    They have told us why they do that though. It has a negative effect on performance both local and server side. Computer hardware has improved though, so who knows.

    I agree with Sam on this one, oft times it seem arbitrary as to what they allow. I think it is time for the menus to be reviewed, and reworked. The UI is fine, it is how the menus are set up, and which parts are exclusive. The Elemental Order mask is a good example. Why can I not wear that with a Hood, but I can with a hat? Why not with Half helm?

    I mean exclusive items is getting long in the tooth. It is one of those things I think a person should be just hired and assigned to. Much the same way I feel about Weapon models and Pool customization. If they don't just stick it at the top of the schedule and make it a priority, then it will forever be swept under the rug.

    From the very onset of the Incarnate storyline, the Statesman was painted as weak and left wanting. The Well can control him, but it can't control us. Considerably more than the Statesman ever had. All of a sudden, he's put of his depth among people with equal power to his own, often even greater, who are not hamstrung by the Well's control. All of a sudden, the world's most powerful hero isn't. All of a sudden, he's reduced to a supporting role because were we're going, he can't follow.

    The best way to "depower" the Statesman is to just shift the power level of the game up and leave him where he is. That way, he still works as an icon to up-and-coming heroes, but he is no longer the unreachable, unmitigated Mary Sue, because towards the end, we do reach and exceed him. BECAUSE the Statesman has been built up as this massive powerhose is exactly why it is so satisfying to surpass his power.

    That can't happen now that he's dead.
    He was developed in the comics, and in the novels, guess what....he was jerk in those too.

    I agree the story attached stunk. I heard what Matt said, and that is a LONG way from spite. Spite would be "Jack is an ***, so I am killing his characters." The first part is true imo, and how I do feel about Jack. However, he and Matt were friends outside of work. Also, looking at Jack's record of sticking his foot in his mouth, I think if he thought Statesman was killed out of spite, it would have come out by now.

    It is what it is, a story, granted a bad one, but a story still. I can also see the wisdom in the statement of we are moving forward. Still, not very spiteful. I just can't see spite in it.

    If anyone was screwed through that story it was us the players. Because we were forced to fail over and over and over. Which imo was what made it stink. We had no chance to save any of the above, because it had already been decided. If you are going to kill characters, don't put their deaths at my feet. Do it in a way where they do not die because we failed to save them.

    To be honest, I am a bit dissatisfied with the game right now. It has nothing to do with the Paragon Store, and every thing to do with the current costume policy. It has to do with the devs not admitting that releasing the sash to one model only was a mistake, and fixing that mistake as fast as possible.

    I am pretty annoyed that some of the best devs we have seen in years were moved to another project. I mean Second Measure, and Noble Savage. That really does stink of the past to me. If they were to move Synapse it may would be the straw for me, it may not would make me quit, but I sure would take a step back. I paid for a year, so I will be here till next Jan no matter what.

    I have always seen the potential this game has. But it seems like one of the things I care most about (Costumes for MY characters) is not a priority any longer. Female models are the priority, which is granted someone's character, just not mine. The other thing I care about is scrappers, I guess I should be glad that they just exist in that vacuum of WAI. In the recent past I was not, but with so much seeming to change, I am glad that scrappers are what they are.

    A bit of this may come from the fact that i23 has very little in it that excites me. Retro Sci-fi is not my thing, I am glad some like it, and I will purchase it, but it is just not exciting to me. Hybrid, and the Mecha armor are what I am really looking forward too in this next issue, and that is about it. Hybrid is being locked behind one trial of content, which I will have to run 3-4 times just to unlock the slot. That is 3-4 times on each of my 16 lvl 50 toons that are incarnates. I am thankful that is only 5.

    I still don't think Statesman was killed out of spite. I also realize that I AM suffering from a bit of burn out. Which is why I am going to read a few books, and watch some movies before logging into the live server again.

    How do you know it was out of spite? Can you provide a source on that one? I think they were looking for shock value, which they missed because they told us before it happened. Which was stupid imo. I was more shocked by the other deaths in the arc.

    About the store.

    I would like to see one major release a month. Staggered between Costumes and Powers. If I could get a new costume, or a new power every month, I would stay happy. Well as long as I could use the costume, and it was not something like the CoL set.
  4. So, the new mecha set on beta has me a bit excited. I was going to wait and do a rad/rad scrapper and use the costume set, and I may still. However I decided to dust off my PB to see what could be done with it these days. The answer was perma LF with stuff that I have lots of these days. Even if I somehow missed a cycle the character is still tough, but PERMA LF w/o giving up my costume! Because LF is now just a glow around the character.

    Here is the build as I have it now. One or two powers may still be swapped out. I have tried to avoid the big KB blast powers as I always played the toon more like a scrapper any way. Now I can actually do it better. This is a human only build, because I tend to like my costumes.

