I only get to play a few hours a week...if that. I've been playing for a long time, though, so have a few 50s, but not nearly as many as most who play this game. I rarely have enough play-time in one sitting to go through a TF any more. So, I do know what I am talking about when it comes to having a single character take potentially months to go from level 1-50 (if my altitus even allows me to get it there).
Do not worry about even trying to get a high-end IO build if you don't want to. If you're having trouble finding a build for a character that you're working on, ask us to make you a simple SO-only build. Those do still work, and will never be outdated. -
First off, welcome to the game and to the forums!
Secondly, in addition to what others have said above, I wanted to give you a little bit of a perception warning. Coming from WoW, you may feel like the population here is 'dead.' It is not, however, people just aren't out in the world as much as in WoW. A lot of this game is in instanced missions, so people tend to be doing those a lot, versus hanging around outside.
Definitely check out the Mentor project, and feel free to ask any questions that you might have. We like to help new players out. -

Has anyone even used the "Brawl Index" since real numbers came out, anyways? That's quite the antiquated damage comparison metric there.

Make sure that the AVG program knows that City of Heroes is a trusted program. Somewhere in the AVG program should be a place to put in trusted programs so that it won't block them.

The advertising copy for the guide makes some bold (but very general) claims. I'm just hoping that someone here who has already made the investment can provide a more realistic estimation of it's usefulness.
Most of those things aren't 'secret'. There are no secret leveling locations in this game. If you want to know the best places to get XP at any level, we can let you know that.
The market forum has many ways to make a ton of influence, if that is your desire (also, killing enemies gets you a ton of influence at level 50, which is a decent way to start).
Character Creation guides just sound lol-worthy. You can make a character any way that you want here, and since we don't have 'stats,' you can't really mess up a character at level 1, or at any level really. Especially since you can't lock yourself out of powers by choosing the wrong stat to put points in or anything like that.
The 'hidden mechanics' of the combat system are only useful for theory-crafting and bug-finding. Otherwise, you really don't need to know them.
I find that the most efficient tactics against EVERY group of villains doesn't change much. Only when there is a troublesome minion or something does this change. Even then, it doesn't change that much.
Powersets in detail are definitely handled by the Wiki. Or, if you're looking for more numbers, Mid's might be a better choice.
"Cutting Edge" soloing strategies? LOL. Kill stuff. It ain't that hard.
"How to play grouped characters" also gets a LOL from me. Contribute. However you want to. Just use your powers in a way that doesn't hurt the team too much. 8-man groups, unless most of the team is a bunch of idiots, will steamroll most of the content in the game.
I would say that this guide isn't worth the money. -

Better to go with the free and constantly updating approach versus the paid for and out-of-date-quickly approach. -
As for costumes, one of the things that drew me into this game was the fact that your costume had no effect on your powers. You could dress however you wanted to, and still be at the same level of effectiveness. I'd really not be pleased if I had to switch costumes to be more effective, I guess.
As for the Vet reward powers, they are balanced right now by being unslottable. If you could enhance them in some way, I'd expect them to be nerfed to compensate. If you could slot them for accuracy, I'd expect them to lose damage, for instance. Plus, I think the only ones that this would really work on are the attacks. The buff pets don't last long enough, and the prestige sprints already can be slotted. The buff pet doesn't last long enough to even matter.
I'd still say to wait for GR, and the new Incarnate system that they have been mentioning, and see what that is all about, since it seems like it's high-level content stuff. -
They really, really need to take a look a Time Bomb and give it some fixes. It's been on the 'this power pretty much blows' list for a while now.

