 32 powers like full auto/nova/inferno. This ofcouse assuming the blaster isn't caught in an AoE mez of some type.
I log in my blaster almost every night. I'm getting a little tired of being told something, then being told that they need to test it further.
Sates is right on the money with further test with scrappers and tanks. No matter how much I don't like whats being said, the right things are at least getting done. -
Why not just put a level limit on PI? 90 % of you power level occurs theres.

What I would like to see, for groups, is the ability to complete the same mission from multiple team members at the same time.

I have some mixed feelings on this. If the player hits the boss first, they will most likely win. If not...well running never hurt.
Since you are looking into this, would you mind looking at AV AoE's? My little blaster has to stand uncomfotable close to one to use something besides my two bolts and snipe attack.
