For instance, several "attacks" that used to be more about the secondary feature, such as stun or KB, have had a heap of damage added to them. Before, they used to be about the mez, but now they're more about the damage. However, the mez is still there. As such, slotting for it could remain the same, if you wanted it to.
Adding or increasing effects doesn't break the "cottage rule." If you were to turn a stun into a hold, however, that would. -
And that wasn't breaking it, either, since the core function of the power remained. The power had an effect added to it, but the EndRed function of the power remained.

Allowing for smaller groups (or soloists ) to get the rewards, while able to go away and come back to it as they need to, I would imagine that they'd be several-mission-long arcs that would take longer to accomplish, but would allow for more freedom in terms of when you accomplish them.
Think about it this way: take Task Forces versus normal mission arcs. TFs get merit bonuses in comparison to arcs of the same relative length. This is to compensate for the toughness in stopping them and coming back to them whenever you feel like. I would think that since the rewards would have to be about the same for Incarnate Arcs that they'd take longer to accomplish. -

The typical responses like "join global channels" aren't sufficient. Most players don't frequent the forums and they don't know how to find or participate in global channels.
I think this is a great game but I am convinced many prospective new players will try it for an hour or two and come to the erroneous conclusion that no one is playing it and they'll quit and never look back, which will be a shame. -

That's a bad idea. Having some restrictions keeps them from changing powers at a whim. -

Drastically changing a power to be something completely different than it currently is means removing one power and replacing it with another. Anything other than that, such as changing power stats, does not violate the cottage rule. Since you want something beyond the cottage rule, you obviously want a power changed so drastically that it is essentially removing a power and replacing it with another.
I have yet to see you say anything differently. -

Also, I just wanted to point out that you should feel free to come here and ask questions. We have a decent amount of people here that really do like helping out players, new and old alike, to get answers to their questions. Some of us actually have some informal competitions to answer questions (accurately) first.
So please, feel free to give us some fodder. -
Now, the problem is that we get a decent amount of people who come into this game, and don't understand where the population is, especially right now. So first, off, I have to thank you for coming here to ask first. There are a few things to keep in mind:
1) This game is heavily instanced. You won't see many people out on the streets, because missions happen in instances instead of outside, for the most part. Also, missions give end-of-mission XP and influence bonuses, and debt is halved if you die in a mission. So there's a lot more incentive to do missions than just hunt out on the street.
2) Right now, a lot of people are focusing efforts on their high-level characters. So the lower-level zones are a little deader than normal. That's not to say that you won't find people there, it's just a bit quieter.
3) A lot of conversations don't happen in the public channels. A lot of people in this game have set up or joined global channels or super groups, where you can talk with regular friends. As such, I highly recommend that if you do get the game, go down the forums here and find your server's forum. Tell them that you're a new player, and that you're looking for good global channels to join to find people to team with. That should get you a good start.
Also, check out the Mentor project, located at the top of the Player Questions forum. Lots of people willing to help out new players there. -

The point is you dont set an arbitrary rule that says you cant repair something that is broken. It does not matter what the rule says or why it supposedly says anything. If the Devs dont want to do something to a power or a set, then they take the responsibility for the decision. Cottage Rule is a form of Dev passing the buck, and it's a ridiculous form. It's not like it's a fricken law of nature.
It's also confusing. Would taking the Stalker's AS out of the level 6 slot, placing it in the level 1 slot and moving the rest of the powers up in slot position, violate the Cottage Rule. This should have been done before Villains was released. Not having this immediately available is no different then not allowing MMs to have pets until level 6. It was asinine that this was not immediately fixed, and here it's 6+ years later and it's still not fixed. Is that because of the "Cottage Rule"?
And Stalkers should in no way get AS at level 1. It's completely unnecessary at that level, and would leave them sitting around for most of a fight against three minions, let alone the fact that without another attack, if AS got interrupted, they wouldn't be able to attack at all at level 1. AS is where it is precisely to NOT make it broken. That's not a problem with the power. -
This is kind of intentional. Before, people took their suggestions WAAAYYYY too seriously, and the section was prone to flame wars. It's a lot calmed now, and the Devs still look through it from time to time. A lot of features that have been implemented in the game can be traced back to player suggestions there.

I do kinda agree with this. I think that names that were on trial accounts that didn't upgrade should be released before I21. I mean, those people didn't like it enough when it was free for them, so I don't think they're coming back.

Still, the chances that they're going to rerun the name-freeing script right now are low. They're about to implement a feature that allows people who have stopped playing to come back for free. If those people have lost their names, they probably won't stay.
Also, I'd love to know why a simple change of the name is completely out of the question. -

Also, keep in mind that even though we just got a new half-issue, it's the beginning of summer now, so you have people going on vacation, working summer jobs, etc, so there may not be as many people on as there usually are. Still, I just got off Pinnacle, where there was more than a handful of people in the zone I was in.
Also, something else to keep in mind is that this game is very heavily instanced, meaning that you won't see a lot of people out on the street. Doesn't mean they aren't there, just that you can't see them. -
Or, the Devs, after giving altoholic characters 7 years worth of content, finally gave something to the people who don't play a lot of alts. Something that a lot of people had been asking for for 7 years.
