"Honestly, Doc?" Ryan said, taking his glasses off to look at him. "If you were to promise me you were going some place quiet, not to start up the old villain schtick again, heck, even maybe to do some good elsewhere, I'd be real tempted to let you go. I've been in Juvvie, I know kind of what it's like to get locked up, and I know what it's like to have my freedom and do good."
"Say I do let you go, and you go back to a life of crime. That's my career ruined. That's like, my life gone down the drain. Zori'd be forced to let me go." Ryan sighed, before slipping his glasses back on.
"So..." -
The Vanguard could have foes from pretty much all of the RWZ enemy groups, and the Lost. Hell, some could even have a bit of a beef with the Warshades/Peacebringers, same as they don't get along with Longbow.
Secondary set could include all the impervium armour, upgrades, psionic shields, things like that. Primary could have a branch, as example, of Vanguard Wizards. -
"Cara, you need to wrap things up on the surface. I'm going after Edward." Cindersnap said quickly, tapping his boots together. The grips on his soles reformed into something more suitable for running on ice, and his eyes glowed brightly.
"Looks like you're getting some help from Wavekite. Stay in contact!" The young man said, before sprinting off in a blurr towards the manhole cover, fast enough to be just a black and orange streak as he passed and dropped down. On his heads up display, BODICIA began transmitting plans of the Brickstown sewer system to him, as the young man began his search for Ed. -
"I made my order, Cara, and I'll stand by it." Ryan replied over his commslink. "You could have gone inferno on them, but with that fuel on the ground, and their numbers, no way of knowing how many or how much collateral you could have done. Or they could have put a bullet in you." Ryan said. "Which isn't acceptable. We let them get away now, we minimize the other casualities. We've already had one man die today..."

"Soren, kindly tell Kenny to shut up before I go over there and kick him in the balls so hard he'll be coughing them up for weeks." Cindersnap said in a flat voice. "Anyone talking like that to a young girl deserves to be in the Zig." The young man was clearly not impressed.
"As I said before, let her walk over here without the gun on her. She's surrendered, and I've given orders to stand down." -
Cindersnap glanced about, from the people with guns aimed at Cara, to the police officer being held hostage. The addition of the gasoline on the ground didn't help matters. With a final glance about, Ryan sighed. His HUD data wasn't helping him get a grip on the situation, and they were outgunned.
"Burned Ice, stand down." Cindersnap gave the order, before looking about. "On conditions though. Let the hostages go, and let my team mate come over to me." -
Ryan broke off the attack as he saw the sheet of metal slicing through the air towards him. With a grimace, sweat immediately coated his forehead and bare arms as the young man gritted his teeth, eyes glowing brightly.
His molecules moved faster, phasing out as the sheet passed through his abdomen. A most unpleasent thing for him to see, Ryan kept his concentration up, even as veins stood out on his forehead. Once it had left his body he phased back in with a gasp, the effort leaving him unable to do that for at least a few minutes.
"Glad you're not going easy on me, Soren." Cindersnap grinned. "Though that was a close shave." -
Cindersnap rolled away from the blast of radiation, cursing as the fuel line was cut. But he wasn't a one trick horse, and his Unity Vigil training was strong in his mind.
"I can't stand down, Edward. I'm sorry..." Ryan called out. "I appriciate that request... but the New Vigilants don't let jail breaks happen at all. We work in the law!"
Breaking into a sprint as Wild Red's attention was on Cara, Ryan bunched a fist up ready to attack her.
"Cara, keep using your cryokinetic abilities, Wild Red put gasoline on the ground. Take them down hard and fast!" Ryan's thoughts went through his cybercomm, face resolute. -
Dropping out of the orange blur that always occured when Ryan hit top speeds, the young hero quickly looked about, his eyes glowing brightly behind his glasses. He could see Wild Red by the door at the front of the vehicle, and his HUD display soon put a name to her.
"Too late to save the officer... dammit." He muttered, clenching a fist as he started to ignite the air around it. While he might not have agreed with the severity of Edward's sentance, or his good deeds not being taken into full account, there were better ways than this. He gathered his wits about himself even as his thoughts went through his cybercom.
"Burned Ice, I'll draw the woman's attention, you need to stop them from... busting out Edward." His tone had a lot of regret in it, to be taking on a friend like this. "He might be Unity Vigil, and a friend, but we gotta do the right thing."
"Wild Red!" Cindersnap shouted out, hurling a bolt of fire towards her. "I'm Cindersnap, we're the New Vigilants, and you're -not- busting anyone out today." As he called out to her, his fists erupted into flame before standing ready for combat. -
Well, my only real beef with PUG's at the moment seems to be the insistance to do Newspaper missions instead of anything else that's remotely more interesting.
We have other missions! *sobs* -
As I may have mentioned here before, I can be a bit shy when it comes to PUG's. But today... today I indulged in some grouping action, and it was a -lot- of fun!
The Maintainer, a builder from New Overbrook who grew tired of Clockwork raids and crime and picked up his trusty wrench, put out a call that he was up for helping some people in justice, and he was soon snapped up for a group.
We decided to head into the sewers, and IC comments galore helped in our rampage against our enemies, going from level 2 to 6 fairly quickly, bantering, having fun and generally delivering justice.
So firstly: Damn, I should try and PUG more often! And throw in more In Character fun.
And secondly: Thanks to Anastasia, Phoenix Assassin, Infernal Demon, UnReal, PowerPop Girl, Miss Ice Arrow, and anyone who I forgot to mention for a fun morning of skull bludgeoning.
Oh, and thirdly: Sewer runs are pretty damn fun too. -
Okay, this is pretty odd... I keep going into hide mode. A lot. I type /hide, check everything is off, and it still says I'm hidden sometimes, or I'll check again and hide things will be on...
What the hell is going on?! I never had this problem back in the old days of /hide and /globalhide! -

