Yes. Primal Earth had WW2 play out like ours did. Praetorian Earth, where Emperor Cole is from and who your point was, did not. Praetoria developed nukes sooner and the Hamidon Wars occurred instead. So Cole could not have learned from his own world's history in this case.

The real problem with your post is "There's no praise involved, faint or otherwise."

That statement is unquestionably praise, faint or otherwise. One could argue that it is not faint praise given the use of the emphasis word "so". I, however, having just plainly and directly condemned the storytelling (note that this is one word, not two) in the Hollows, regard saying something is better, even "much better", or "so much better" to be faint praise in deed.

For all we know, Silos may have recruited them before they became evil or even 'mended' their timeline to change them. Or it's all true but there is information the Doctor doesn't know about (and thus we don't know).
We just don't know yet. All we've got is his word and our encounters with the individual menders. Tesseract I can totally believe. Lazarus though seems much more amiable and at least somewhat more stable than the Doctor implies. -

So far I still trust the Dream Doctor more than I trust the others.
That doesn't mean that I don't exactly trust Mender Silos. He -was- Nemesis, but I think Ouroboros is generally benevolent. But I think Dream Doctor's discoveries about the menders and Silos' meddling with the dagger show that Ouro is based on an 'Any means to an end' kind of philosophy.
Though, I've always wondered a bit how true the Doctor's revelations are and if perhaps the Menders we know aren't from alternate timelines? It's kind of a problem with time travel on this magnitude. We've seen an alternate dimension, which may as well be an alternate timeline, where -we- became corrupt with power and wiped out the world. -
yah I'm waiting til it at least hits beta before really discussing 'speculation'. Not that I expect it to change drastically, in which case, it's the first non-redraw set without a crashing nuke (I think).

As for the 5th column, yeah it's intended that as a villain group they can't really compete with Incarnate level heroes. There's seedlings that Requiem has acquired some new power from his stay in Cimerora that he'll used to empower the column. That was a reoccurring theme through all of Astoria I think, the fact that the villains are having to pull out new stops to compensate for our new power.
Malta will be using Battle Maiden's nanomachines to upgrade their tech. The Tsoo were using new tattoos that derived their power from souls. The Knives of Artemis were attacked and corrupted by the Talons of Vengeance to become the Knives of Vengeance. The Banished Pantheon were given power through Mot. The PPD are leaning on their new Awakened Kheldian members. Lord Recluse is searching for ways to empower his troops. So a lot of groups are trying to step up so they can compete with Incarnate level opposition. -
Each tentacle is considered a GM but the reward is only for killing the head.

Yeah Dark Astoria is the solo incarnate content. Though I23 is adding a new story arc that can be done by a single player.

Yeah, lump me in with the folks that like it.
I like a variety. Street sweeps aren't that bad if used sparingly, no 'go kill 50 Devouring Earth in Crey's Colley', but just 'go beat up 10 trolls for the info on their hideout' is fine, it's flavorful for the genre and it's not all that tedious, and you can pick what you do, going head on with even cons (or higher!) or just running back and nipping the low level greys. I mean heck we had this show up in First Ward, a mix of door missions and outside missions.
My only hiccup with the Hollows is the friendly troll, as the first time I ran through there I didn't level -enough- to meet Talshak, so I just thought that was the end of the zone and moved on.
is it complex and riveting? No. But for the level range it feels perfect for a lowbie hero. It's 'the ropes'. You're not trying to stop some complex ritual to end the world or some big mind control scheme, you're beating up gangs and trying to clean up a big mess.
Could it stand to be cleaned up a bit? Maybe have the contact arcs flow together better? Sure. Always room for improvement. The Hollows is by no means perfect, but it's not bad starter content. -
Anti-matter is confirmed to be alive. In the MoM trial if you speak with Metronome he expresses regret that we didn't kill Praetor Keyes.

When someone with a large amount of dispensable cash can buy things that will make their character noticeably better than someone without, that's when "pay to win" become a tangible problem. Granted, this isn't quite "pay-to-win" because players are capable of getting Purple IO sets via in-game means, and both the in-game versions and Paragon Market versions are only usable by level 50 characters.
However, Purple IO sets are difficult to come by in-game. Whether you are waiting for random drops, accumulating Hero/Villain/Empyrean Merits, or actively playing Wentworths/the Black Market (marketeering), it will take some time and effort. But if a player with more disposable income is so inclined, they can make a one-click purchase and have their Purple IO sets. So "pay-to-win" isn't entirely accurate. "Pay-to-be-better-a-lot-sooner-than-others" is more on target, and that is a dangerous line to toe.
Frankly, until they cross that line, I am not bothered by it. And as Doc Roswell said, if it means they are taking more time on the actually new items, I am fine seeing more weeks like this. Hell, at the very least, it means I get to save my stipend pointes :P
As long as performance isn't completely gimped, how much better one character is over another rarely matters unless you're trying to challenge yourself by say, solo'ing something or doing a team event below the minimum number of players. And even then, that's for bragging rights. Being better than someone in this game doesn't matter at any particular point. If you're on a full team you're just one more part in it. You might carry a bit more of the team, but since you're not competing against it for a better chance at l00t, it doesn't matter.
