I know that you can just word-swap, say, "teddy bears" with "Clockwork" and "dark knights" with "Syndicate" and so forth and it will end up resembling coherent human speech, but it's a lot like Resistance linguo - just because it makes sense doesn't make it any less annoying.
At least with the Resistance, the in-game reality agrees with us that it's stupid, with comments like "Who wrote these orders? A four-year-old?" and "I can see your mouth moving, but all I hear is 'punch me.'" from various sources. All we get for Penelope is an admission that, yes, it's intentional but never an admission that, yes, it's really stupid.
To be honest, I've never been a fan of "Hollywood Madness" where characters just babble incoherently, but that's just me. -
This is just throwing one WAY out there but...
Gestalt - Your character will have the ability to increase one of three of their AT modifiers for certain effects. Like Tankers, scrappers, brutes, and stalkers would be able to boost their Buff/debuff/Ally heal modifiers up to say... controller levels, boost their control durations up to defender/corruptor levels, or increasing their ranged damage modifier to corruptor strength. (so, you know, those blast Epics you get actually mean something?) I expressly mention options that don't entirely mesh with the AT, but rather meant to fill in gaps and weakness to avoid things like brutes and scrappers taking on Tank/defender armor modifiers, or tanks being able to dish out as much damage as a scrapper. Ultimately, quite a few of these would only truly be useful depending on your power selections in the case of the demonstrated ATs. -

In truth, that's looking at the best case scenario, and one I'd personally hope for.
but my OP describes a worst case scenario where the old, existing bases, would likely be lost, given how fragile they've been proven before. (the incidents where adding or withdrawing from base storage racks caused bases to become corrupted, random base corruptions, etc.)
Though I think in the event of a new system, it would be equally likely for the Devs to make sure that old bases are carried over.
so, I guess try to keep in mind, this thread kind of considers the worst case scenario. -

Randomly, you know what other pairing's probably creepy?
Neuron and Bobcat, especially when you consider the following facts:
1. The old Praet arcs are still considered canon
2. Berry is a brilliantly amoral scientist who specializes in bio-sciences.
3. Prior to issue 18, Bobcat was nasty and wild as her namesake species of cat. She also likely had a hunter's intelligence and intuition.
4. She was still paired up with Neuron then.
5. Come the opening of the Praetorian zones, Bobcat now takes more after housecats, she's lazy, spoiled, dumb, no longer has fur everywhere, and has apparently gotten implants.
6. Berry is a brilliantly amoral scientist and he is paired with Bobcat, and he can probably splice her genes (or manufacture clones of her) that are custom tailored to his personal tastes. -

I've actually had ideas in mind for the animations that wouldn't have the spear leave the hands except for lunging feint, I've even practiced with it while treating my hands as the boxing gloves character models have.

I would like to start by saying that: !THIS IS NOT A PETITION AND I DO NOT REPRESENT THE DEVELOPERS OF THIS GAME IN ANY WAY!
Rather what this thread is supposed to be is to sort of take a bit of a headcount (and thus, you are encouraged to post only once, but as this is informal, it's not strictly necessary) of people who feel that the present base editing system, for all many of us have achieved through it, needs to undergo a total revamp and coding overhaul. In other words; Would you give up what we have for something new that has a chance of being better?
Further more, with your own little voicing on the matters of this thread, you may also make suggestions for what you would want to see in a new system that would make you be willing to give up the present one as well as your present base.
I will start off by saying that I would be alright with it. Bases have, by far, evolved (or perhaps degenerated) from their original purpose. They, and the now gone base raids, had been originally planned to be major selling points of City of Villains, something that ended up falling out for the most part.
This would allow devs to start anew with a new code they could be more familiar with and be able to work on better.
As for what I would want to see in the new system that would make me be willing to give up the present system. (and mind, you this is the bare minimum of what would be needed to convince me to throw myself with a new system)
-The ability to set items at 45 degrees.
-The ability to move things up and down on a Z Axis
-Removal of the need for the gaping Hallway doors and large, empty blocks between rooms.
If those three things were in the new system, everything else could be kept the same and I would be content. Though I only speak for myself, this thread needs YOUR thoughts and opinions too! -
I know what you mean. I mean my own SG base, i've poured hours into it, some of those hours were pretty damn frustrating and tedious, and while it looked nice in the end, as I continue to build, adapt, and expand on my base, I'm going to soon hit the item count, and from then on, all my prestige will be... well, sitting idly until I decide to nuke one thing for something else.

