Do you have at least one character that doesn't have this problem? If so, then load into that character and use the following command:
/wdwsave
Then go to the affected character(s) and use the following command:
/wdwload
That should restore the power windows. -

By the way, this is the mission I have:
Stop the battle between Nemesis Army factions and make sure no innocents get hurt
Basically get a character to 40-45, work towards that mission, then level to 50.
Everything will be -5 (or more) to you. Set the mission to +1/x8 for max Fake Nemesis and Nemesis Rex spawns. Don't rescue the innocents and you'll be able to use it on any future character level 1-50 (SSK to 49). -
To get a list of your unlocks you can use the /mypurchases command.
Warning: it will spam your system message channel.
The easiest way to see it outside of the game is to:- enable chat logging
- use the /mypurchases command
- close the game
- Find the chat log. It should be in the \City of Heroes\logs\game logs\ directory.
- change the log file extension to .htm
- open the log file in a browser

Did you make any Paragon Points purchases on that account? If not, you get +1 token for buying 400 points. You'll get the next token 800 bought points later and after that for every 1,200 points. So for your first 1,200 points you get 2/5 tokens. After that, 3 months subscription or 3,600 points bought and you'll complete Tier 5.
My second account is 10 tokens away, so I feel your pain. -

Yes, you should have got at least 2 tokens: 1 freebie, 1 for the retail code.
Also how many Paragon Points (not Reward Tokens) do you have on that account? -

In the case of base salvage it isn't an art issue, it isn't even a coding issue. It is one value in a spreadsheet and the lack of will. No, it isn't possible to unslot Reward Tokens once placed. The Tier 9s are repeatable, but he can't get them back. In the future he can choose Tier 9 or Tier 9 VIP (as long as he is subscribed).

Did I say that they should be easy for everyone? No. I said they should be able to be achieved by everyone. This is different than how you want to portray things though. Bad requirements are bad requirements. A badge that awards for 3 minutes being in FBZ is just as bad as Loves a Challenge. A badge for being logged off for 21 days is just as bad as Avoids the Green Stuff.

The Illusionist was dropped to 100 and Phantasms and Dark Servants were added to the list of Master Illusionist pets that count.

The amount of tokens earned is flexible due to how many reward tokens the player had previously. There is already a note about getting 1 token per 1,200 Paragon Points bought.

Why would it create a bigger mess? Some people don't want to be leading the aggro-magnet (front-line melee when trying to avoid getting her killed especially). I thought this would be the simplest way to handle it.