    The BG is that the character was a child genius during the Rikti war. He was nearly killed, but survived by bonding with a Kheldian, and rather than staying in his human body, he augments his powers and that of the Kheldian with armored suits. All of this is funded by the military, and Vanguard specifically.

    Please give me any feed back you have on the build. I am testing it on beta now, but things are a bit different there because on live I only have the alpha unlocked on him.

    Then there is group D, who really doesn't care that females get unisex items, and sexy female items. That are just annoyed (actually ticked off) that long requested items are only made for females (like the sash) and that there is time to port unisex items from male to female, but no time to port unisex items from female to male.

    See, group D really is looking for fair. Group A could care less about fair because they get it all. Group B wants boring, because they want ALL costumes to be unisex only, which technically is fair by definition because everyone is getting the exact same thing. Group C wants all costumes for all models, which I agree with Tony would be used to make fun of others more than anything else. Group D want's what makes sense.

    I am in group D, because while I do not play female toons I do understand some want to not dress sexy, but I do like seeing such sexy things in the game. I have no issue with unisex ports as long as it goes both ways. I also think all packs should have costume items for every model, and that highly requested items, like the sash, should be made available to all models from the start.

    So far the devs only seem to care about group A. I hope at some point some common sense is found and they recognize D is going to be better for customer retention and happiness.

    It happens on live, and not just with Staff toons. My KM/ElA scrapper has been doing it on live as of late also.

It is a time killer till Bio Armor is released and I can Remake my namesake Spines/Regen into a Spines/Bio Armor in the Virtue Dimension. The original is parked and completely retired in the Triumph Dimension. He is a prime example of why you do not break the cottage rule. It is not cool to play a character to 50 and have run MANY hammi raids, only to pull the rug out from under them.

    So, I will remake him into something I can love again. And I will rob this toon of all of those very nice IOs when I do it. :/

    You guys did answer the question though. The magic is in the brute FM/FA not the scrapper FM/FA. One of those times where a taunt aura may should have been added Fallenz?

    You can do this for all 10 costume slots, and uses a different for and Change emote for each if you want. There is also a way to make the character say something when changing.

    Just remember that the first costume slot, the base one, is slot #0.

    To see the slots you can /k or select costume in the menu.

    It is hard for me to look at SLAM, BAF, DD, and KEYS as raids. They are either long missions, or short TFs. They are not what the rest of the MMO world would call a raid though.

    TPN, MOM, and Magi are getting close but they are more like a TF.

    The only one that really feels like a raid to me is UG. That is more because it is a pain in the butt than time.

    The only thing in this game that I have ever done that felt like raids in other games is Old style Hammi. I have been told that new Hammi is still raid like, and the SG raid (sorry it is late) is very raid like.

    Well, I guess we could call them raids because they require more than a full team, but then not all of them even fit that.

    I think tradition is the only reason these are called raids at all. Shoot I am not sure some should even be called trials. The old respec trial puts some of them to shame when it comes to difficulty.

I was a Loyalist/Responsibility Character, I however was loyal to the people of Praetoria, and could care less about the political power struggles. If I went after a resistance cell, it was because they were going to hurt citizens, not because they were disloyal to Cole. I came to Primal earth to make peace before Cole could attack, I told him so to his face. I failed in that. I will not fail to protect my people again.

    See GG Some Loyalist were not evil.

    As a fan I am not tired of it, war takes a LONG time and I expected another year of Praetoria. I think it is a shame they are just moving past it. I think they should take some of the suggestions in this thread, and turn Praetoria into a full accessible from level 1 part of the game. At the end of the tutorial you are given three options. Hero, Villain, Inter-Dimensional Super Spy. If you take the gold option first thing you do is the Praetorian tutorial for full xp. Then you are contacted once in in each zone by your Primal handler, this contact gives radio missions, but the missions are designed around doing the spy job you have chosen.

    Doing that would make Preatoria more playable, make us feel more invested in it, and allow them to do one last zone for 40-50 called The Wild. It would be like the eden zone in primal except larger and dialed up to 11. Contacts that allow you to run missions that set up the imprisoning/Destroying of Preatorian Hammi. They could also do the last bit of reveal about what that creature is, rather than us assuming it is just the Preatorian version of our own Dr. Hammidon.

    That is my take on it any way. I want to see it finished, not left hanging like so many other things in this game...Power Customization....

    At some point Paragon needs to actually finish something.

My version is even simpler: after the nuclear whale abortion that was Tabula Rasa, after becoming an industry laughing-stock, NCsoft tripled the development and maintenance budget for City of Heroes, in a Hail-Mary pass attempt to try to make up for what years of neglect had done to the game.

    It was way, way too late for that to work.

    Look, this part isn't speculation: if you triple your operating costs, you have to triple your revenues just to break even. The studio went from 15 developers to a hair under 50 overnight. Have revenues tripled since then? No. They've risen modestly, but they haven't tripled.