Founders Falls, Monday, 08:45
From behind his desk, Shay Bennet checked over the morning news papers. A plate, nearly cleaned of the full breakfast he had, was pushed to the side of the desk to be replaced for a different sort of digest.
It was a morning routine for the businessman, going precisely according to schedule in his villa in the more affluent and beautiful part of Paragon City. Breakfast, then the papers, with the morning news on the radio in the background. He had his reasons, the primary one being that he was always on the look out for a bargain in the property and redevelopment market, or a good cause to lend his name to. Money, fame and goodwill all counted for something in the world of business, just like the expensive 'show home' he had purchased for his stay in the city.
No one takes a millionaire seriously if they're living in a simple detached house, after all. Even Zorielle Rolando was mocked in the powerful circles for her home being a three bedroomed house in suburbia.
The second reason was more secretive in nature. The papers often provided leads, clues, things for a different man to investigate than the boy from L.A.
'Fire bomb detonated in a patients room... delusions, attacking heroes?' The thirty-one year old pondered. '... Worth checking out I suppose.
Shay headed over to one of the bay windows looking out on the pool and garden, giving a wave to the grounds-keeper he hired to keep things in condition before staring into his reflection. His eyes were hidden behind the tinted glasses he wore, and everything about him was pristine and neat. From cornrow hair to a well kept short beard and his immaculate business suit.
'Why would someone murder a delusional computer programmer? ... Well, the obvious answer being that he might have been on to something. But a firebomb? There's a slight chance someone else might have been a target... or a mistake. Something to check out really. And I should find out what he was having del-'
"Mister Bennet, you have finished with your breakfast and papers?" A young woman's voice came from behind, a Chinese accent to it.
Turning round, the businessman smiled to his maid. "My breakfast, yes, leave the papers though please." He said, before pausing. "Oh, while the eggs were a little too runny this morning, the rest was perfect."
With a nod, the maid began to gather the things onto the tray. "We had to order from a different store due to them running out. I will go back to the old store for more eggs."
"That's probably it, Lien..." Shay mused, before rubbing at his beard. "Once you're done with the main things in the morning, take the rest of the day off. I think I'll be out till late. Tell Martha to give you seventy five dollars extra, cash in hand." He said after a moments thought.
"Thank you, Mister Bennet, that is very generous of you. Is there anything else you require?" Lien smiled, her face lighting up at the bonus and having the day off.
"Just one other thing, once Martha has given you the seventy five, can you tell her to come in here and see me?" Shay asked as he wandered back to his desk.
"Right away, Mister Bennet." Lien replied, quickly hurrying out with the tray.
Several minutes later, as Shay scribbled some notes down, an elderly woman with dark skin and graying hair came into the room, dressed in a simple business suit. There was a calm, immense patience in her expression, and she looked the kind of woman who was unphased by anything. "You called, Sir?"
"I have some errands to run today that have just come up, so I need you to take care of a few things for me." Shay smiled to her, taking some documents out from the drawers in his desk.
"Of course, Sir. Errands." Martha replied with a slight twitch to her lips, sitting down in the chair opposite. "What do you need me to do?"
"I've given you my proxy on closing several deals. I already arranged a franchise for a new Mighty-Mart in the Providence Way area of the suburbs around Steel Canyon. I need you to go and close the deal with the Mr. McCarter. He's asking for one ninety eight, try and get him to throw in the stretch of land at the back too, but don't go above two twenty." Shay said, passing over the first folder.
