Funny IMO you already listed one of the better secondaries to go with Grav which is Time.
I just finished getting a Grav/Time troller to level 50 and in all honesty it was surprisingly good.
Reasons why Time works well
1) Time Stop is a nice single target hold to stack with Grav Distortion to Hold Bosses. It also has a small - regen effect
2) Temporal Mending is a nice AoE Heal that would on You and your team
3) Time Juncture is a nice little to hit debuff that is a little end heavy ( which has driven the cost of Enzyme HO's through the roof )
4) Temporal Selection will add +Damage, Recharge and Regen to an Ally.. well how does that help you.. Well your Singularity is an Ally right?? Although the + Recharge will not affect him, The Damage buff and the + Regen will... but wait.. you cant heal a Singularity... True.. you cant heal it.. but you CAN boost its regen so it heals faster !!
5) Distortion Field.. - Recharge, -Speed and a chance to hold.. doesnt seem like a big deal... Until.. you Wormhole people into the field and then drop Crushing Field on them to KEEP them there...
6) Farsight... This is simple + Defense to ALL, To Hit Buff for you AND your Singy.. and if the team benefits thats ok too.. Plus can be made Perma with a lil work
7) Nice debuff with Time Crawl and Slower Response..
8) Chrono Shift.. More Regen and More recharge for you and the team !!!! and Plus Recovery as well.. Also can be made perma with some work ( and should be easier as it looks like the recharge time on this power will be reduced come Issue 21.5 )
Time really works well with Grav IMO.. -

You have to avoid the trap of "its not Uber so it stinks ". i have two DP toons and personally i dont make a big deal about Redraw ( I have a DP/TA so thats constangt redraw ). DP is a fun set that is solidly in the middle of the road as far as damage.
I believe the issue is that people expected it to be a Uber set and it wasnt. -

I started my most recent blaster as a villain so I could pick mace mastery for the smashing/lethal toggle. For a melee-Heavy build, I try to get ranged defense and smashing/lethal defense to 32.5%. That lets a small def inspiration (or any ally with a defense buffing set) top me off for shootage or blappage. At least, thats what my ice/ice did. And thats how I have planned my new blasters.

Im looking at a Rad/Fire Blaster so he will be in some melee. I know if I can get to around 30-35% that should be good for ranged and smashing lethal. -
Perma Hasten, Perma Light Form, Perma Inner Light and Perma Essence boost... and soon some additional NRG damage through new Interface Incarnate slot.

Here is the reason, for me. For a character to be incarnate there has to be something about them very special. If you could strip everything off them, that specialness goes away. I really plan out now whether I iTrial with a character. It generally affects how much I i/o them. (less is more, if I i/o them too much, and want the I/os, I have "to shatter" the character, and delete...
So if I both pour a couple bill into a toon, and grind itrials with them, wow, I love them. It makes me think 4 times before I go to wipe them out.
The problem with comparing IO's to the Incarnate stuff is that we have a current amount of IO's that exist. You know whats available for what power. You can plan your build well and even if you want to change it later you can respec, You can now unslot the entire enhancement intact and sell it on the market to get some of your investment of time and influence back.
The Incarnate system is a moving target right now, new abilities are being released without any information prior being available.
For example my Energy/Energy Blaster made the Reactive Interface that is the 75% proc for -damage resistance. If I had know that an Interface was going to be available that allowed for a chance for Energy Damage I would have waited for that as it fits the concept of that character better.
I dont expect and wouldnt as for the ability to get back everything invested. However to get something back would be nice. -
No disrespect but people were playing DA back in the day when there were only SO's.. And running acrobatics for knockback protection..

I would love to see something in place where you can get back a portion of what was used to make an Incarnate power. For example a few characters took the Reactive I nterface damage res debuff power but would now take the new energy proc power because it fits them much more thematically or the end redux power..
I wish there was a way to at least get back some of the threads in that power or one of the rare pieces of salvage that it took forever to get..
I know that they can be unslotted and switched back and forth so you dont LOSE anything.. i just would like to be able to "de" craft a little, -

I wish they would redo the respec interface.. its such a chore.. -
Drawbacks.. your totally awesome for MOST of the time..... crash.. pop a blue ( or hit conserve power) .. heal.. back to Awesome

id like some friggin LIGHT powers.. I mean seriously.. and no I dont mean Illusion.. I could see the Flash Powers but there is so much comic stuff with light its a shock that we really dont have a domination set based around that..

In all honesty Dominators should get more than one set because if my memory serves correct they are laggin slighty behind in the total number of set combinations ( think MM;s have the least )
I am expecting at least a Dark Control, Dark Assault set.
However I would like to see something that is new and unique to Dominators.. Let Controllers have illusion to themselves. I think some things should stay exclusive.. However I would like to see Dominators have something totally exclusive to them as well. -
I have both.. Im not into taking down AV's or GM's solo, but if I had to chose one.. It would be the dominator.. Excellent solo and in teams and definitely superior in farms.

I am a pretty with blasters. I have never built a defense build and most of my blasters dont seem to have a problem.
However I am looking at a build that will be have quite a bit of melee and I dont know what IO sets are useful for blasters. I saw a list somewhere but have not be able to find it ( it might not have been on the blaster board )
Any of the guru's of defense on blasters that can give advice as to which sets are the most desirable would be appreciated. -
Sometime Last year Dominators became my favorite AT. I already have a Fire/Psi, Earth/Fire. Elec/Elec, Elec/Psi and Ice/Thorns at level 50. I need some new Doms devs... Seriously !!

Definitely a Titan Weapons one.. ive played everything armor wises except for Stone... not a *** Stone fan but considering a Stone/Titan Weapons..

I have a DP/Time right now at level 35.. He has been doing pretty well.. Now the real test will come as I start running ITF and LGTF runs.. He will have a very high defense build with Fighting Pool. Far Sight, Scorpion Shield, Maneuvers and Combat Jump. I will also build in some pretty high recharge as wee with IO's. Adding Musculature and Reactive for more damage, the Shield Drone Lore pets and not sure on Destiny yet.

Im looking at making a StJ/SR brute and while I have room for all the attacks if I skipped one that would open up slots for other things... I was wondering if people are skipping attacks which ones are they skipping.

Having a Dark/Stone tank im gonna tell you Stone is a great pair with Dark hands down. You will have to manage your end issues but once you get to 50 get a Cardiac Alpha and that goes away...

I have a Dark/Stone Melee tank that is just brutal.. In all honesty the stuff I can survive is very surprising. I just need to get him some more Incarnate love for the End Redux and Reistance line and he will be golden.
