Okay, as far as 'placeholder names', the only things that might be easy to program for randomly generated names are "Generic (numbers)", completely random names like "3fheg8vsyn764", or something like "(Adjective) (Noun)" or "(Noun/Adjective/Verb[ing]/Verb[ed]) (Man/Woman/etc.)" HOWEVER....- I dunno about you, but I tend to assume that anyone called "Generic (numbers)" is someone who got punished for using an trademarked or innappropriate name, and avoid them. Especially if they're one of those builds like Claws/Regen or Invuln/Super Strength.
- 3fheg8vsyn764 is gonna have trouble finding a team if everyone assumes he's a gold farmer. And I highly doubt the alternative of teaming with ACTUAL gold farmers would be any fun. And God help him if he sends an ingame Email to someone complimenting their costume, only for them to report it as spam without reading it.*
- And finally, if the last options were used...it would only be a matter of time before someone made a thread claiming that the random temp-name generator is eating up ALL the good Golden and Silver Age-type names.

Assassin's Groin Kick for Martial Arts!
Original colors versions of the new animations for Martial Arts and Super Strength, Original colors versions of when you swap out Fire Schimitar for Greater Fire Sword(and vice versa, same with Ice Melee), and Hero Original colors for the villain powersets, and vice versa if you haven't done those already!
The ability to remove the sound FX entirely and replace them with colorful onomatopoeia!
A special animation theme for Assault Rifle, Mercenaries, Thugs and Dual Pistols powers where nobody actually gets shot, but there's indications of gunfire like a dustcloud kicking up in front of the target, or a wall next to them gets pock-marked! -
Lemme tell you a little story, Johnny Slowpoke. Once upon a time, I decided to make an Internet-themed Corruptor called Flamewar. However, the name was taken. I tried Flamewarrior. Also taken. Then, I tried Internet Tough Guy, and it was accepted. Good thing Flamewar and Flamewarrior were taken, because that last one is a lot more unsettling.
And here's the kicker. When I started feeling like I was "doin it wrong" with the character, I deleted him. A few months later, I decided to try again, and found that Internet Tough Guy was STILL available. -

All I know is that if there isn't a single redemption arc villainside that subtly references what happened with Jules in Pulp Fiction, I will be very upset.

Here's some other characters you might want to avoid, even in a non-RP context:- The Guy With More Out-of-Character RP Notes Than Actual Story(Seriously. I once saw a Corruptor with each of their Radiation Emission powers individually listed with the type of grenade they were RPed as instead of saying something like "Radiation powers RPed as different grenade types)
- Skimpy-Clothed Girl With Maxed Chest Slider(especially if their bio is simply "(ERP)", or if it goes into detail about how hot and irresistable she is and how much your character wants to be with her, accompanied by the phrase "No ERP". Inconsistent much?)
- Why The Hell Is This Psycho Considered A Hero?(You know what I'm talking about. The guy who tries to rip off people's arms in Pocket D simply because they're one of the villain archetypes. I mean, during a Test Server event, or maybe on Virtue, there was a guy who RPed that he was tearing off Ghost Widow's arms. I'm surprised GW didn't use Soul Storm right then and there.)

That's the same way I feel about this one. Yes, I would LOVE to have a Scythe as a weapon set (even if it's hugely impractical as a weapon and would require REAL talent to make look interesting in action), but I wouldn't like to see it restricted to just DEATH Scythe. Suppose I want a flaming devil from the underworld with a scythe, like what they had in Heroes of Might and Magic? Or how about just a brute with a giant scythe, like the Horned Reaper? Or, hell, why not a tiny little girl with a giant Scythe like Maka from Soul Eater? Ice, Fire, Earth, Lightning, the list of themes goes on, and it seems like a limitation to make the Scythe so narrowly focused.
All of THAT said, again, I would very much like to see a set like this. -
There's a severe lack of NPC female Wolf/Crab/Bane Spiders and Mu Mystics, and NPC male widows and fortunatas. Throw in Huge Widows too, just for giggles.

Ancillaries for villain Archetypes, Patrons for hero Archetypes, a LOT of ways to become a fallen hero/redeemed villain(perhaps one that subtly parallels what happened with Jules in Pulp Fiction), including Dual Pistols for Corruptors(and perhaps Defenders) instead of saving it for a future round of Powerset Proliferation*, and Temporary Powers for use in Mission Architect story arcs(I've seen at least one arc that could use this).
*CoH Conspiracy Theory #645: Powerset Proliferation is the real reason that they didn't include Electrical Blast, Storm Summoning, Archery or Trick Arrow for Corruptors, weapons for Brutes, or Earth Control for Dominators in the intial release of City of Villains -
Okay OP, I can support most of this idea. But 'Paws of Justice'? Really? I mean, we need to get AWAY from the mediocre path we're headed towards and get back to the awe-inspiring issue names that get mistaken for literary references and spawn rumors on the forums. Here's a few of my ideas for naming an issue based around the addition of new animal skeletons.
Primal Rage
Bestial Fury
Wild Kingdom
Tooth and Nail
Predators and Prey
The Lost World(if the issue ALSO includes a zone like The Land That Time Forgot...which is probably a better name for such an issue)
Eye of the Tiger
When Animals Attack
Creature Feature
...okay, maybe not those last three.

So I was customizing my Ice Armor/Super Strength tanker's powers at Icon, right? When I came out of the editting screen, I found myself covered in dark purple and red Thermal Radiation shields. I located the guy who cast them, and scolded him...then I felt bad. Poor guy had nobody else to test them on aside from his Imps, which were the same colors(as one might expect from someone with a matching primary and secondary). I looked around, and hey, what about the mannequins on either side of the shop? Just make them targetable as allies, and boom. No need to interfere with other people's costumes! And for the Facemaker on villainside, you could probably make targettable versions of the medical skeleton models.

I kinda get the feeling they'll postpone giving heroes any new ancillaries* until Going Rogue goes live, and maybe they'll give ancillaries to villains and patron pools to heroes. That's kinda my hope, anyway. I figure ancillaries would have more variety, but patron pools would be more consistent and a little more powerful.
Also, the odds are slim that we would ever get a Nikola Tesla pool or powerset. The devs would be forced to choose between it being faithful to the legacy of the man who essentially paved the way to the 20th century and beyond, or being balanced against other powersets or pools. An absolute no-win situation for them.
*Don't talk to me about the i16 addition of Blaze Mastery. I mean come on. Three choices were NOT enough. -