"Of course, Sir."
"Then there's the twelve o'clock with Gardner and Gardner's. They'll want five hundred, but the land is only worth four thirty. I'll trust your judgment on this one, but if we can get a bargain now, we can reap the rewards later when we get that new apartment block built." He added, passing over another folder.
"I have seen you at enough of these meetings to hold my own, Sir." Martha nodded.
"I know, and I'm thankful that I've got you about. Finally, there's a property auction at City Hall at half three today. I've included a brief on the sorts of lots I'm looking out for, my brother Jed will be dropping by as well, so ask him for some advice if you ever feel you need it. And thanks, again."
"I can do all that, Shay." Martha gathered the folders under her arms before looking at the businessman. "Just don't end up hurting yourself on any of these... errands. And check in with me. Not having no fool boy end up on the slab on my watch." She added, slightly waspishly.
"I promise, I promise." The businessman sighed, shaking his head. Dealing with Martha could be a chore at times. Passing her the keys to his BMW, he placed his hand comfortingly on the older woman's shoulder for a moment, before heading out of the office.
"Just like his old man, that boy..." Martha shook her head. She gathered the papers under one arm and passed them to Shay as he headed back in. "For all the cool and calm act, you'd lose your head sometimes if it wasn't attached."
Shay was still muttering as he got to the small passageway at the side of his villa. There was something about Martha that always made him trip over himself when he dealt with her. A push of a brick and a slight turning of one of the light fittings, accompanied with a press inwards opened up the secret door that lead down to his base, stone steps illuminated with floor lights as it wound down.
Flicking the switch on, the fluorescent lights blinked into life, lighting up the hidden room that he his alter ego lived in. At the far end of the room sat the black and blue bow, quiver and the molded costume of Azure Arrow on its stand. Various tables and workbenches filled the sides of the rooms for creating and maintaining his bow and arrows, and a map of the city was pinned to the wall, next to several other versions with differing legends, filing cabinets and desks.
Already undoing his tie, Shay hung it over the back of the chair as he regarded the map, before pressing a blue drawing pin into the Cygnus Medical center, before a red one near the statue.
Time to begin with investigating the hospital... then his place of work, before the statue. Shay said out loud, idly unbuttoning his jacket and shirt with one hand as he headed to his computer. The software, written by his father, was programmed to take a name and dredge up information on them from the internet and any public records. Johnovich, Malcom. Galaxy City, Paragon City, Rhode Island. Computer Programmer. He entered them into the PC before beginning the search protocols.
Undressed, Shay began the uncomfortable process of putting on the black and blue costume, pulling the tight fitting material over his limbs. Not only did the extra padding hide his body form, but provided a bit more protection from the various injuries a hero received. A commlink in the ear let him connect to the PPD network if needed, as well as pull data from his computer.
He left the mask off as he slung his quiver over his shoulders, before snapping the utility belt on and folding up the compact bow to go into the holster attached to it. The final, finishing touch was the black facepaint, rubbed around his eyes to help conceal his dark skin tone before the mask went on. Then he was off, through the waterway exit to rush through the tunnels under Founders, his destination Galaxy City...

