A few years back there was a bug with the global name servers. It pretty much wiped the Global Chat Handle database. After that, the first character that entered the game set the Global Handle. Seeing this wasn't the fault of the players, a new Global Chat handle was issued to all players.
Now if the player wanted the original handle, it had to be unused. If another player took the chat handle before the original player took it, the original player was/is out of luck. -

- The SSA contact and location.
- Show SSA level range.
- Show if you have completed it at least once.
- Show if you have completed the arc for the special reward that week.

No, I just didn't quote all the patch notes regarding the Signature Story Arcs. What I quoted addressed most of Steelclaw's post. However you are right in that I didn't fully quote all the patch notes.

Collection System
This new system allows players to keep track of account-bound features like Astral and Empyrean costume pieces and Signature Story Arcs in addition to their badges. This feature can be accessed by clicking on the "Collect" link on the top of your navigation bar/compass. From here you can browse your badges or account specific unlocks and features. You will be able to tell which account items you've unlocked and which you have yet to unlock. Like badges, unlocked features will have an icon. Features that have yet to be unlocked will have a grayed out icon. Currently you can view the following from here:- Badges

I think you are still confusing Fame points with the alignment meters. Fame points keep track of counting tip missions you have done. Hero Merits or Villain Merits are the reward for staying a hero or villain. If you cease to be a hero or villain (by completing a vigilante or rogue morality mission and accepting the alignment change), you lose the Hero or Villain Merits. You don't lose what you bought with those merits though.
There are several types of merits in the game (by date):- Vanguard Merits - Issue 10
- Reward Merits - Issue 13
- Alignment Merits (Hero Merits, Villain Merits) - Issue 18
- Incarnate Merits (Astral Merits, Empyrean Merits) - Issue 20

Fame points start decaying as soon as you get them, the hint text is non-existent for the first hour, for 1 hour to 19 hours the hint text tells you that you have been famous for that deed from the time you've completed it, after 19 hours the hint text counts down the remaining hour. All the time the Fame Point icon is shrinking, on its journey into nothingness.
Here is an example:
Keep in mind that you can have either 5-Fame Points in tips or 3 tips at any one time, whichever is less. Also note that while I am calling the fame points 1-20, it is only for descriptive purposes as you can only have 5 Fame Points at a time.
- You are a hero.
- Get 3 tip mission drops.
- Fame point 1: Complete tip mission 1, vigilante option.
- This will get you 1 vigilante fame point, for a total of 1 vigilante points.
- This fame point will decay to nothing over the next 20 hours.
- Fame slot 1 is filled.
- Fame point 2: Complete tip mission 2, vigilante option.
- This will get you 1 vigilante fame point, for a total of 2 vigilante points.
- This fame point will decay to nothing over the next 20 hours. Hopefully during this mission you'll get another tip drop.

- Wait up to 20 hours for Fame Point 6 to expire, or even all of them (if you've done the 5 missions in under an hour). For the sake of argument, let's say that all the Fame Point slots are empty at this point.
- Get however many tip mission drops you can at this point (5-Fame Points worth, to a max of 3).
- Fame point 11: Complete tip mission 11, villain option.
- This will get you 1 villain fame point, for a total of 1 villain points.
- This fame point will decay to nothing over the next 20 hours.
- At this point you'll have to wait for Fame Point 7 to be forgotten (20 hours after getting Fame Point 7) to get another tip.

Not necessarily because I wasn't there, but the league was light on support, and I had a cold/sonic defender, so it might have helped swing things if I could have returned.

There is an option in the bottom right when you click on it to hide unavailable recipes. make sure that isn't filled. You should be able to see a lot of recipes, uncommon, rare, purple, and pvpios. You can change the slider on the top of the window to change the level of uncommon, rare, and pvpio recipes. Purples are, of course, limited to level 50.
If you fill up a bar, you get a tip for a morality mission. The first time you affirm yourself as a villain, you get 50 reward merits. If you continue to reaffirm your alignment (in your case, villain), you get 1 Alignment Merit. Also after the first time you have confirmed your villain (or hero) status, you can get an Alignment Merit from the Signature Story Arcs. The change is not automatic. The reason you lose them is that they are an incentive to stay either as a Villain or Hero. Rogues and Vigilantes can go to either the Rogue Isles or Paragon City. But almost every case of vbulletin forgetting users is the direct result of modifying the VBulletin cookies with add-ons. You know like tying user accounts into the log in or making an add-on like the character copy tool.
There was a forum planning committee before Lighthouse and Ex Libris left to get feedback from players that spent a lot of time on the forums. When asked about new forum software, the nearly resounding response was "anything but VBulletin".

Recommend: Killing vbulletin. Failing that, remove the Character Copy Tool from the forums to remove the need for the non-standard cookie.
Also, if someone told you that you had to take the forums down for four hours to fix the hero skin CSS, they are outright lying to you. A CSS file replacement can be done on a live site. Worse, seeing the villain skin's CSS is working, they only need to copy some of the villain skin's CSS to the hero skin CSS and re-upload the hero skin CSS file to the server. -
A lot of the nonsense (unable to stay logged into the forums, the copy tool always breaking) with the forums requiring the game account information to log in stems from the fact the Character Copy Tool is integrated with the wrong service. It should not be, and really should never have been, integrated with the forums.
The proper place to put the Character Copy Tool is in the GAME after a player logs in. The mechanism for server transfers works. It has worked for several years now. So why isn't the option there? -

When these items explode, their explosion does fire/lethal damage, with a smidgeon of knockback. BUT: This damage will hurt Phantom Army, which are supposedly indestructible.
Anyone know if this is "working as designed"? If so, what was the design? That the crates are higher on the Incarnate track than we are?
I figured PQ would get a wider base of readership than the Controllers forum, and this appears to be topic appropriate, so anyone got a clue on this? Thanks!
Things that can hurt/kill decoys (not complete):- Hamidon
- Police Drones.
- Arachnos Drones.
- Falling damage in the Ouroborus zone (yeah, they do take damage there).
- Incarnate Trial explosions (crates, containment chambers, demolition charges)

After changing it, you can protect the cookie from being changed (Set to read-only). I'll note that I've not been logged out yet.

You could have been near someone else that was targeted (I think it targets up to 8 players), you might have dodged behind something a little bit too late (yay, lag), or you didn't activate an inspiration or destiny fast enough. -