Well, let's take a look at a basic power, and see how the damage caps would affect it. I'm going to take Smite from Dark Melee, for no particular reason.
On a scrapper, base damage at level 50 is: 20.02 Smashing, 62.56 Neg, for a total of 82.58 damage base.
For a Brute, this is: 13.35 Smashing, 41.71 Neg, for a total of 55.06 Damage.
This means, that at the damage cap for each AT (500% for Scrappers, 850% for Brutes), we would be doing the following damage:
Scrapper: 412.9 damage
Brute: 468.01
So, there is a difference, but whether that is significant to you or not would have to be considered. Also remember that scrappers have criticals, which would every once in a while double that damage number.
Now, if each of those characters were to attack an enemy with 50% resistance to both Smashing and Negative damage, they would both do 50% of that final damage number. So, 206.45 for the Scrapper and 234.005 for the Brute.
Damage resistance comes into play AFTER your damage is calculated. As such, even if you were technically over the damage cap, that wouldn't matter when fighting an enemy with 50% resistance. That comes into play after the calculation for your potential damage comes into play. -
The other players should thank you once, maybe for it. Do you thank an Emp each time he hits you with Fortitude, or a heal? Do you thank the bubbler each time he bubbles you? Do you thank the Scrapper each time he kills a boss? Or a Tanker taunts? Or a controller locks down that troublesome enemy?
Why is Speed Boost so different? Yes, it can help. But I wouldn't expect a thank you for doing what the Powerset you choose is probably most well-known for. -
Okay, first off, I see a problem when you say that you've got 6-slotted Stamina. My guess is that you are unfamiliar with Enhancement Diversification (ED). This basically means that any enhancements of the same type in the same power are giving you very low return on investment. You would be better off slotting Endurance Reduction in your attacks than putting more than 3 slots of EndMod in Stamina.
Edit -> This also means that slotting your attacks for something like 1 Accuracy, and 5 Damage isn't all that good. Because you're only getting very low returns on those last two Damage enhancements, you'd be better served with filling those slots with either Endurance Reduction or Recharge Reduction (or another Accuracy, if you're missing a lot). -
It is planned. However, they aren't as easy to do as the regular powersets. As such, they will come out when they have time to do them, as they have told us so far. This is likely to occur sometime after GR comes out.

Well, I think that part of the problem is how often he seems to come back with this, and also not learn what other people are trying to say to him. Also, as you might have been able to pick up from other posters, he does have a tendency to come back with a 'slightly' modified idea, and try to pass it off as something completely different, even though it has the same goal in mind. When people pick up on that, and realize that you're trying to hoodwink them, they get a little angry. When you do it again and again, they tend to remember your tactics, and get madder each time they see them.

Also, he seems to have, in most threads I've seen him in before, no concept of the need for balance in the game. He seems to want everyone to be overpowered, and when he doesn't want that, he wants only some ATs to be overpowered, regardless of what that would do to the other ATs.
Do I think that he deserves the sheer amount of bile that he gets on this forum? No. Do I think he has a grasp of what this game really is? No. Do I think that he sometimes can't divorce the need for a game to have balance with the comic-book world it is inspired by? Yes. Those are my only problems with him.
Endurance useage is something that can be easily managed, especially if that is your biggest hang-up about the game. However, he has been shown many ways to eliminate his endurance woes, but he doesn't seem to want that. He just wants the Devs to make it easier for him. I don't know how he could be experiencing these huge endurance issues (I say huge, because he's said that it ruins his fun, and fun is what this game is about) on every character that he makes. I have several characters that run 8-10 toggles in combat, and attack almost all of the time, and still don't have endurance problems. I have other characters that perform a lot of high-endurance moves, and yet still only run out of endurance when I've forgotten to turn off their travel power. I have a few characters that I've left their travel power on the entire mission, and never noticed because endurance was never a problem.
So, when he says that he has endurance issues on every one of his characters, I do think that it is a build and playstyle issue, and not the game's fault. -

I really wish that Castle would understand that if you want to dangle a carrot in front of someone you have to make it more obtainable than it currently is. I wish I could data mine to see the amount of repeat and new people PvPing on freedom before and after the introduction of PvP recipes to see if they actually make any impact on the population.