Good morning there! Azure Arrow said cheerfully to the clerk at the reception desk of Cygnus Medical Center, flashing his ID. Azure Arrow, I'm here to look into the bombing that was reported today.
The clerk scrutinized the card for a bit, before looking up at the hero. Says here you're Arrow Azure. He pointed out, tapping a finger against the name line on the card.
Azure Arrow sighed. Look, I'm a second generation hero. I came here to continue my father's legacy, only to find that the name was... well, reserved. But what I'm called doesn't really matter, does it? I'm just here to help, and stop someone who murdered someone and injured two nurses. Can you direct me to someone who has information? -

Okay, in a break from norms I've been writing some City of Heroes fanfiction to try and break writers block. (As in, using established characters in canon instead of player characters.)
I've come across an odd point though in considering dialogue regarding Maiden Justice.
Maiden Justice, as we know, is Lord Recluse's sister, who married Statesman and is the mother and grandmother of Miss and Ms Liberty. (Also, is Ms. Liberty Megan Duncan or Jessica Cole? After all, why would she have the same surname as her grandfather, unless Miss Liberty married someone also named Cole. No jokes about Tyrant/Dominatrix, please. Her name comes up as Jessica in the City of heroes comic.)
Now, in the novel Web of Arachnos, it mentions that Maiden Justice dies aged 76. But in City of Heroes Volume 2 Issue 3 of the comic, As Lord Recluse retreats back to the Rogue Isles he makes this comment:
"By the way... my sister sends her regards."
Is this a cruel jab at Statesman being immortal, a reference that she hasn't died, or a reference that she hasn't died even though people thinks she has.
... Or, uh, Lord Recluse reclaimed her body for some nefarious purpose. -
I'm perfectly happy with both Warshade and Peacebringer. And I don't even have an optimal build! Heck, I don't have Hasten -or- Stamina, am Tri-Form with Human form slotted mostly, and -still- don't have a problem playing my Peacebringer.
I don't even have the bind to change power trays on form, and don't have a problem with it. -
Something big costumewise I think is coming... Jay's been -awfully- quite for a while, meaning either something big is coming to the system, or he's working on conversions for any possible engine update.
Technically, from what I saw at Omega Sektor, the way they design the missions shouldn't be affected by an engine change that much, but I'm Not A Programmer/Designer, it seems like it should be changable to a new system with ease.
It's an interesting time to be a hero! -

Ryan's powers come from his ability to speed up molecules, including his super speed. In fact, you could say that his pyrokinetic powers were an offshoot of his ability to speed up his own body, and not the other way around. Of course, it's a little hard to throw fire while moving so quickly.
His powers can manifest in a variety of ways, from blasts of fire and explosions, to blades made out of pure fire. Ryan's trained extensively over the past two years to be the best that he can with mastering his abilities.
With concentration, he can draw energy from sources of fire to renew his own strength, and with even more concentration he can become immune to sources of great heat and some coldness, being able to walk through a raging inferno and come out unscathed. His molecular control abilities even come to speeding up his body so fast he can phase through objects, though anything that can slow this molecular vibration down can affect him still, along with mental attacks.
He can even create objects of pure fire, manipulating the flames and crafting things, though animating said objects are beyond him. Finally, with a burst of fire he can dazzle a group of people to gain the upper hand.

As we can see here, Zorielle's a bit fitter and stronger than the average adult, and her reflexes and dexterity have been honed a fair bit. It's when we come to her mental stats that she really shines. Her intelligence goes into the realms of the superhuman, and fortunately has the wisdom from experience and hard learned lessons to balence that off and not overplay her hand. She's a powerful, and attractive woman which shows off in her Charisma score. This one's a leader, alright.

Zorielle's not tough nor resistant without her suit, and she's only got an average fortitude. Reflexes she's better at, and she's got a will of steel, alright. There's a tradeoff on Defense for Toughness, meaning that anything that gets through her force field has to deal with her armour as well, and her attack skills are mainly focused on her blasts.

Zorielle's a real polymath and polylinguist. A lot of her ability comes from her high intelligence, wisdom and charisma, meaning that a brush of training here and there can get her fairly proficient in a field, and she's rather skilled with languages too. Her mastery of certain fields as shown in her feats lets her Take 10 on many subjects even in stressful conditions.

Complication: Obsessions (Zorielle has a lot of obsessions, some that may get her into trouble someday. Some things really shouldn't be built.)

