They do have control over drop rates, inasmuch as they can increase or decrease the percentage that each critter drops at... but they do not have control over YOUR SPECIFIC drop rates, that is just silly.

Keep in mind that no tank is really really really good until at least 18, if not 20 or 22, or even later depending on how you're building. All tanks have to "grow into" their powersets.

Almost every time, no matter the level. There are times when I skip training for "power" levels as well, though that's much rarer and is typically only when steamrolling dudes with my friends where one more power isn't going to make a difference between winning and losing. (It's pretty hard to lose in this game, anyway.)

BS: The source of Incarnate power goes by the name "The Well of the Furies," but that is not its only name, and the Fountain of Zeus is not the only way to gain its attention. As a possible example, what if I told you that Hamidon was one of those who found another way to tap into the Well of the Furies, thus making it an Incarnate as well?)

Did you purchase a European or a North American version of Architect?
Are you using the matching file to launch the appropriate version of the game?
If you bought a European version of the game, your installation folder should contain CohUpdater.eu.exe.
If you bought a North American version of the game, your installation folder should contain CohUpdater.exe.
If your installation folder does not match what it should, rename the updater file inside the folder to match. Then copy the file to your desktop (right-click on file, copy...right-click on desktop, paste) and run it from there. Tell it to install into the already-created installation folder. You can then delete the file you copied onto your desktop, and the extra garbage files that were created during the "re-installation". -

Even after GR, broadcast / global channels won't cross from Paragon City to Rogue Isles to Praetoria, and you couldn't team or anything even if it did.
So anyone who can actually hear you knows what "game side" you're on, and your surroundings should definately let you know yourself.
And for the co-op zones, it doesn't matter; especially once side switching goes into effect.
$Name, $AT, even $Origin I can understand, but what would you use $Side for? -
The @ indicates to the game that it's a global name. Any name without the @ is a character name, even if you are using the spelling of a global name, even if the global name is not a valid character name.

WASD for movement, space to jump, right-click-hold for mouselook (Q&E are turning also but I almost never use them). Tilde (~) is follow, tab and mouse thumb button are targetnear (even my ranged characters play in melee so I generally don't care about dudes on the outlying edges), ctrl+tab is targetnext, mouse pinky button is "targetcustomnext friend", f is to switch on/off my travel powers/sprint, ctrl+f is "/search" and shift+f is turning off all movement toggles.
I use the keyboard for all my attacks, etc, except stuff that's off in the extra trays they gave us (mostly porters and long-recharge accolades and stuff). Main attacks/buffs/etc in 1-0, secondary attacks/buffs/etc in alt+1-0, toggles/self buffs/etc in ctrl+1-0.

I misread your question the first time 'round, you are asking about changing a piece of your costume, not how to get a second costume slot (which is how I read it the first time).
That's at Icon, available in Steel Canyon, Independence Port, and Founders Falls. Also, the RWZ has an Icon Employee, and Trina the Seamstress in the VIP lounge of Pocket D. -