In his defense, I suppose he feels that the Freedom Phalanx needs to try to keep a professional look before other heroes as inspirational role models, and Sister Psyche (his apparent second in command, if I recall) arguing with her husband (who is arguing back and is supposed to be pretty damn professional by nature) about having kids in front of other heroes doesn't feel "Yes, we're ready to take on anything Arachnos, Rikti, or Praetoria can throw at us."
In defense of the rest of the Phalanx, Fort Trident IS kind of a super group base for them where you're supposed to be able to take a little bit of a load of and breath before the next disaster strikes.
Also, States was probably cranky because his SG base isn't nearly as spiffy and functional as the Vanguard's. -

And randomly, for no reason at all, I present a random idea I had for a War Scythe Power set.
It was a bit tricky to figure out what secondary effect a scythe might have without limiting themes, so I came up with an idea that as you swing a scythe, you build up momentum with each attack, going faster and faster as you continue. but because of this, Scythe recharge would be on the slow side, but really shine as you develop and attack chain. (Also, for balance purposes, the rechage bonus would have to somehow only apply itself to scythe attacks)
War Scythe, in my mind, would also be an AoE heavy set, which Dual Blades, Spines, and Claws looked to for inspiration.
The default stance for a scythe user, is listed above. (Left hand high, right hand and scythe blade low, the blade itself jutting outward at a flat angle (to allow for varied slash directions))
Power names and numbers are very open to suggestion.
1/1 Flick- Melee, minor (Lethal), Foe: minor (lethal) DoT, Self: +recharge (+7.5%), Recharge: Fast
Animation: A sharp angled, over head cut without shifting footing position. As the name implies it would look fairly weak but still leaving a bleeding cut.
1/2 Harvest - melee, moderate (lethal), foe: Knock up (30% chance), Self: +Recharge (+7.5%), Recharge: Moderate
animation: This time the scythe is brought in and rising slash from low without changing foot position.
2/4 Forward Sweep - Melee (cone), moderate (lethal), Foe: Knock down, Self: +Recharge (+5%)
animation: you step forward and sweep low and straight across, knocking your foes off their feet.
6/10 Taunt/Confront- Foe: Taunt, -range, Recharge: Fast
8/16 Reaper's Frenzy- Self: +Recharge (30%), End discount (starts at 30%, scales up with level)
12/20 Whirling Harvest - Melee (PBAoE), Moderate (lethal), Foe: Minor (Lethal) DoT, Self: +recharge (+5%), Recharge: slow
animation: you reel back the scythe and then spin in place, striking all foes around you.
18/28 Splitting strikes - melee (cone), high (lethal (over two ticks)), Self: +recharge (+5%), Recharge: Slow
animation: As you step forward you make a broad, diagonal sweep up and then make a second sweeping down as you step back.
26/35 Hook - Melee, Superior, foe: hold, Self: Recharge (+10%), Recharge: Slow
animation: you step forward as you do a rising cut like in Harvest, only this time you impale your foe on the length of the Scythe's blade, leaving it there for half a second before drawing out, leaving them held as they reel from the damage.
32/38 Thresher - Melee (cone), Superior DoT (Lethal), Foe: Knock down, Self: +Recharge (+7.5%), Recharge: Long
animation: you step forward and perform a series of broad, upward slashes as you spin the scythe in your hands, finishing with a single, powerful strike that knocks foes down. (basically a lot like One Thousand Cuts) -

As another note: I agree that spears, scythes, and bo/quarter staffs should each get their own powersets with their own animations. I see spears as being help point up with the left hand held up from the top by the right hand, while staffs would kind of flip this with the forward end pointing down and the rear point high, finally, scythes being weird in that the foreward end of the shaft is high, but the rear end with the scythe blade would be held low. (Also helping give the scythe a sense of heft) -

Hmmm.. perhaps a theme could image of basically the canon heroes and villains who exhibit each of the virtues and vices. (bobcat is either lust or sloth, take your pick, my money says Scirocco's a dead ringer for Pride)
Edit: Actually, silver Mantis would probably make a better 'lust', i mean the girl gets off while fighting, is naked all the time, and revels in sensuality. -

but the funny part was, in the mission I found this out in was a test of an AE are i had been working on. Malta was supposed to be raiding the rikti base and I figured, like unprepared players, the rikti would get curbstomped, instead I watched the battles unfold with rikti shrugging off Malta's stuns and end drains and one shotting them with their swords.
Boy was my face red. -

Unfortunately, what happens instead is that anyone who's not a Praetorian native (see: the players) get smacked in the face and fall down finding themselves in uncanny valley, populated by these eerie mock-ups of people. -
Well, by virtue of random targetting and AoEs, the minions WOULD FALL FIRST, meaning by the time the Lt.s started falling, chances are you'd end up with half the Lt.s and the bosses as nigh invincible killing machines.

I cannot speak for the whole, but for me as long as I am properly compensated (like having all the prestige or whatever would be needed to make the new base) and the new system includes all the items that have been requested so far, I would not mind at all.

PPD has been around since Mayhem missions got introduced! They've ALWAYS had glue grenades and nasty to-hit debuffs. Villains have been dealing with it for years.
It's not "balancing around IO's" it's just that PPD is a *very tough* enemy group.

I mean base items that would help with missions or get you bonuses throughout missions. Sort of like how you can call old contacts for help in newer content.
Maybe if you have a tip, you can take it to a police station or your base for examination and be able to run YET ANOTHER version of it.