I was playing my Electric Brute, who's supposed to be a member of the Mu Adepts earlier on before writing that, and just thought how cool it'd be if he was a Dominator with Electric Control and Electric Assault, opened up Mids to look at the other Controller builds and put that together.

You suggested your version, I suggested my version. Your version, with it's 2 AoE Holds (Assuming EM Pulse that you suggested is the Defender version and not the Stunning version, plus EM Pulse is in Radiation Emissions) and removing the pet set for dominators is sufficiently different. I only just found that by searching for it after you pointed this out, if I intended to rip off or query your choices I would have done it on the topic you created.
Perhaps instead of jumping up in defense and anger, you might consider that ideas that run in the same vein of thought mean your own idea has merit, and that with other people requesting it means there's more of a chance that we may see it sooner rather than later or never.

I'm not that fond of Lightning Field and only have it for thematic reasons. Lightning Rod I consider one of the signature powers of the Brute AT, just like I consider Thunderous Blast to be one of Electric Blast's signature powers as one of the few Targeted AOE Nukes.

An E3 Blaster has 3 Single Target Holds, some powerful Melee attacks, one of the more safer Nukes in the game that doesn't require you to get into PBAoE range, and having played with one for several years now, I'm perfectly happy with it. If they found what you mentioned to be the case, then I'm sure the Devs would adjust either or both to differentiate them.
Believe me, I love Electric powersets, a lot. That's why I'd like to see more. -
As we're all suggesting powersets and such, here is Electric Control, in Beautiful Blue for Controllers, and Ravishing Red for the Dominators!
1: Electric Fence.
Ranged, Moderate Energy DoT, Immobilize, -End
Your standard Tier 1 Immobilize, 4 second recharge, good for stopping a runner, setting up containment or just chipping away at someone's health.
2: Shock Cage.
Ranged, Moderate Energy Damage, Hold, -End
Uses the animation for Shocking Bolt instead of Telsa Cage, 8 second recharge like the other holds, spammable with slotting and speed buffs for damage and holding.
3: Lightning Shackles.
Ranged Targeted AoE, Minor Energy DoT, Immobilize, End.
Same vein as the other AoE immobilizes, less damage ticks to lower the use of it as some kind of damage-ticking AoE and keep it for mostly the mez and -end aspects.
4: Short Circuit
PBAoE, Moderate Energy DoT, -End and -Recovery
Building into the endurance sapping and debuffing part of the set.
5: Lightning Strike
Targetted AoE, Moderate Energy Damage to Target, Minor Energy Damage to those around, Stun, -End (Increased Magnitude on Main Target
Calling down a bolt of lightning into a group of foes, the bolt strikes the target and discharges into the surrounding enemies. The person with the misfortune to get hit takes the full brunt of the blast as the lightning stuns them and saps their strength, but those around him find similar occuring.
6: Circuit Breaker
Ranged AoE, Minor Energy DoT/Superior Energy DoT to Robots, -End, Hold (on Robots)
While not that effective against human opponents, giving them a mere jolt that lingers to zap them after the initial blast, computerized beings such as Council Hoverbots, Mechmen; Arachnos droids; Malta Titans; Longbow Cataphracts and Rikti drones are less fortunate, suffering glitches that cause them to cease operation and considerable damage.
7: Telsa Field
PBAoE, Hold, -End
With a surge of controlled energy, a wave of electrical energy rushes out of the users body, quickly entangling and forming cages around enemies to prevent them from acting. Imagine a Force Field style Dispersion Field being cast, but with a crackling orb of electricty instead of shielding blue goodness.
8: Arc Lightning
Ranged, Minor Energy Damage, -End, Sleep, Special
A more controlling version of chain induction, the lightning blast arcs from person to person in the group, causing them to seize up and spasm as the lingering charge in them renders them useless. Unfortunately, any contact causes discharge and makes the enemy wake up.
9: Surge Gremlin
Summon Surge Gremlin, Melee/Ranged Control
With crackling force and power, you can bring forth a subserviant being of electricity. Any creatures that get in range are likely to get a charged brawl to the face, and those at range are either going to be caught with a bolt of charged energy, an electric fence ensnaring them, or a bolt of shocking force to root them in place.