    Or have they?

    I keep running into people who admit to having spent insane gobs of money on the Paragon Market. New content turns out to be a money-loser for them, but new prizes for spins of the virtual slot machine (Super Packs) and new costume sets and new powersets are all selling like hotcakes. What was a $15/month game is now, for I wonder how many people, a $30 or $50 or more per month game, and if enough people compulsively buy every new powerset, every new costume pack, and buy $12 per power purple sets for the resulting alts? That could have ended up way more than tripling the revenues.

    If you like getting new costume sets and new powersets and don't mind paying double or triple what you were paying before, and don't mind the fact that we're probably never again going to see an expansion the size of City of Villains or even a smaller one like Going Rogue, that's a good thing.
    Brad, I gotta say man, you make some awesome posts. Oddly we are having a very similar discussion on my SG boards. There it is more about how certain people dislike the hybrid model, than GR. But the premise is the same because in the end it all falls back to money.

    I am one of those people who has spent insane amounts of money on the paragon market. Long story short, I bought a year sub in Jan. I then dropped all other hobbies and buy $40 a month in points, and at two point I bought $100 in points., and there were a few times where I did $60 instead of $40 for a month. I found out I had cancer, and that was my pity party, I do not regret it at all.

    I loved the content in GR because I liked having a choice that actually made an impact on the world. Be it black and white, or morally ambiguous, my choices changed things. That was cool and new. Not only that, some of my choices bothered me. That was good... the first two times I did it. After that it became a pain. I even stopped reading the text during the beta so the content would be fresh when it went live.

    Really it is not too late to save Pretoria. There are several things in this thread that could still be done. I hope they are done, because I would hate to see all of that great content rot. When I say content I am not only talking about the stories, but maps and mobs also. Right now, it is rotting.

    Oddly the main reason I will never touch it again as a new character has nothing to do with most of what has been named. The main reason I will never do that content again in its current form is that once I leave it is never acknowledged again that I am a praetorian.

    Going to Pretoria should be a 3rd choice in the regular game tutorial. Where when you leave the first mission you run is the Praetorian tutorial. They need to leave the ability to go between worlds, and also make it so those contacts can't be out leveled.

    The old reason given for out leveling content was the level range in which the mobs for that arc existed. The game has better tech than that now, and very few people actually street sweep now except to finish out a level or as part of a mission.

    Really though, it falls to if Paragon believes that Gold side is worth saving. I find the storied written in Preatoria tend to be better than everything else in the game. Yup, that includes the SSA missions. FW and NW are filled with interesting content, While the rest of CoX is a hit or a miss, especially blue side. There are some gems in the old blue side content, but it is a lot like going to a yard sale. It is mostly just junk, and this is even more true about launch content. Around i8 was when the writing started to get better imo.

    So... That was longer than intended.

    Edit: Side note, the reason most blue side TF's have larger merit rewards is because they take longer to do. There is a formula they use. I however do not think that is why less people play red than blue.

    You can sort of do that now. The super tailor from the store allows you to do costume transformations from one model to another. Say from male to huge. As for the difference in power and power level, that one is going to be up to you, I suggest turning toggles off if you want to have a less powered version.
  20. So after watching all the current episodes of Avatar: The legend of Koraa I was inspired to make something like a fire bender. I have tried fire multiple times over the years, and even managed to get a Fire/Fire brute to 38. I decided to do an end game build in mids, which may ever happen depending on the release schedule for new sets.

    I have people rave about this combination of powers for years now, and I just do not get it. I was frustrated working on the end game build. It is not something I plan to be a serious character, so I wanted to take some fun stuff towards the end of the build. Things like Afterburner. So that threw building for +def right out the door.

    The best I can figure is it is designed to just kill mobs so fast that they didn't feel it needed to be great at resistance or defense. Any way, here is what I may do. I will +5 all the recharge IOs if I do end up building this.

    Please point out the magic for me, because I am missing it. I am a bit frustrated because Fire is a concept that I actually like. I just can't seem to hit upon a build that does it for me.

    I have one at 50, and the typed def can be pushed above the i-soft cap if you are not on too much of a budget. Pretty sure this is the build I am currently using. Also the +def can be enhanced in energy drain, and it stacks if your +rech is high enough. About the only time I switch from Body is if I want the +rech for multiple stacks.

There's also the perceived difficulty of the enemy groups in Praetoria, though I don't think that was a significant factor (though the 'issue' was probably magnified by the need to solo everything with fewer and fewer people starting in Praetoria).

    The storytelling in Praetoria is really fantastic, though, so I was sad that GR didn't do better. Still am!

    I agree with all of this, and think the article is dead on. I am glad it has all worked out, but I do hate seeing such great content sitting there unused. Even the new AP arcs stink compared to the writing of GR. I just can't seem to justify isolating myself for 20 levels just to play it.
