I've not decided where to spend it yet. I have two functional lvl 50 toons I could redo to make significantly better, or I could start on a third.
I basically just sold some of my drops instead of putting them in storage for that bil. So, my toons have all of their regular operating funds and that bil is "extra" money.
I have found more enjoyment in playing around with the market than I anticipated. For the market games I understand, it's helpful to have a deep pool of liquidity.

If the gambling is inf for inf then the only inf that's destroyed is the house's cut (and, of course w/e is lost).
If instead it's inf for stuff, then there's more inf destroyed per interaction. -

I second the Dark Kingdom crew. They have several divisions, but not too many. More than one of their divisions are in the top 100.
I have known the leader, Taz, since back in the day before merits were introduced when there was only on DK. They do have a pretty good crew. They are relatively drama free. They are in my coalition. Several of them are my global friends.
I have a top 100 VG too, but it's small.

The possible combinations of methods and rewards are quite numerous.
possible rewards could include
enhancements (the full range from TOs & IOs to HOs and of course special TBAs)
recipes (the full range from TOs & IOs to HOs and of course special TBAs)
inspos
temp powers
costume pieces
emotes
unlockable missions / contacts
special titles
slots machines are a gimme -- relatively easy to set the percentages precisely
but I think some additional pvp gambling would be more attractive to the kinds of people who tend to accumulate inf in this gameScience vs Luck by Mark Twain

I am reasonably sure that gambling fake money for fake prizes isn't yet illegal.
I think it would be better to gamble inf for prizes because that actually removes inf from the game. Whereas inf for inf just shuffles it around (minus the house's cut of course.)
Inf to play
Winnings in chips
Chips to merits or tickets or w/e
Merits / tickets to goods
AND / OR
perhaps similar to the current drop situation except that instead of killing a mob for a chance at a prize, you spend inf for a chance -
if you drag the enhanc to the market an "find" button appears
much quicker -

I suppose chips would be most appropriate -
Let the slot machines (or w/e) work. Let player pay w/ inf and be paid in tokens. Tokens are redeemable for prizes (temp powers, enhancements, salvage, w/e but not inf) and or random rolls on reward tables.
Inf goes in but doesn't come out.
As per real a casino, the house always comes out ahead and takes a cut besides.
It's a totally voluntary tax that could be enjoyable as well.
I don't think it work as well if people could gamble inf for inf as if the gambling was inf for goods.
just a thought -
A well procc'd brawl could be useful for some build in some situations.
Particularly if it's a build for malefactoring down and the power choices are tight. -
